Position Summary

Skagit Valley College (SVC) is accepting applications for the Program Specialist 3, Dental Therapy Education Program. The (pronounced dah-hi-ya-buus—the Lushootseed Tribe word for “place of smiles”) Dental Therapy (DT) Education Program at SVC was developed in partnership with the Swinomish Indian Tribal Community. The program will work with tribal and underserved communities to diminish health disparities and increase access to oral healthcare through training and employment of Dental Therapists. SVC educational programs are designed to meet community needs and create a campus climate that promotes innovative teaching, quality scholarship, a diverse learning environment, equitable access, and educational achievement for all students.

The Program Specialist 3 position is a full-time, project, classified 12-month position. Funding for this position is contingent upon program funding. This position will be responsible for providing assistance to all program staff and complex services and consultation to all program students and prospective students for the -Dental Therapy program. The Program Specialist 3 reports to the Director, -DT. This is full time position is based primarily at the Mount Vernon Campus; however, the incumbent will travel the Swinomish Dental Clinic in La Conner and may travel to other locations on occasions directed.

Duties and Responsibilities

Duties and Responsibilities:

  • DT Support:

  • Serve as primary contact and respond to inquiries regarding -DT and Allied Health programs from students, staff, faculty, and the general public via telephone, email, written correspondence, in-person;
  • Liaison between Director/Coordinators and staff at Skagit Valley College and Swinomish Dental Clinic;
  • Provide highly skilled office, managerial, and executive administrative support
  • Collaborate with external stakeholders;
  • Assist program staff with all aspects of Dental Therapy program services;
  • Collect and organize program data (recruitment, admissions, enrollment data, student progression, and completion, etc.) and prepare report(s) for DT Director, Coordinators, and affiliated partner as directed;
  • Assistance in development and maintenance of program procedures;
  • Recommend resolution to complex problems and issues related to the program;
  • Assist with student recruitment efforts and activities;
  • Receive and process paperwork submitted by current and prospective students;
  • Determine and document student eligibility based on regulations and programs requirements;
  • Provide services and consultation to all program students and prospective students;
  • Assess student and perspective student needs and be responsive to those needs;
  • Assist in distributing information to students, faculty, staff, and external stakeholders;
  • Update and maintain -DT websites and program-related sites (on- and off-campus);
  • Maintain records and file incoming and outgoing correspondence and documents;
  • Coordination of program volunteers and hourly staff activities;
  • Compose letters, acknowledgments, notifications, reports, manuscripts, publications, flyers, brochures and other materials including confidential and sensitive materials;
  • Advise and manage required background check, drug screening, and immunization verification for students and faculty;
  • Monitor quarterly and annual course/class listings, capacities, and waitlists; occasional calls to students on waitlists.


Reporting and Compliance:

  • Collaborate with Director, Clinical and/or Education Coordinator on implementation and update of information for program affiliation agreements;
  • Consult with designated personnel to ensure all policies and procedures required by state and national programs accreditation and licensing agencies are continually met;
  • Update and maintain student files and database required in accordance with program requirements and accreditation reporting, such as program admissions, withdrawals, graduate information, and current enrolled students;
  • Responsible for pulling data reports for various proposals and subsequent monitoring of grant goals and objectives;
  • Maintain list of facility contacts for agreements;
  • Schedule and coordinate quarterly Opinionnaires for program and instructors based on required implementation schedule;
  • Distribute and process surveys required for accreditation reporting by various agencies.

Executive Administrative Support and Other duties:

  • Monitor and control budget for activities funded from a variety of sources such as state, grant, and contract accounts as directed by Director/Coordinators;
  • Manage inventory of supplies (end of quarter) or as-needed basis;
  • Order supplies, equipment, printing, and arrange for facility and equipment maintenance and repair contracts and services;
  • Prepare, record, maintain and distribute meeting handouts, agendas and minutes for departmental curriculum, faculty and advisory committees;
  • Collect data from stakeholders (include committee members, state agencies, and accreditation boards) and transcribe into formal reports;
  • Assist in compiling reports as requested;
  • File electronic and hard copies of correspondence, evaluations, spreadsheets, schedules, student information, budget information and comply with appropriate records retention rules;
  • Assist in the distribution and maintenance of Handbook(s), to include updating, revising, and communicating changes to all appropriate stakeholders;
  • Attend all required meetings;
  • Perform other duties and responsibilities as assigned.

Knowledge, Skills and Abilities:

Knowledge and/or understanding of:

  • Skagit Valley College Dental Therapy Program programs policies;
  • Skagit Valley College policies and procedures;
  • CODA Accreditation standards for Dental Therapy;
  • Microsoft Office Suite; including Excel, Outlook, Word, PowerPoint, etc.
  • Strong Excel skills;
  • Data analysis;
  • State and federal regulations;
  • General office equipment.

Qualifications

Minimum Qualifications:

  • High School graduation or equivalent;
  • Three (3) years of increasingly responsible office management or administrative experience OR equivalent combination of education and experience;
  • Experience working with diverse populations;
  • Commitment to providing culturally appropriate services; and excellent customer service skills;
  • Knowledge of state and federal laws pertaining to dentistry and to public dental health.


Desired Qualifications:

  • A bachelor’s degree in business administration or related field and one year of responsible office experience at the senior clerical level;
  • Higher education experience;
  • Previous dental clinic experience;
  • Strengths in listening, teamwork, thoroughness, and interest in self-development;
  • Creativity to work with other health care professionals from a variety of disciplines to achieve maximal productivity and programmatic effectiveness while continuously promoting the growth and development of fellow professionals and staff, exercising appropriate supervisory control and displaying good work judgment with the best interest of the patient population being the greatest priority;
  • Works independently and as a team-player with demonstrated dedication to excellence and personal integrity manifested in a positive and credible image;
  • Budget management experience.

Salary, Benefits, Conditions of Employment, Application Procedure

Salary and Benefits:


  • Salary is based on Range 53, Step A, $4,425.00 per month with periodic increments to $5,813.00 per month. Salary and benefits are subject to change in accordance with legislative mandates and collective bargaining agreements.
  • This position is eligible for overtime pay in accordance with the Fair Labor Standards Act.
  • This is a union represented position subject to a collective bargaining agreement.
