Full Job Description

Whatcom Community College invites candidates to apply for the Director for Workforce and Special Projects position. The Director will lead implementation, communication, and evaluation of the college's special projects (e.g., Guided Pathways, Service Learning and Title III initiatives), plans, and programs in collaboration with other college departments to ensure an integrated system that connects students to resources and support that fosters their academic success.

Responsibilities

Responsibilities and Essential Functions:

Administrative Responsibilities

  • Establish milestones and metrics refined by data-driven evidence to integrate grant funding in the development and coordination of orientation, intake, eligibility, enrollment, reporting, and evaluation procedures for various workforce grant programs.
  • Serve as the primary administrative point of contact in coordinating special project activities, assessment, evaluation of outcomes and strategies.
  • Coordinate activities with the instructional team to develop strategies to support special projects and recommend new initiatives to improve pathways.
  • Work with Instruction and Student Services departments to assess status and effectiveness of implementing guided pathways advising, communication, website refresh, student progress monitoring, and intervention strategies to ensure student success.
  • Coordinate integrated student funding plans to support student completion of their chosen CTE pathways.
  • Administer and develop initiatives in cooperation with Career Services to help students identify their goals early in their academic careers.
  • Ensure coordination with Instruction, Outreach and Student Services to develop recruitment activities and material for current and prospective students.
  • Advise, assist and supervise program staff to accomplish established goals to provide and improve all aspects of project initiatives.
  • Assist Executive Leadership with determining allocation of project funding and spend down of grant funds in the final year of Title III grant.

Essential Functions

  • Support staff in determining eligibility for funding programs that assist students in accessing college and community resources related to financial aid, workforce funding, emergency assistance, scholarships, internships and employment, and other basic needs.
  • Manages special project, quarterly reporting, oversees staff, manages budget, coordination with internal and external partners on program activities, assess program effectiveness/outcomes.
  • Serve as chair of the Guided Pathways and Title III committee, which is responsible for the assessment, coordination, development, implementation and planning of workplans in meeting priority objectives.
  • Work with the Instructional Deans, associate directors, program coordinators, and faculty to implement cohesive and integrated instructional pathways with indicators and evaluation measures that meet the college's strategic equity outcome goals.
  • Coordinate with academic support systems including the Library, TLC, eLearning and FYE.
  • Coordinate relevant processes and prepare necessary reports for financial aid and grant-funded programs.
  • Oversees and participates in grant development and administration, budget development, procurement, and related fiscal monitoring and reporting; coordinates with agency fiscal staff as needed.
  • Provide quarterly and annual reports when requested by the college and external partners.
  • Work with the colleges Public Information Officer to provide timely updates, communication, and information flow to the greater college community.
  • Provide technical expertise, information, and assistance to the Deans regarding assigned functions; assist in formulating and maintaining program policy and procedure manuals.
  • Approve and maintain time and effort documents.
  • Other duties as assigned.

Qualifications

 

Minimum Qualifications:

 

  • Bachelor's degree from an institutionally accredited college or university.
  • Progressively responsible experience in higher education, preferably in workforce development.

 

Preferred Qualifications:

  • Respect and maintain confidentiality with knowledge of FERPA, HIPAA, and other applicable laws, rules, ordinances, and regulations related to students.
  • Excellent interpersonal and communication skills to serve as an effective communications link and reliable source of information for students and stakeholders.
  • Ability to build relationships with employees at all levels of the organization and in the community and perform in a broad range of environments including academic and business.
  • Increasingly responsible experience in grant writing, planning, preparation, administration, management, and reporting within post-secondary education (i.e., Guided Pathways, Perkins, Title III grant funding).

 

Salary

Salary and Appointment:

  • This is a Permanent, full-time Administrative/Exempt position. Exempt from Washington State civil service law with an annual salary based on an range of $78,000.00 - $82,000.00.
