We are currently seeking a Payroll Tax and Reporting Analyst who will advance the institution’s proud tradition of excellence in academics, student life and community service.

Your mission: You’ll provide tax compliance support to the payroll team, employees, HRIS and IT staff, remaining current on all applicable tax regulations to ensure that employee tax calculations are correct.

Your work: Highlights
In this role, you’ll work collaboratively across internal teams to establish strong working relationships with key stakeholders. In particular, you’ll serve as liaison between Payroll, HRIS and IT staff, and communicate tax information to employees and payroll team members.

You’ll coordinate, test and validate tax configuration changes to the PeopleSoft system, and monitor system changes contained in PeopleSoft patch updates. You’ll coordinate the year-end tax process and other PeopleSoft payroll projects as needed. In addition, you’ll troubleshoot and resolve tax errors for payroll processing. Scheduling and leading tax update testing and implementation; setting up and processing non-resident alien withholdings; and processing tax balance adjustments, will also fall within the scope of this position.

Job Summary

Completes submission and payments regarding Teacher Retirement System and Optional Retirement Plans.  Completes all tax processes associated with 941, TWC and year-end W2/W2C.  Coordinates all federal tax updates to the system of record.  Processes bi-weekly payrolls.  Makes administrative judgements and decisions to keep department functioning smoothly in the absence of supervisor.

ESSENTIAL FUNCTIONS

Monitor, schedule and lead Tax Update testing and implementation.

Prepare and process Quarterly and annual 941 to include tax deposits and filings.

Prepare and process annual W-2 and 1095 tax forms.

Process, monitor and submit/complete payroll-related processes including, but not limited to: TWC payments, Non-Resident Alien withholding, court ordered deductions, IRS Levies, Student Loans, and TRSORP/ERS payments.

Collaborate with Grant department staff regarding time and effort reporting and to ensure payments to grants are completed promptly and accurately.

Work collaboratively with the Finance department staff to reconcile payroll-related general ledger and financial mapping.

Monitor system changes contained in human capital management regarding payroll, tax, leave and time monitoring and reporting patch updates.

Work collaboratively across internal teams and establish strong working relationships with key stakeholders.

Participate/lead payroll audits (internal, external, Worker’s Compensation).

Manage sensitive payroll information in a confidential manner.

Maintain and keep up-to-date knowledge of all Federal, State and District rules and regulations to ensure HCC’s payroll compliance.

May oversee, coach or mentor subordinate staff.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

  • Bachelor’s degree in a business-related curriculum required
  • Certified Payroll Professional (CPP) preferred
  • 5 years human capital management payroll/tax experience; including 2 years of supervisory experience required
  • Knowledge of Federal & State tax regulations
  • Non-Resident Alien Tax experience helpful
  • Public Sector (Higher Education) experience helpful

Licensing & Certification

  • Valid Texas Driver License

Working Conditions

General office.  May frequently be required to walk; stand; sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision and distance vision.  Use of personal computing equipment, telephone, multi-functioning printer, photocopier, file cabinets, and calculator.  Manual dexterity, ability to lift up to 25 pounds, ability to reach and bend, and use 2-step stool while safely lifting and lowering boxes.  Ability to travel to and from meetings, training sessions or other business-related events.  May be required to work after hours to include weekends and holidays.
