Mt. San Jacinto Community College enrolls approximately 27,000 students each academic year and has a highly diverse student population that reflects the communities it serves. We have an exciting opportunity for the Vice President of Student Services position to serve our campuses district-wide.  As the Chief Student Services Officer in a dynamic and rapidly growing District, the Vice President of Student Services, under the direction of the Superintendent/President, plans, organizes, directs, and evaluates an effective comprehensive Student Services Program that supports student access, equity, and success. The incumbent provides leadership and supervision in the following areas: Enrollment Services, Counseling in the Instruction Division, International Students, Financial Aid, Intercollegiate Athletics, EOP&S, Accommodation Service Center (ASC), Student Life and Development, Health Services, Mental Health Services, Veterans Services, and Federal TRIO Programs. The incumbent plans, organizes, provides direction, evaluates and supervises personnel and effectively represents and develops an effective student services program.  They will purposefully design, encourage and implement student achievement, success, and retention strategies, culturally-relevant pedagogies, practices, and programs that result in an effective, welcoming, and equitable learning environment for student success. The successful candidate for this position will be a creative, dynamic, and collaborative leader who is committed to advancing student access, equity, and success for our diverse student body.  The Vice President of Student Services collaborates with the Vice President of Instruction, Vice President of Human Resources, Vice President of Business Services, and a dedicated team of professionals to ensure that the College maintains its strong integration of student services and instruction while working toward achieving the College's mission and strategic goals.

This is an administrative position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and recommendation of district policies, regulations and budget decisions related to the area of responsibility. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements and duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.

  • Plan, organize and administer admissions and records, registration, graduation, counseling, intercollegiate athletics, financial aid, EOP&S, ASC, Health Services, Federal TRIO Programs, student activities, and extracurricular activities
  • Collaborate with Instruction 
    • on high school outreach, articulation, dual enrollment, and matriculation
    • on preparation of the college calendar
    • on enrollment management initiatives to optimize enrollment and student success
  • Set the vision for the division that focuses on student access, equity, and success as well as institutional effectiveness
  • Maintain student records
  • Develop and prioritize budget recommendations for all Student Services areas and assist in the preparation and administration of the annual District budget
  • Develop and administer all regulations and policies relating to the Student Services division
  • Facilitate the resolution of student complaints and grievances
  • Administer/coordinate student discipline issues as they arise
  • Assist in the preparation of class schedules and college catalogs
  • Coordinate the preparation of the college calendar
  • Direct research on topics relating to student success
  • Administer high school outreach, articulation, dual enrollment, and matriculation
  • Prepare Board reports and documents for the Student Services division
  • Assist in interpreting College programs to the general public through community contacts and participation in community activities
  • Serve as a member of the Superintendent/President's Executive Cabinet
  • Work collaboratively within a participatory governance environment
  • Stimulate self-reflection and assessment, including Student Learning Outcomes (SLO's) for the division, that lead to ongoing improvement
  • Coordinate and monitor program reviews and assessment for the Student Services division
  • Through continued study and participation in professional organizations, maintain an understanding of current ideas, research and practices pertaining to the areas of responsibility for the position
  • Participate in local, regional, and State activities to promote the Mt. San Jacinto Community College District and the community college movements


KNOWLEDGE, SKILLS, AND ABILITIES

The incumbent should possess knowledge of:

  • Verifiable knowledge and understanding of student programs, services, and student government
  • Demonstrated experience and knowledge of data driven decision-making related to enrollment management and student retention
  • Activities, admissions, attendance accounting, and registration procedures
  • Leadership and managerial techniques with a track record of fiscal integrity, responsibility, and accountability
  • Principles and practices of administration, supervision, and training
  • Applicable laws, Education codes, regulations, policies, and procedures

The incumbent should possess skills in:

  • Effective leadership and strategic planning
  • Interpersonal communications with diverse audiences and in a variety of settings
  • Effectively communicate both orally and in writing
  • To plan, organize, direct, and develop student services programs
  • Initiate, develop, and coordinate policies and concepts in student services
  • Effective leadership with the philosophical commitment to student access, success, and equity and demonstrate innovation changes in institutional strategies and polices that result in improving student achievement
  • Identifying gaps in student outcomes on the basis of factors such as race, ethnicity, and gender, and then mobilizing the College to improve results

The incumbent should possess the ability to:

  • Prepare and present effective reports, recommendations, and correspondence
  • Direct, supervise, and formally evaluate the work of managers, supervisors, and others
  • Analyze problems, determine effective solutions, and take independent action for successful results
  • Demonstrate the ability to work effectively as an executive team member committed to collaborative integration of instruction, student services, human resources, and business services to enhance the learning and working environment for students, faculty, and staff
  • Demonstrate advocacy for students and students' needs
  • Take significant data-informed risks and inspire change in how everyone across the College thinks and acts to improve student outcomes
  • Demonstrate ability of commitment to serving students of diverse academic, socioeconomic, multicultural, linguistic, and ability backgrounds

QUALIFICATIONS AND REQUIREMENTS

MINIMUM QUALIFICATIONS

  1. A Master's degree (attach transcript); AND
  2. One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's assignment; AND
  3. Four (4) years of progressively responsible experience that includes the development and implementation and/or management of programs that support student success, preferably at the college level or in an educational setting; AND
  4. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff

DESIRED QUALIFICATIONS
  1. Effective/successful administrative experience in a student services field preferably at the college level
  2. Effective oral and written communication skills
  3. Experience with Accreditation Standards and the ability to develop SLO's and Department Level Outcomes (DLO's) for the division
  4. Demonstrated knowledge and experience with a variety of student services programs
  5. Demonstrated history of successful integrated planning, implementation, and assessment/evaluation of efforts
  6. Working as part of a team, the ability to pursue and secure new resource streams to support student success

Environment
Work is performed primarily in a standard office setting and may travel from site to site.  The incumbent must be able to work in a fast paced office environment with background noise and a high stress level.

Physical
Primary function requires sufficient physical ability and mobility to work in an office setting and travel from site to site; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to lift or move 40 pounds; to operate office equipment requiring repetitive hand movements and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information in person and on the telephone.

Vision
See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.

Hearing
Hear in the normal audio range with or without correction


CONDITIONS OF EMPLOYMENT 

Initial placement on the salary schedule will be commensurate with education and experience, along with a cell phone allowance stipends.  Administrators serve district-wide and may be assigned to the San Jacinto Campus, the Menifee Valley Campus, the Temecula Valley Campus or any District facility.  Additional openings that become available prior to the end of the hiring process may also be filled from the qualified applicants.
 

Academic administrators serve under contract and make contributions toward STRS (a retirement plan).  Benefit package includes comprehensive medical, dental and vision plans, life insurance, sick leave, and 22 days of vacation per year.  As a condition of employment candidates will be required to complete a live scan for fingerprint clearance and a Tuberculosis (TB) test/Tuberculosis Risk Assessment form developed by the State Department of Public Health.   Candidates must have an insurable driver's record.

THE COMMUNITY
The area provides a diverse geography that includes recreational lakes, mountains, desert and wide-open spaces.  MSJC is located about 100 miles southeast of Los Angeles and 50 miles west of Palm Springs.  There is freeway access to ocean beaches, skiing and cultural offerings in San Diego, Los Angeles and Orange County. Weekend recreational opportunities are a few hours away in Las Vegas, Arizona and nearby mountain resorts.   Local theater productions and art galleries provide year-round entertainment, including the famous Ramona Festival and Pageant.
