Position Summary

Join the Portland Community College (PCC) team! The Contract & Grant Accounting Department is seeking a talented grant Accountant III. The grant Accountant III serves at the Downtown Center, conveniently located next to lightrail, downtown waterfront, and many restaurant and retail options. Employees have the option of a hybrid work arrangement where a portion of their regular workweek is spent remote/telecommuting and the other portion is spent at the Downtown Center or assigned campus location. Additional approval is required for alternate work accommodations.

Under the direction of the Contract & Grant Accounting Manager, the grant Accountant III is well versed in applying federal, state and local laws, regulations, and policies to manage various grants and contracts that support the College's mission of equitable student success. The grant Accountant III portfolio will have a specific emphasis on PCC Foundation grants that support the College, as well as the College’s Gateway to College and Yes to College initiatives, and lastly the College’s internal service funds supporting the Community Education and Continuing Education programs.

The grant Accountant III will collaborate with departmental managers by providing technical information regarding accounting principles and the College's accounting, workflow, and contract management software. In this position, the grant Accountant III will be expected to take a leadership role in most tasks, offering process improvement solutions to supervisors and/or management, and suggesting ways to improve procedures. Additionally, the grant Accountant III takes a lead role in coordinating district wide initiatives such as: risk based annual monitoring and compliance plan, federal grant testing initiatives related to Single Audit, and federal effort certification.
The grant Accountant III ensures timely reimbursement of eligible grant expenditures, enters accurate and documented manual journal entries, and is responsible for reviewing and monitoring comlex grant pre/post award grant budgets.

Candidate Profile

  • Knowledge of and experience applying federal and state laws, rules and regulations to grants and contracts;
  • Demonstrated experience with working in governmental, municipal or fund accounting;
  • Experience preparing financial reporting to federal/state agencies to support grant reimbursement;
  • Experience coordinating with project investigators and grant administrators to submit timely reports and ensure grant compliance;
  • Experience providing technical information to departmental managers and other staff regarding college accounting requirements and college accounting software;
  • Experience preparing and/or reviewing complex budgets;
  • Experience with planning, leading, directing, and managing projects; and
  • Bachelor’s degree in Accounting, Finance, Business Administration or related field is preferred.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field (experience performing the duties described above may substitute for the degree requirement on a year-for-year basis).
  • Three years of experience working in governmental, municipal or fund accounting, or the area of accounting that is related to the assignment is required, including working with preparation of comprehensive annual financial reports and federal reporting requirements.
  • Demonstrated experience coordinating and overseeing complex financial projects and audits; working with PC and mainframe computer systems, hardware, and supporting software applications; and experience working with computerized general ledgers and accounting systems.
Position Grade 5
Starting Salary Expectations $56,939 to $60,992 (Step 3); based on qualifications, experience, and internal equity.

Paid Leave: (Pro-rated by FTE for Part-Time Employees)

  • Starts at 13.33 hours of vacation leave per month (additional vacation hours with years of services)

Working Conditions and Physical Requirements
  • WORK ENVIRONMENT:
    Work is typically performed in an office environment. Occasional evening or weekend hours may be required depending on project requirements.
  • PHYSICAL REQUIREMENTS:
    Minimal physical exertion is required. May sit for extended periods of time at a desk or working at a computer. Learned physical skill is required to perform keyboarding functions.
