SUMMARY DEFINITION

To serve as administrator and supervisor of an instructional support area of a community college by planning and directing the development and organization of the area’s goals and objectives and by providing leadership and vision for Instructional Support and Teaching Innovations.

Instructional Support encompasses the Learning Resources Center, library services, as well as the study abroad and honors programs.  Teaching Innovations encompasses the Faculty Center and a comprehensive faculty professional development program developed in collaboration with Faculty Senate.

To foster a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the District; lead by example; actively participate in and support District-wide participatory governance components and activities and other collaborative processes; encourage professional excellence among the staff and promote an organizational culture of customer service, innovation, and quality services.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision from the Vice President for Instruction.

Management and supervision of program faculty and staff, including participating in the program hiring, evaluation, performance intervention and retention of faculty and staff members in areas of supervision.

REPRESENTATIVE DUTIES

The following duties and responsibilities are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Work with faculty and college administration in the expansion of a creative, effective, and responsive online education program in concert with the college’s mission and strategic plan.

Oversee the provision of instructional support to a diverse portfolio of instructional programs and modalities (online, in person and hybrid) across the campus.

Support the successful integration and continual upgrading of instructional technology innovations into online, in person and hybrid courses and programs.

Develop, coordinate, and manage the various functions and services of the library, including formulating long-range and short-term objectives; advocate for needed resources identified through program assessment and review.

Oversee the development and management of user-focused services in an academic library.

Provide leadership in developing access to electronic information resources and multimedia products, and otherwise working with faculty to augment materials and informational services that support the teaching/learning functions of the College.

Coordinate the introduction of technological advances in information access into the Library/Learning Resources Center and supervises ongoing programs to instruct faculty, students and the public in such use.

Ensure that Library/Learning Resources Center practices are consistent with District policy, local, state, and federal laws, and other contracts or agreements.

Develop, implement, and promote resources and services for online education, library services, faculty and staff professional development, and the Learning Assistance program; maintain help desk services for college learning management system.

Collaborate and support Faculty Senate representatives in the production of Professional Development Week programs.

Prepare and administer annual program budgets as assigned; prepare recommendations and justifications regarding budget requests; authorize expenditures according to District policies and applicable regulations; participate in the planning and budgeting process in cooperation with faculty, managers, and classified staff, and in concert with college goals.

Analyze, interpret, and monitor student preparedness and course success rates for different teaching modalities and recommend change and professional development as needed.

Train, supervise, evaluate, and direct the work of personnel as assigned.

Participate in recruitment, selection, and hiring processes; develop and provide orientation for new employees.

Organize, attend, or chair a variety of administrative and staff meetings as required. 

Recommend, implement, and promote technology that supports teaching innovations, library services and learning resources.

Manage traditional and digital library learning services and information technology.

Facilitate communication within and between areas supervised and the greater college community.

Seek external sources of funding for the college with an emphasis on the programs and services supervised.

Serve as a liaison among online education courses, services, the academic divisions, and student services departments.

Develop and implement division policies and procedures.

Oversee the completion of student learning outcomes (SLO), administrative unit outcomes (AUO), and program reviews in all areas within the division; provide curriculum coordination and supervision as appropriate.

Promote and facilitate information competency instruction across the curriculum.

Coordinate the implementation of learning supports and innovative teaching practices by collaboratively developing action plans to ensure that our support services and instruction evolves to better the student experience and meet student needs.

Ensure that programs and courses delivered through the division are in compliance with college, state and federal codes, guidelines, and policies.

Serve as a liaison among the college vice presidents, deans, faculty, and staff engaging in foundational skills activities.

Coordinate ongoing faculty and staff training in current pedagogy and effective practices in education, through flex workshops, division and department meetings, and individual sessions.

Work with existing college governance structures and instructional divisions to enhance the student experience.

Oversee the enhancement and maintenance of the college’s websites related to the division.

Performs other duties as assigned that support the overall objective of the position and the District's mission and philosophy.

Report to work on a regular and consistent basis, as scheduled, to assigned job.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

Possession of a master's degree.  An earned doctorate degree from an accredited college or university is preferred.

Experience:

One year of increasingly responsible formal training, internship, or leadership experience reasonably related to the administrator’s assignment including, but not limited to:

Online teaching at the post-secondary level, including course development.

A leadership role specifically associated to online education and/or in managing the daily operations of a library facility.

Providing leadership in a multidisciplinary environment.

Administering budgets, personnel, and facilities.

Demonstrated evidence of participation in activities with campus, business, or community organizations such as a member of a planning body or committee.

Managing and accessing technology needs and implementation in an instructional or training environment.

Demonstrated evidence of working collaboratively with faculty, staff, students, and managers.

Communicating complex facts and ideas both in writing and in group presentations.

Commitment to equity and diversity. Demonstrated evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff.  Demonstrated evidence of how these factors relate to the need for equity minded practices within an educational environment.

DESIRABLE QUALIFICATIONS:

A minimum of two years of administrative experience managing at least one of the following areas: library or information science, instructional technology, online education, or foundational skills support.

LICENSES AND OTHER REQUIREMENTS

Valid California driver's license.

Knowledge of:

A community college system.

All instructional divisions and their inter-relationships; a thorough knowledge of the various student support services required to enhance instruction.

Applicable District policies and local, State and federal laws, codes and regulations.

Basic data collection and analysis related to student learning outcomes, retention, and success. California Community Colleges Vision for Success and the California Road to Recovery.

Computer systems and software applications related to area of assignment. Curriculum development.

District safety policies.

Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of students, faculty, and staff.

Understanding and experience with the principles of collegial consultation. Interpersonal skills including tact, patience, and diplomacy.

Library, online education, and foundational skills development and learning resources operations. Management techniques that encourage creativity, improve efficiency, and increase productivity. Organizational and management practices as applied to area of assignment.

Participatory governance process and venue fostering open communication among division, programs and services.

Principles and practices of budget preparation and management. Principles and practices of training and supervision.

Principles of program evaluation, student assessment, and organizational development.

Role and purpose of technological systems in providing online instruction and instructional support.

Team-oriented leadership style.

Title V and California Education Code regulations and procedures, particularly related to Distance Learning and curriculum mandates.

Web page design, course management systems, and other instructional software and technology innovations.

Ability to:

Work Environment

Work is performed primarily in a standard office setting. Duties are typically performed at a desk or computer terminal; subject to noise from office equipment operation; frequent interruptions and contact in person and on the telephone with academic and classified staff and others. Physical Demands

Must frequently sit for long periods; use hands and fingers to handle keyboard or other objects; reach with hands and arms. Must speak clearly and distinctly to ask questions and provide information; hear and understand voices over the telephone and in person; and respond quickly and effectively to campus emergencies. Must see and hear adequately to perform accurate mental assessments of students or others. Lift, carry, and/or move objects weighing up to 10 pounds.
