Westmoreland County Community College is seeking qualified applicants for a Dean/Online College, Center for Teaching & Learning, and Library position. The Dean provides leadership in the development, implementation and evaluation of a comprehensive Online College. The Dean is responsible for planning, organizing, administering, supervising, and evaluating all programs, activities, and personnel of the Center for Teaching and Learning (CTL) and the Library.

The annual salary for this position is $79,373. We offer an excellent benefits package that includes:

EDUCATION/EXPERIENCE AND/OR TRAINING

  • Masters degree in a related field. Doctorate degree preferred.
  • Seven to nine years of administrative/teaching experiences in higher education, preferably in a community college environment.
  • Prior supervisory and leadership experience.
  • Demonstrated ability to work with a diverse population.
  • Prior work performance must have met or exceeded appropriate work standards in current and prior positions.

WORK-RELATED KNOWLEDGE

  • Extensive knowledge of the instructional process, broadened by experience in the classroom.
  • Sound understanding of the management process to facilitate the effective planning, implementation, direction, motivation, and evaluation of the Online College, CTL, Library programs and personnel.
  • Experience and expertise in the use of technology to enhance delivery of instruction.
  • Proven ability to work collaboratively with excellent decision making and judgment skills with an understanding of shared governance principles.
  • Knowledge and experience with teaching and learning strategies.
  • Excellent organizational skills, including the ability to prioritize multiple work assignments and manage multiple tasks in a constantly changing work environment while paying attention to detail.
  • Ability to handle sensitive and complex student and employee issues consistently and professionally.

ESSENTIAL FUNCTIONS: JOB-SPECIFIC

  • Responsible for the oversight of all the Online College, CTL, and the Library.
  • Strategically collaborates with Academic Deans and Vice President regarding academic programming of the Online College.
  • Develops, implements, tracks, reports on and maintains an enrollment plan for Online College while working in collaboration with the Vice President of Enrollment Management.
  • Works with librarians, as well as external sources, to identify, evaluate and implement programs that improve services and facilities, enhance the quality of resources and increase operational efficiency.
  • Provides leadership to department employees on best practices, mechanisms to build buy-in and utilization of pedagogical resources and continuous improvement; builds leadership in department members and faculty to disseminate information and responsibilities in various training and Academic resource needs.
  • Promotes the resources of the department to ensure the quality of online courses, and support services meet the strategic goals of the college and students.
  • Promotes and facilitates instructional quality within the department by updating the current LMS faculty trainings and student orientations.
  • Responds to student and faculty issues regarding the online college, CTL, and the Library
  • Ensure compliance with accreditation and regulatory requirements related to online college (i.e. NC-SARA, Middle States, PA Department of Education).
  • Review and manage Online Learning and Library budgets in collaboration with Librarians, IT and Academic Affairs.
  • Prepare, monitor, and ensure spending within the budget allocation. Identify future resource needs necessary to meet Online Learning objectives.
  • Plans, organizes, and directs departmental, academic, and staff-development activities.
  • Conducts periodic reviews and evaluations of Academic courses, programs, and services to ensure they meet accreditation standards, support the college strategic plan, meet business and industry needs, align with transfer institutions and meet learning outcomes.
  • Create a plan to include the development of Regular and Substantive Interaction (RSI) in online courses. Collaborate with Institutional Planning to develop guidelines of student engagement when developing Instructional Learning Outcomes.
  • Provide strategic leadership in the design, implementation, and continuous improvement of Online Learning programs, courses, and related services, including ensuring online learnings strategic alignment with the Colleges mission. Develops operational and unit plans in support of the Colleges strategic plan.
  • Develops and maintains partnerships with agencies, businesses, educational and governmental organizations as needed to respond to student, staff and faculty needs.
  • Collaborates with others to ensure student success strategies for online college align with those established at the campus.

ESSENTIAL FUNCTIONS: STANDARD TO THE ROLE

  • Hire, mentor, supervise and complete annual performance evaluations for the staff in the areas under the direction of this position.
  • Develop and manage operating and capital budgets for assigned division and/or departments to ensure cost centers do not exceed the budgeted dollars during the fiscal year.
  • Develop and implement individual performance goals and objectives that align with the Colleges strategic and institutional effectiveness plans.
  • Collaborate with the Marketing and Communications department in the development and dissemination of various marketing initiatives for assigned programs as identified in the colleges strategic plan.
  • Enhance professional knowledge by keeping abreast of emerging practices; monitor developing trends; integrate new technologies into assigned programs.
  • Keeps informed on current trends and new approaches to instruction, and promotes faculty currency, new pedagogies and teaching methods.
  • Compile data and submit reports to requesting agencies and internal offices.
  • Establish and maintain a liaison with other educational institutions.
  • Serve as a member of the Presidents Council.
  • Perform job duties in accordance with College policies and procedures; and bargaining unit agreements as applicable.

Successful candidate will be required to provide/obtain the following:

  • PA Child Abuse History Clearance, PA Criminal Record Check Clearance, and FBI Federal Criminal History Record Clearance at the employees expense.
  • Basic employment verification, national criminal database search and five-panel drug screen at the Colleges expense
