Program Director - TRIO Upward Bound (Thomasville)

Job Description

 

The Program Director of Upward Bound program assumes overall responsibility for the assigned program, program staff, and program participants; arranges and enters into contractual agreements for approval by the Dean of External Funding and the President; conducts and coordinates the planning, budgeting, staffing, and evaluating of the program. The Program Director of Upward Bound conducts these responsibilities in accordance with the policies and procedures of the College and the Alabama Community College System, and the rules and regulations specified in the respective grant application and amendments approved the U.S. Department of Education.

This is a grant-funded, and probationary status position. Continued employment is dependent on continued funding. 

 

Essential Duties and Responsibilities

 

At a minimum, the essential functions of this position shall include:

 

  1. Negotiates the assigned Upward Bound program contract with the U.S. Department of Education for approval by the Dean of External Funding and the President.
  2. Develops and maintains the Upward Bound budget for approval by the Dean of External Funding and the President. 
  3. Remains cognizant of all federal rules and regulations concerning the assigned Upward Bound program as they become effective.
  4. Prepares, submits, and responds to all reports required by the U.S. Department of Education and the respective supervising office.
  5. Ensures that the comprehensive participant records and related program files and records are developed and kept up to date.
  6. Conducts comprehensive outcomes assessment and participant follow up studies in accordance with the provisions of the respective grant program and related federal rules and regulations.
  7. Maintains open lines of communication with the U.S. Department of Education, the College community, target schools, community agencies, and organizations.
  8. Attends all state, regional, and national meetings as required and directed by the supervising office.
  9. Conducts staff meetings.
  10. Provides support and expertise in preparation for writing program grant proposals.
  11. Coordinates program efforts between the College and the community.
  12. Assists participants in securing financial aid, when appropriate.
  13. Coordinates career counseling services for participants.
  14. Supervises the Upward Bound Project Specialists and staff.
  15. Provides program orientation to Upward Bound Project Specialists and staff.
  16. Provides professional development for Upward Bound Project Specialists and staff.
  17. Evaluates the Upward Bound Project Specialists and staff in accordance with College policies and procedures.

  7. Serves on and provide information to college committees as needed. 
  8. Complies with ACCS and College policies, as well as state and federal laws. 
  9. Ensures the positive promotion of the College and integration of all campuses within the College. 
  10. Is prompt and punctual in reporting for work, meetings, and office hours.
  11. Performs other duties as assigned.

 

Qualifications

 

Required Qualifications

 

  1. Masters degree in education, counseling, community service, or related field with an emphasis in administration.
  2. Three years experience in TRIO programs or related programs.
  3. Excellent interpersonal and communication skills.
  4. Ability to work well with others.
  5. Experience supervising staff.

 

Preferred Qualifications

 

  1. Proficiency in computer skills.
  2. Demonstrable data software skills. 
  3. Three years administrative experience in TRIO programs.
