Job Summary

Reporting to the President of the College, the Vice President for Economic & Workforce Development is responsible for leading, growing, and recruiting for the programs within the division, including Adult Education, Career Services, apprenticeship programs, RCAM Operations, and Workforce Solutions. The Vice President develops and maintains mutually beneficial partnerships and relationships with public and private stakeholders, including integration with state-level workforce agencies and regional federal programs. They also serve as the government relations contact/lead for the College.

Job Duties

  • Provide oversight and leadership for the economic and workforce development staff and functions, including Adult Education, Career Services, Apprenticeship Programs, RCAM Operations, and Workforce Solutions.
  • Provide support and guidance to drive the expansion of the economic and workforce development programs and services.
  • Evaluate the programs and services offered to determine effectiveness, satisfaction, and the need for improvement.
  • Direct the development of education and training solutions that meet the needs of local learners and employers in the region.
  • Establish and maintain mutually beneficial partnerships and relationships with public and private stakeholders, including government agencies, non-profit organizations, high school principals and superintendents, chambers of commerce, and other state workforce development officials and agencies. Meet and confer with these partners to ascertain the needs for workforce development and how the College may address those needs.
  • Integrate Colleges workforce programs with state-level workforce agencies and regional federal programs
  • Collaborate with Academic Affairs and Student Success to seek synergies, alignment, and integration between workforce and degree-seeking programs.
  • Expand and align apprenticeship programs college-wide.
  • Consult with Marketing and Community Relations on the development of marketing strategies and outreach processes designed to increase awareness of the Colleges Economic & Workforce Development programs and services.
  • Serve as government relations contact/lead for the College.
  • Complete other assignments as directed by supervision.

 

Minimum Qualifications

  • Masters degree from an accredited institution and five (5) years of significant administrative experience in a large organization or educational institution.

OR

  • Bachelors degree from an accredited institution and seven (7) or more years of significant administrative experience in a large organization or educational institution.
  • Experience in assisting local community agencies and business/industry in economic and community development.

 

Preferred Qualifications

Masters degree from an accredited institution in business, management, education, or related field.
Experience in workforce development, economic development, or training
Experience in a private sector organization.
Ten (10) or more years of relevant experience.
Conversational ability or fluency in a second language.

Knowledge, Skills, and Abilities

  • Technology Skills: MS Office Suite; videoconferencing software; digital records management systems; general operating systems and data information systems
  • Demonstrated understanding of economic and workforce development and the role of higher education in providing a skilled workforce to meet needs of existing business and industry and attract new ones to the region.
  • Demonstrated ability in establishing/maintaining government & non-profit collaborations/partnerships
  • Knowledge of State and Federal Agencies with responsibility for workforce development in Tennessee.
  • Understanding and capability of applying management and leadership principles and philosophy to include working with strategic planning and continuous improvement systems.
  • Demonstrated knowledge and efficiency in budget planning and management.
  • Demonstrated ability to work with senior level leaders of a large organization and the political entities of the community to achieve a common goal.
  • Demonstrated strength and leadership in personnel management and the ability to communicate and work effectively with the colleges constituency including staff, faculty, students, and the general public to maintain effective, high quality educational services.
  • Understanding of higher education and the philosophy and mission of a comprehensive community college.
  • Ability to communicate effectively in verbal and written forms.
