Apprenticeship Coordinator [Part-Time]

Job Description

PURPOSE OF POSITION:

Under the supervision of the Apprenticeship Director, this position is responsible for the administration and coordination all aspects of the Apprenticeship Programs through yearly contracts with the Area 1 Joint Apprenticeship Training Committees (JATCs) which includes coordination of students, instructors, budget, facilities, and supplies. Serves as administrator for the Northwest Willamette JATC, serves as the primary program contact and facilitator for committee directors, instructors, students, school counselors and advisors, local and state agencies, local businesses, local public and private schools for recruiting, retaining, program planning, instructor placement, student registration and program reviews. Informs and advises apprenticeship students on course selection and scheduling, registration options and processes. Discusses degree options and requirements and develops educational plan to meet objectives.  Serve as liaison between Area 1 JATCs, Oregon Department of Education (ODE), Oregon Employment Department (OED), Higher Education Coordinating Commission (HECC), Oregon Bureau of Labor and Industry Apprenticeship Training Division (BOLI-ATD), regional employers, Curriculum Committee, and other entities as needed to ensure successful program outcomes for students. Ensure confidentiality and compliance with college, state, federal, WIOA, FERPA, accreditation and business proprietary requirements.

 

ESSENTIAL JOB FUNCTIONS:

  1. Program Administration and Facilitation (40%)
    1. Collaborate with Apprenticeship Director and Apprenticeship Committees to analyze programs and adjust as necessary. 
    2. Align program policies and coursework to ensure they are created to meet state and national program requirements. Prepare and maintain required records and documentation related to program operations. 
    3. Facilitate and coordinate apprenticeship instructors recruitments, contracts, evaluations, faculty development, and training.  Present, review, and make recommendations and/or corrective action as deemed necessary to the Apprenticeship Director. 
    4. Coordinate and oversee classes, trainings, and events including determining cost, fees, location, time and instructors with Apprenticeship Directors approval.
    5. Identify, update, and communicate course changes to curriculum department. 
    6. Serve as the Certifying Official for the Department of Veterans Affairs for the Northwest Willamette Trades and Apprenticeship Training Committee (TATC). Coordinate and communicate with proper entities, departments, and students to determine benefit eligibility and financial aid. Complete applications and other documents, as well as advise students in order to assure academic progress requirements are met. 
    7. Coordinate with the appropriate apprenticeship committees and Apprenticeship Director for the recruitment and hiring of instructors for the various trade related courses
    8. Oversee Manage, monitor, and track revenue, expenses, and payments. Manage quarterly tuition billings and training agent invoices. Track current status and past due collection.
    9. Provide leadership and guidance to employers, administrators, and students in interpretation and application of policies, procedures, and Oregon Administrative Rules (OAR).
    10. Enforce OARs by maintaining, updating, and interpreting apprenticeship committee goals, operating policies, and procedures to align with state standards ensuring compliance.
    11. Manage contracts including Independent Contractors Agreements, Training Agents, and Apprenticeship Contracts for the NW Willamette TATC with the Apprenticeship Directors approval.
    12. Plan and facilitate quarterly and on demand meetings and report documentation to BOLI-ATD).
    13. Perform BOLI-ATD audits on demand to ensure compliance with OARs and satisfy all requirements for committee work according to BOLI / ATD standards and practices. 
    14. Act as a subject matter expert for the apprenticeship department.
    15. Serve as administrator for NW Willamette TATC and Career Technical Education Instructor JATC.
  2. Student Support (40%)
    1. Facilitate and coordinate student orientation, assignment contracts, and registrations; monitor, track and assess completion for Student Accounts, Human Resources, and Registration departments and update confidential information. 
    2. Manage, evaluate, and monitor student academic and apprenticeship progress including course sequence and future offerings, on-the-job training, apprenticeship status, and rerate evaluation to ensure eligibility for promotion to next period. 
    3. Evaluate each apprentice's academic achievement and employment on a monthly basis.
    4. Serve as an advisor to apprenticeship students concerning program requirements and progression, career pathways, financial aid, class schedules, transfer and degree opportunities, and the degree process including requirements and course equivalencies. 
    5. Create and develop opportunities for students with unique circumstances, sometimes waiving and substituting courses, to meet degree requirements with Apprenticeship Directors approval.
    6. Analyze student documentation to determine eligibility for veterans' educational program benefits. Initiate or deny certification of benefits within federal and state guidelines. Maintain records and files to ensure compliance as required by federal and state agencies.
    7. Work with students and advising/counseling staff regarding student personal or academic issues including: Post Traumatic Stress Disorder, physical and mental disabilities, and anger management. 
  3. Collaboration and Communication (20%)
    1. Serve as liaison between Area 1 JATCs, Oregon Department of Education (ODE), Oregon Employment Department (OED), CCC, Oregon State Apprenticeship Training Council (OSATC) and Oregon Community College Apprenticeship Committee (OCCAC), Higher Education Coordinating Commission (HECC), Oregon Bureau of Labor and Industry Apprenticeship Training Division (BOLI-ATD), regional employers, Curriculum Committee, and other entities as needed to ensure successful program outcomes for students. Ensure confidentiality and compliance with college, state, federal, Workforce Innovation and Opportunity Act (WIOA), The Family Educational Rights and Privacy Act (FERPA), accreditation and business proprietary requirements.
    2. Research and communicate annual wage surveys for apprenticeship trades to BOLI in order to affect annual wage adjustments. 
    3. Report all committee actions to BOLI-ATD for NW Willamette TATC and Career Technical Education Instructor JATC for committee compliance.
    4. Maintain communications with Director and Department Chair and/or grant manager, and appropriate agencies and ensure program compliance and success.   
    5. Collaborate with industry Management, Employee Representatives, BOLI, WIOA, OCCAC, CCWD, ODE, OED and HECC to meet Apprenticeship standards and make policy adjustments. Gather report and protect sensitive information.   
    6. Attends Oregon State Apprenticeship and Training Council (OSATC) meetings and serves on statewide consortium Oregon Community College Apprenticeship Consortium (OCCAC).
    7. Serve on outside consortiums/committees as determined necessary.

 

GENERAL JOB FUNCTIONS:

  • Establish and maintain effective working relationships with students, staff, other agencies, and the general public.
  • Perform other duties as assigned within the scope of the classification. 
  • Participate in college committees when requested.
  • Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA).

REQUIRED QUALIFICATIONS:

Associates degree in related field AND 2 years of directly related work experience with apprenticeship committees and state agencies. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.  

 

Ability to manage time effectively; read and interpret policies, regulations and laws as they relate to the job; communicate effectively, both orally and in writing, with individuals and groups; prioritize and meet deadlines; maintain a high degree of discretion; maintain strong organizational skills. Knowledge of general office practices; grammar/spelling; customer service skills, and standard office equipment. Strong knowledge of word processing, spreadsheet, and database application software, such as Microsoft Office.

Ability to exemplify traits that reflect the Colleges culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility and a willingness to change.

Drivers license valid in the State of Oregon.

WORKING CONDITIONS:

The position requires limited (0-20%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Occasional (21-50% of the time) use of office equipment.

 

The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc.   Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

 

The work environment is usually well-protected, with minimal hazards or obstacles (5-20%).  There is little or minimal element of personal risk or hazard. Job conditions are usually comfortable, with minimal (5-20%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have minimal responsibility for driving.

 

SUPERVISORY RESPONSIBILITIES:

Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel, and may assign work to student workers.

 

SUPERVISION RECEIVED:

Works under the general direction of the Director of Apprenticeship, Fire & Emergency Management.
