Regional Manager, College Technology Services

Job Description

Definition

Plans, coordinates, and manages the operational planning, execution, and evaluation of technology services for colleges within a region of the District, including computer software, computer hardware, smart classroom technology, assistive technology, multimedia technology, security technology and related peripheral equipment; provides liaison with college administration regarding the needs and status of local technology issues; and ensures satisfaction with technology solutions and customer service.

Typical Duties

Manages and oversees the daily operations of technology services at multiple colleges in compliance with established technology standards, objectives, and goals; coordinates large-scale regional IT projects and initiatives such as new systems, upgrades, expansions, and relocations; manages capacity planning, system monitoring, and end user support processes.

Serves as the primary point of contact and technology advisor to college administration within the assigned region.

Provides technical and/or professional coordination and direction to college technical staff in the execution of day-to-day programs/projects/activities; facilitates the resolution of roadblocks and inter-work unit dependencies related to the execution of work.

Collaborates with college administration in identifying critical success factors, expectations, and targets for technical services; establishes and implements short- and long-range technology goals, objectives, and timelines.

Develops and implements policies and procedures to ensure efficient operation of technology programs/projects/services at assigned colleges; ensures consistency with District policies and standards and response to college needs.

Communicates service-level expectations, responsibilities and tasks, resource allocations and constraints, timelines, and issues to technology team members and college stakeholders.

Reviews work flow and staff’s work assignments to determine appropriate organizational alignment and staffing; adjusts staffing among colleges to address short-term deficiencies and special circumstances.

Organizes and coordinates training programs and activities for technology staff to update their skills, technical abilities and professional knowledge.

Establishes work performance criteria and measurable goals for technology team members; monitors and seeks feedback regarding the productivity and performance level of employees; evaluates employees in accordance with District procedures and timelines; and resolves performance issues, as required.

Collaborates with District information technology staff on the diagnosis and resolution of the more complex information technology issues and problems.

Monitors the help desk ticketing system to ensure escalated issues at assigned colleges receive appropriate resolution.

Establishes plans to support business recovery including backup and restoration procedures, vendor agreements, parts/equipment, availability, and data retention.

Oversees and/or coordinates the collection, compilation, and analysis of program/service activity data; writes and presents timely, comprehensive statistical and narrative program reports to college and Division management.

Researches and evaluates technologies and applications unique to assigned colleges; recommends acquisitions as appropriate based on cost/benefits analysis and District standards.

Manages regional budgeting and purchasing activities for technology procurements; coordinates and facilitates the ordering, receiving, and payment activities related to the acquisition of new technology.

Manages general, contract, grant, and/or special funding; approves and monitors budget expenditures; prepares budget revisions; provides status and annual reports on all accounts.

Ensures proper inventory control of technology and peripheral equipment at assigned colleges.

Represents the assigned colleges on the District technology governance committee; participates in District-wide meetings, technology demonstrations, and meetings, as required.

Performs related duties as assigned.

Distinguishing Characteristics

A Regional Manager, College Technology Services plans, coordinates, and manages the operational planning, execution, and evaluation of day-to-day technology services for colleges within a region of the District, including computer software, computer hardware, smart classroom technology, assistive technology, multimedia technology, security technology and related peripheral equipment; liaison with college administration regarding the needs and status of local technology issues; and ensures satisfaction with technology solutions and customer service.

A Technology Project Manager manages, coordinates, and facilitates a portfolio of strategic multi-disciplinary technology initiatives, programs, and projects through project start-up, execution, monitoring and control, release, training, and closure phases.

Supervision

General supervision is received from a classified administrator. Technical direction/assistance is received from District-level technology staff specialists. General supervision is exercised over technology services staff assigned to colleges within the assigned region.

Class Qualifications

Knowledge of:

IT enterprise, infrastructure, systems, and hardware and their interrelationship with business processes

Capabilities, operation, and maintenance requirements of a wide range of technology and peripheral equipment

Operation and functionality of technology software including, but not limited to, Microsoft applications, Data Base applications, Internet and internet protocols

Operation and functionality of smart classroom technologies

Techniques used to troubleshoot equipment and software malfunctions

Operating systems environments

Principles, techniques, and practices of technology project management

Business functions and processes across all business segments of a college

Principles and protocols of quality customer service

Principles of organization, management, and work simplification

Principles and processes of procurement and public contracting

Principles of fiscal management including budgeting, accounting, cost analysis and control

Principles of supervision, team building, training, and personnel management

Techniques of active listening

New trends and developments in computer technology

Ability to:

Plan, organize, and coordinate a wide variety of information technology programs, initiatives, and activities to meet the needs of colleges within a region of the District

Provide effective and timely liaison with college administration and District information technology staff regarding issues and activities; understand current and future needs of relevant stakeholders and customize services to better address them

Accurately measure system performance; develop and recommend modifications to software/hardware, staffing, budget, program dimensions and boundaries

Maintain high levels of customer service and satisfaction; deliver on promised outcomes and increase the integrity and confidence in technology service delivery

Ensure productivity and quality of work for assigned team(s)

Compile complex and relevant technical and administrative data and information; identify relevant concerns; and formulate logical and objective conclusions and recommendations

Estimate project requirements and organize resources to meet goals and deadlines

Make well-informed, effective, and timely decisions

Effectively prioritize and execute multiple tasks in a high volume/pressure technical environment

Actively contribute to a culture of constructive collaboration and innovation with and among colleagues

Consistently use and promote professional standards and practices related to technology

Utilize personal and institutional data in accordance with legal, regulatory, administrative and contractual requirements

Communicate technical procedures and directions in easy-to-understand language, both orally and in writing

Establish and maintain effective and cooperative working relationships with college administration, faculty, and staff

Direct, supervise, evaluate, train, and develop technology team staff members

Utilize knowledge in group dynamics, facilitation, and coaching to achieve team cooperation and commitment to accomplish group goals

Maintain current knowledge related to a wide range of technologies and applications; update technical skills to adapt to changing technology

Travel to colleges and offsite locations

Entrance Qualifications

Education and Experience:

A bachelor’s degree from a recognized college or university, preferably with a major in computer information systems, computer science, computer engineering, mathematics, or a related field.

AND

Four years of recent, full-time, paid experience in troubleshooting and maintaining computer information systems preferably in heterogeneous (Mac and Windows, mobile devices, desktops, laptops) environments. Two of the years of the required experience must have been in a supervisory capacity. Experience with an institution of higher education is desirable.

Certification:

The following certifications or an equivalent must be obtained within six months of employment and remain current thereafter:

  • Microsoft Certified Solutions Associate (MCSA)
  • Network +

Special:

A valid Class "C" California driver's license

Travel to locations throughout the District is required
