Position Summary

The Office of Human Resources is committed to diversity, equity, and to ensuring an inclusive, thriving environment for all of its employees, students, and surrounding communities. To that end, the Office of Human Resources is intentional in recruiting, hiring, and retaining diverse employees, to reflect the diversity of our colleges’ student populations. The Department is guided by an interest in ensuring equity-minded hiring, evaluating, and advancing processes.

Under direction of the Executive Vice Chancellor of Finance and Administration, the Associate Vice Chancellor of Human Resources plans, directs, organizes and supervises the day-to-day operations of the human resources services for all employees of the District; advises the Chancellor and Executive Vice Chancellor with regard to employment practices and working conditions, administers employment contracts; and promotes good employer-employee relations.

The Office of Human Resources maintains a focus on:
  • Human resources management, practices, and procedures.
  • Human relations and dynamics.
  • Principles of negotiations.
  • Employee development techniques, supervision, and training.
  • Laws pertaining to employment in public education.
  • Computerized processes for personnel (human resources) transactions.
  • Using and supporting the Interest Based Approach (IBA) for problem solving and conflict resolution.

Assignment Responsibilities

Typical duties may include, but are not limited to:

  • Managing the Office of Human Resources, the department record keeping systems, and employee processing/orientation including the complex human resources information system.
  • Supervising the implementation of District policies and procedures that affect personnel.
  • Supervising, planning, and implementing District employment equity efforts, including the recruitment and retention of a diverse workforce that reflects the students we serve.
  • Preparing and recommending the annual budget for the department.
  • Planning and supervising the recruitment and selection of all District employees.
  • Planning, organizing, and directing the work of others.
  • Working effectively with individuals and groups.
  • Analyzing situations accurately, identifying appropriate solutions, and taking action.
  • Developing and maintaining a strong service orientation.
  • Communicating effectively both orally and in writing with the public and staff.
  • Representing the Office of Human Resources.
  • Developing and maintaining credibility with employees and bargaining units.
  • Articulating the position of the colleges and District.
  • Facilitating human resources processes so that appropriate staff may recommend the appointment, promotion, transfer or reassignment, leave of absence, and termination of employees.
  • Supervising and monitoring the Los Rios diversity efforts.
  • Investigating and assisting in the resolution of discrimination, harassment, and general workplace complaints.
  • Monitoring and expediting the processing of employee grievances.
  • Supervising the development and analysis of studies to determine modifications to policies and procedures.
  • Assisting in the development or modification of policies and procedures recommended to the Chancellor and Board of Trustees.
  • Ensuring that laws and regulations related to employment matters are followed.
  • Responsibility for developing and maintaining job specifications.
  • Reviewing the staffing requirements for grant applications and contracts.
  • Compiling and analyzing data.
  • Preparing reports.
  • Participating in collective bargaining matters and serving as a chief negotiator.
  • Serving at the direction of the Chancellor and Executive Vice Chancellor on community, state, and national committees requiring representation on human resource matters.
  • Interpreting provisions of negotiated contracts and ensuring all action taken under the employer/employee relations contracts are in conformity with the contract and governing laws.
  • Preparing and analyzing comparative data for studies relating to salary schedules, fringe benefits, and working conditions.
  • Providing training and guidance to individuals on matters such as job classification, compensation, qualifications for positions, employment contracts, and other matters related to employment status with the District.
  • Serving as a resource for the development and implementation of staff development and training programs for employees.
  • Responsibility for staff development activities for District Office personnel.

Minimum Qualifications

  1. Have a bachelor’s degree from an accredited institution completed by April 30, 2023.
  2. Three years’ experience as an administrator in education, government, or industry. Have experience in human resources as a human resources administrator in an educational setting.
  3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.

$197,412 - $213,685 per year LRCCD Salary Schedules

Additional Salary Information

Additional stipend for an earned doctorate from an accredited university.
