SENIOR BUDGET ANALYST/INTERNAL CONTROLS ACCOUNTANT

Reports to: President

Position Summary:
Under general supervision of the president, responsible for financial reporting; developing, organizing and performing budget and financial analysis and fiscal accounting duties; financial account reconciliations; and internal and external reporting duties with knowledge of Generally Accepted Accounting Principles (GAAP), OFM regulations, fund accounting, state and federal reporting initiatives.

Essential Functions:
• Perform analysis of fiscal data in accordance with GAAP.
• Supervises the Grants Office
• Perform financial audits of programs and prepares reports, including findings, conclusions, and recommendations for improvement of college operations, ensures that follow-up service is provided to management to ensure compliance with indicated program changes.
• Review and analyze the adequacy and effectiveness of established accounting procedures and internal controls; evaluate efficiency of operations and accuracy of reports and records.
• Review and analyze institution procedures for compliance with various internal and external regulations and policies.
• Review and make recommendations regarding practices of individual employees and records and practices of units and departments; lead the campus in developing and writing policies and procedures.
• Expert regarding restrictions and limitations for various funding sources
• Oversee budget management and preparation for budgetary needs for areas of responsibility.
• Provide college budget creation, monitoring, training and reporting.
• Create college wide budget documentation training resources.
• Deliver analysis of revenue projections, budget or expenditure forecasts.
• Explains accounting and budgeting systems, procedures and processes to stakeholders.
• Work independently with departments on any budget changes, enhancements or reductions.
• Prepares and presents complex revenue and/or expenditure forecasts for budget or other management purposes.
• Represent the college at various state, regional, and national meetings relating to areas of responsibility. Perform related duties as assigned.

Qualifications:
Minimum Qualifications:
• Bachelor's degree in accounting, business administration, economics, or closely related field.
• Three years relevant professional accounting/budgeting experience.
• Knowledge of and ability to perform complex accounting functions.
• Must communicate in English both verbally and in writing.

Preferred Qualifications:
• Certified public accountant or certified government financial manager.
• Experience with Washington State Community & Technical College system, specifically in a business office or financial-related position.
• Experience in preparing GAAP and GASB financial statements.
• Extensive computer skills and knowledge, specifically in a Windows environment with Excel, Access and Word, and experience with accounting database systems (PeopleSoft, FMS).
• Excellent written and interpersonal communication skills with the ability to communicate with both financial and non-financial constituents.

• Customer Service: Knowledge of customer service skills and best practices with ability to provide general and specialized student support with professional courtesy, empathy, and interest in positive problem solving.
• Oral communication: Speak clearly and persuasively, actively listen and take the time to understand the points being made, including asking questions as appropriate and responding to questions.
• Quality: Accurate and thorough, look for ways to improve and promote quality, provide feedback to improve performance, monitor own work to ensure quality.
• Professionalism: Approach others in a tactful manner, react well under pressure, treat others with respect and consideration and follow through on commitments.
• Problem solving: Ability to assess situations and think beyond the immediate issue to anticipate and fulfill future needs before they become complications.
• Technical/computer skills: High level of proficiency and accuracy in Microsoft Office; familiarity with Canvas, PeopleSoft, and other college systems; ability to be cross-trained to provide basic technical support.
• Student services: Knowledge of college processes such as admissions, enrollment, and financial aid; ability to be cross-trained to provide student services support.
• FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.

Additional Information

Terms of Employment:
This is full-time administrative exempt position contracted on an annual basis. The salary for this position is $90,000 annually. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Flexibility in scheduling is required to meet the needs of the department.

Work Schedule & Environment:
• Normal work hours are Monday through Friday, but occasional evening and weekend work may be required. Work in a busy office environment with frequent interruptions and distractions.
