Located in the scenic Puget Sound area with Mount Rainier in the distance, Tacoma is the third largest city in Washington State with a thriving and diverse community of over 200,000 residents. Tacoma Community College (TCC) was built on the ancestral territory of Coast Salish peoples, specifically the Puyallup. The 1854 Medicine Creek Treaty forcibly removed them to the Puyallup Reservation to make way for settlers; we recognize the privilege of utilizing this land has come at great cost. We honor the resilience of the Puyallup people, who still live here, defend their rights, and contribute greatly to the well-being of this community. TCC invites you to apply for the position of Manager for Facilities and Capital Projects. We are seeking an innovative leader committed to incorporating critical race theory in design processes and practices to create a more inclusive and comfortable environment that increases psychological safety and a sense of welcomeness for our diverse students on both TCC campuses, Tacoma and Gig Harbor.

As the ideal candidate, you will have proven management and supervision experience in facilities and capital projects including daily operations, personnel, building operations, budgets, communications, and maintenance of all college property. You are committed to advancing the first theme of the TCC 2020-2025 Strategic Plan: “Advancing Equity, Diversity, and Inclusion” and “Institutional Vitality” will lead facilities in removing barriers to equitable access, dismantling systems of oppression, and strengthening environmental practices. You will provide leadership in accordance with the Mission and Vision established by the College, furthering Core Themes and College Objectives, and report to the Director of Facilities and Capital Projects.

 

Essential Functions

  • Manage the ongoing development, efficient operation, and maintenance of the college's facilities and capital projects to ensure a high standard of service that meets the needs of students and the colleges mission.
  • Serve as Facilities primary point of contact for facilities-related support services, including instructional equipment repairs, space planning, and office furniture design and installation. Coordinate project activities to minimize impact to departments and programs.
  • Develop and implement an annual operational plan in conjunction with the Director. Perform special assignments as directed.
  • Provide timely and accurate written and oral reports as required by the College, the state, or other entities and funding sources. Provide status reports for projects and work orders to the Director. Prepare reports and assessments to illustrate objectives, activities, and accomplishments of areas of responsibility.
  • Exercise effective stewardship over college funds and resources. Assist in the development of and regularly monitor departmental budgets and expenditures to ensure funds allocated or effectively utilized. Solicit quotes and bids, prepare requisitions and purchase orders as appropriate.
  • Manage an effective preventive maintenance program to increase the efficiency and operating life of all equipment, buildings, and infrastructural systems as required by manufactures specifications.
  • Maintain general working knowledge of all building systems and equipment, including maintenance and operation of HVAC, DDC controls, natural gas and kitchen equipment. Troubleshoot, test, calibrate mechanical systems, and train technicians on building systems and DDC controls.
  • Initiate and support programs for energy conservation and update utility management systems. Monitor utility usage and implement environmental sustainability and energy management initiatives designed to reduce energy usage, solid waste and refuse.
  • Manage all capital projects and collaborate with the Department of Enterprise Services (DES), consultants, contractors, city officials, and college staff during the planning and construction phases. Assist in the preparation of the capital allocation requests to the state legislature.
  • Coordinate, oversee, and inspect work by outside contractors, to ensure compliance with all applicable safety, health, environmental and local, state, and federal regulations. Ensure contracted projects are completed within establish timelines and budgets, and colleges quality standards.
  • Effectively manage assets, equipment and vehicles through stringent inventory control and certify that all are properly maintained, deployed, and documented. Maintain and organize permanent building records, and electronic drawings for all campus buildings and projects.
  • Coordinate and perform building inspections in order to determine maintenance needs and develop work orders and cost estimates of materials needed to accomplish tasks. Assist in development of special projects and prepare related reports and estimates as needed.
  • Update and manage work order system to ensure work is prioritized and completed within established timelines and budgets. Review, schedule, and assign work orders and evaluate employee performance.
  • Hire, direct, supervise, train, and evaluate facilities staff in compliance with College policy and applicable bargaining agreements. Supervise and instruct technicians in the field, correct and specify methods, and perform skilled maintenance work alongside staff.
  • Interpret and ensure compliance with applicable codes, CBAs, rules and regulations to ensure areas of responsibility operate effectively within the policies and procedures of the college and applicable governing agencies. Review and revise current policies and procedures and Develop and implement new ones for operating unit(s).
  • Promote a safe work environment. Assist in the development and implementation of a robust Accident Prevention Program. Provide scheduled training and properly maintained equipment to staff, and certify that all safety requirements are met and adhered to, including job safety analyses.
  • Engage in and promote shared governance by serving as chair or member of designated College committees, councils and teams. Develop and maintain effective working relationships with all College constituent groups – internal and external.
  • Respond to emergencies on campus during work and after hours and oversee the rotating on-call list for after-hours response.
  • Provide support to the Director in the development of a Storm Response plan in coordination with Campus Public Safety, Public Information Officer (PIO), and Information Technology Services (IT). Oversee timely schedule and coordination of Facilities Emergency response, including Snow/Ice removal and weather-related clean up.
  • Participate in the development, training, exercise, and response to the Comprehensive Emergency Management Plan as a lead on the Emergency Management Action Team (EMAT)
  • Contribute to creating a safe, professional, and bias-free working environment, which engenders respect for differences and encourages inclusion while promoting teamwork and organizational values.
  • Perform related duties as assigned.

 

Qualifications

Required Qualifications

  • Bachelors Degree in Facilities Management, Construction Management, Business Administration or closely related field from an accredited college or university or equivalent years work experience.
  • Five (5) years of progressive experience in facilities planning, maintenance and operations.
  • Three (3) years of management experience.
  • Experience and success with interpreting and implementing rules, regulations, and codes related to facility development and operations.
  • Computer literacy with a variety of business management software.

 

Desired Qualifications

  • Five (5) years of proven leadership and management.
  • Extensive facilities maintenance and operations experience in an institutional environment or a large organization.
  • Three (3) years of experience with workload productivity/accountability software such as Megamations, CMMS, Footprint, Team Dynamic etc.

  • Interpersonal skills and proven ability to communicate effectively with key stakeholders with proficient verbal and written communication skills.
  • Strong ethics, integrity, and sound professional judgment.
  • Strong organizational and problem-solving abilities. Ability to multitask and prioritize a heavy workload.
  • Excellent customer service skills; including establishing, building, and maintaining internal/external customer satisfaction.
  • Ability to direct and manage all phases of construction project development and implementation.
  • Key understanding and experience in fiscal accountability and program account management including cost estimates, budgets and certifying payments.
  • Strong understanding of project records management and maintenance, project status reports, budget status & project planning statements.
  • Ability to utilize web-based technologies to promote services, communicate project plans and status related to current and upcoming activities.

Special Requirements, Licenses and Certifications

  • Successful completion of a criminal history background check.
  • Proof of completed COVID-19 Vaccination is required upon hiring and employment at TCC.
  • Current, valid, unrestricted drivers license.

Terms of Employment This is a full-time exempt professional position contracted on an annual basis. The salary range for this position is $65,000-$75,000 DOE/DOQ. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Flexibility in scheduling is required to meet the needs of the College. Tacoma Community College offers a generous benefit package including vacation/ sick leave; medical, dental, life and long-term disability insurance; retirement; and tuition waiver. Degrees must be from accredited colleges or universities recognized by the U.S. Department of Education and verified by National Student Clearinghouse. International degrees will be verified for U.S. equivalency.
