This position serves as the Chief Instructional Officer and Chief Student Services Officer of Luna Community College (LCC) and serves as a member of the Presidents Executive Committee. Provides leadership and management for the planning, development, implementation and evaluation of credit and noncredit programs, student learning outcomes, faculty development, student services and other related activities within the academic, instructional and student support areas of the College. Essential Job Functions

  • The incumbent is a senior officer for the College working with and coordinating the team of senior staff who are responsible for achieving the Colleges major goals, which are established by the President and the Board of Trustees.
The Vice President for Instruction and Student Services has responsibility for the leadership of all academic and student division operations.
  • Provides the leadership for Luna Community Colleges strategic planning for academic and student services programs. The incumbent ensures the development and enhancement of high quality certificate and associate degree
programs through ongoing program review and assessment, the raising of academic standards.
  • Provides transparent leadership and managerial vision and direction, including educational master planning, accreditation compliance, area and institutional budget development, goal setting, academic and student support
advancement, implementation, coordination, evaluation and accountability for all areas of responsibility.
  • Provides leadership in the recruitment, retention, training, and evaluation of full and part-time staff in all areas of responsibility.
  • Provides academic and executive level leadership and supervision for all academic with collaboration and coordination with all student service programs, including undergraduate, certificate and continuing education programs.
  • Provides leadership and advises the President on academic policy and faculty and program needs within Instruction and Student Services. Advocates the interests and positions of faculty as appropriate in the fulfillment of the
Colleges mission.
  • Provides leadership for program development, comprehensive assessment, evaluation, and the use of consistent and comprehensive quality improvement techniques, in collaboration with directors and faculty, for all academic programs and student services. Initiates research concerning the educational needs of the community and uses findings in projecting needs, scheduling classes, and developing and revising curriculum.
  • Provides leadership in educational master planning, program review, student learning outcomes and assessments, and overall instructional effectiveness.
  • Works on the expansion of research and other scholarship/creative activity. As an important part of this process, the Vice President for Instruction and Student Services works directly and closely with development teams to identify new sources of revenue to support existing programs.
  • Leads a multifunctional integrated academic team consisting of seven academic departments: 1) ABE & Developmental Education Department 2) Business & Professional Studies Department 3) Department of Humanities 4) Allied Health Department 5) Department of Education and Childcare Services 6) Math, Science, & Technologies Department 7) Trades & Vocational Education Department. Specific responsibilities include, among others, on-campus and off-campus academic programs, specifically Springer Satellite, Santa Rosa Satellite and the Mora Office. The Vice President for Instruction and Student Services is also responsible for the development, implementation, of delivery of program coordinated through all of the Academic Directors and Student Services.
  • Represents the College by serving as the accreditation liaison and ensures the college remains compliant with all related policies and standards. Supervises development of goals, objectives and assessment plans for all areas within Instruction and Student Services. Assists the president as needed in the administration of the college and serves as administrator in charge of the college in the absence of the president. Makes formal and informal reports to the President, the Board, accrediting agencies, professional organizations, and governmental agencies as needed.
  • Recommends to the President hiring selections of staff for Instruction and Student Services position through established hiring processes. Develops and implements conscientious budgets and ensures fiscal responsibility.
  • Maintains a current understanding and stays abreast of the trends of each instructional and student service programs offered by the College, including face-to-face, distance education, and online instructional programs and student support services. Interprets, articulates, implements and monitors compliance with policies and procedures in all areas of responsibility and further implements state and federal regulations.
  • Plans, implements and fosters a philosophy of data-driven decision-making through the collection and utilization of data generated through internal and external needs assessments, trend data, FTEs calculations, and institutional research s appropriate to instructional and student service programs and provides reports to the designated areas of supervision and campus wide. Coordinates with the Information Technology Director, the planning, implementation and training needed relative to instructional and student support technology and telecommunications.
  • Stimulates the development, implementation and assessment of academic and long-range plans, including continuous assessment of the Colleges long-term enrollment plan, enhancement of student life on campus , advancement of diversity, and the integration of technological tools that will enhance a learning environment.
  • Oversees institutional research activities. Works collaboratively with the Faculty Senate, Staff Senate, Directors, and students to effectively resolve instructional or student services issues or concerns.
  • Oversees the activities and programs of all academic programs, while coordinating and aligning processes with the registration office, student services and enrollment management.
  • Oversees the development and maintenance of quality in education and student services programs and operations consistent with goals and objectives of the College.
  • The incumbent must possess the intellectual vision and energy necessary to lead the college on its journey toward a status of premiere. The incumbent must also possess an ability to successfully motivate and collaborate with a college-wide team at all levels, to deepen the understanding and appreciation of the Colleges core values, and to demonstrate appropriate responsiveness to the needs and concerns of students, faculty and staff of Luna Community College.
  • Ensures that plans and education assumptions are current and integrated with the institutional mission statement employing the principles of shared governance and in consultation with others to include academics, student services, and the enrollment programs.
  • Performs other duties as assigned.

  • Ability to lead and manage instructional groups and academic support services in a collegiate setting
  • Proven skills in data-informed decision making and the ability to use data in making transparent decisions, changes, and improvements
  • Strong analytical and problem solving skills with a proven ability to prioritize, plan, delegate, execute, and evaluate multiple initiatives
  • Excellent communication skills, both oral and written
  • Ability to apply project management principles to manage risks and meet timelines
  • Working knowledge of computer applications and student information systems
  • Outstanding interpersonal and communication skills including team building, and conflict resolution with demonstrated ability to foster and maintain an atmosphere of openness, collaboration, trust, accessibility, and collegiality with students, employees, the governing board, and service area communities and partners.
  • Ability to recruit and retain outstanding employees

 

Work Environment and Physical Factors

  • Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sits most of the time.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.
  • The worker is not substantially exposed to adverse environmental conditions.

 

Education, Experience and Licenses

  • Earned Doctorate in an academic discipline from an accredited institution is required.
  • Fiscal management experience is required
  • Progressive administrative experience in Higher Education environment is required.
  • Experience administering college-level education is required.
  • Experience in academic and student services administration is required.
  • Community College teaching experience is preferred.
