Position Summary

Under the direction of the President, the Institutional Research Analyst is an administrative leadership position tasked with collaborating with all internal stakeholders including faculty, staff, administration, and the Board of Education. The Analyst supports the College in mission fulfillment and continual improvement of institutional outcomes by coordinating institutional effectiveness processes, managing institutional data, and overseeing compliance with accreditation requirements. Areas where this leadership extends include strategic planning, student learning and achievement, and institutional research. Performs all functions and activities within the BMCC Policies, procedures, and philosophy set forth in the BMCC Vision, Mission and Values.

Essential Functions

  • Provide leadership in Institutional Effectiveness (Strategic Planning, Strategy, Assessment, Research). Collaborate with College leadership to create a culture in which continuous quality improvement and planning activities are integrated, understood, and practiced in ways consistent with the College mission, values, and vision. Promotes institutional capacity for effective and meaningful outcomes assessment efforts and promotes common understanding and value in the use of assessment and continuous improvement.
  • Lead development, implementation, and ongoing monitoring of a system of integrated planning, assessment, and evaluation across the institution, including research and analysis, environmental scanning, peer comparisons, monitoring of key trends, Key Performance Indicators (KPIs), and reporting on progress of strategic initiatives to institutional constituencies.
  • Assure relevant, high-quality data collection and analysis, research, and evaluation including projections, program feasibility, Return of Investment (ROI), and predictive analytics. Collaborate with College leadership in policy analysis that addresses institutional and academic issues, performance, and health.
  • Establish, administer, perform, and coordinate the Colleges institutional research activities including collecting, analyzing, interpreting, and reporting information on the College for use in decision-making.
  • Provide development and continuous improvement of the process for college planning, program review, evaluation, research, institutional effectiveness, student learning outcomes assessment, and Learning Management System (LMS) activities.
  • Prepare federal, state, and College data and accountability reports according to documented requirements, ensuring accuracy and timeliness.
  • Serve as a liaison from the College to authorities at the federal, state, and local levels for surveys, research and data reporting.
  • Develop and implement processes for collecting, linking, and analyzing data from a variety of sources including internal systems, federal and state agencies, other higher education institutions, and employers.
  • Work with all areas of the College responsible for data input to improve processes for collecting and inputting accurate data into the systems.
  • Monitor the overall integrity of institutional data, complying with federal and state requirements and taking steps to correct data discrepancies when noted.
  • Provide support for the development, implementation, and evaluation of the Colleges strategic plan and planning processes.
  • Provide performance data for the Colleges program review activities for instructional and non-instructional areas.
  • Provide support for the Colleges student learning assessment and institutional effectiveness processes.
  • Assist in the preparation, submission, and follow-up of reports to the Colleges regional accreditation agency, Northwest Commission on Colleges and Universities.
  • Develop, administer, and analyze reports on surveys that measure engagement, performance, and satisfaction for both students and employees.
  • Prepare, submit, and manage the Institutional Effectiveness and Research budget.
  • Research and recommend purchases of computer software, hardware and supplies, as they relate to institutional research and data reporting.
  • Regularly attend college meetings and provide leadership in the areas of data research and reporting.
  • Designs surveys, and provides analysis and interpretation to support planning, review, and decision making at the programmatic and institutional levels of the college.
  • Monitors college reporting results such as state of Oregon D4A, IPEDS data, course demand data, learning outcomes and assessment data, student demographic data, and student enrollment data.
  • Keeps faculty and administrators aware of key findings and trends. Facilitates the Data Standards & Quality Assurance Team meetings and activities supporting institution wide improvements in data quality and standards reflective of industry best practice.
  • Develops and monitors budgets and expenditures for assigned responsibilities.
  • Maintain sensitivity, understanding, and respect for a diverse academic environment, inclusive of students, faculty and staff of varying social, economic, cultural, ideological and ethnic backgrounds.
  • Serves on college committees as assigned.
Requirements:

Knowledge, Skills, and Abilities

Individuals must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities:

  • Ability to collect, analyze, report, and warehouse quantitative and qualitative data about the institution's students, faculty, staff, curriculum, course offerings, and learning outcomes to make recommendations to college leadership based on the findings.
  • Experience using Tableau, Power BI, or similar, interactive data visualization software.
  • Ability to direct the work of others, organize and prioritize a variety of assignments with varying deadlines and to work effectively under pressure with frequent interruptions.
  • Ability to communicate effectively, both orally and in writing; to maintain detailed and accurate records; to prepare clear and concise written reports; to establish and maintain good working relationships with those contacted in the normal course of work; to interpret and recommend policies and procedures; to facilitate meetings and make presentations of findings to a variety of audiences; to take initiative and act independently within established policy and procedural guidelines.
  • Working knowledge of best practice procedures, workflow, technology, and policies related to institutional effectiveness within the post-secondary environment, specifically at the community college level.
  • Familiarity with issues and requirements related to institutional effectiveness with Oregon Community Colleges preferred.
  • Personal characteristics necessary for working with students, employees, and the public in an administrative capacity, including high ethical standards, stability, good judgment, tact, and ability to cooperate with all members of the college community.

Required Education and Experience

  • Bachelors degree in organizational development, mathematics, statistics, economics, engineering, business or other discipline that conveys proficiency in systems-oriented thinking and assessment practices and with sufficient education and experience to meet institution needs.
  • At least three years of progressively responsible supervisory and budget experience directly related to planning, developing, directing, evaluating, and conducting institutional research, strategic planning, accreditation, or a combination of related activities, preferably in a community college setting.
  • Demonstrated experience working with advanced institutional research techniques and statistical analysis/reporting software.
  • Demonstrated cultural competence and experience in working effectively with a diverse range of stakeholder needs.

Preferred Education and Experience

  • Masters degree in organizational development, mathematics, statistics, economics, engineering, business or other discipline that conveys proficiency in systems-oriented thinking and assessment practices.

Other Requirements

  • Travel to other BMCC sites, professional development, or presentations may be required. Valid drivers license required.
  • Requires flexibility in the work week, including evenings and weekends as needed.

This is a full time Exempt Technical position with excellent benefits including: Medical, dental, vision, life, accidental death & dismemberment, and long term disability insurance; Paid holidays; Sick leave; Vacation; and Tuition waiver for employee and qualified dependents.

Pay: $95,000.00 - $105,000.00 DOE
