Essential Functions of Position

General Purpose
Under general direction of the Vice Chancellor, Educational Services & Institutional Effectiveness, plans, organizes, develops, directs, and integrates District-wide data analytic and research capabilities support­ing strategic planning, budget development, accreditation, program review, enrollment management, student success trend analyses and overall institutional effectiveness research; oversees and participates in the development and maintenance of a robust data warehouse to support District-wide and college decision making on a diverse range of educational and organizational issues; and performs related duties as assigned.

Distinguishing Characteristics
Executive Director, Institutional Research, Planning and Effectiveness is distinguished from other Dir­ectors of Institu­tional Research, Planning and Effectiveness at assigned colleges by the incumbent’s respon­sibility for leading and directing development and maintenance of District-wide sound, reliable and consistent data resources to support research and analysis of overall institutional effectiveness, learning outcomes and other organiza­tional and educational questions and issues.

Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.

  1. Plans, organizes, directs, controls, integrates and evaluates work of District-level institutional plan­ning, research and effectiveness programs and initiatives; with employees, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual program budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objec­tives and work standards.
  2. Directs and manages the performance of assigned employees; directs and oversees the selection of assigned employees; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development including timely performance evaluations ensures accurate reporting of absence time; hears and acts on employee grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commis­sion Rules, Board policies, Admin­istrative Regulations, Human Resources procedures and collective bargaining agreements.
  3. Provides day-to-day leadership and works with employees to ensure a high-performance, service-oriented work environment that supports achievement of the programs and District’s mission, objec­tives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environ­ment.
  4. Chairs the District Research Workgroup involved in establishing research priorities and coordinating the research activities of District-level Institutional Research employees; participates on various District committees and workgroups formed to address strategic planning, enrollment management, District-wide Guided Pathways, District-wide Student Access and other planning and research issues.
  5. Leads District-wide efforts to design, build and maintain robust data analytic capabilities to support District-wide planning and organizational effectiveness initiatives and achievement of student learning outcome and equity goals to improve student learning; leads activities to design, implement, maintain and enhance a District-wide institutional research data warehouse; works with college institutional research employees and other staff and faculty to establish an integrated data dictionary with consist­ent data definitions and to complete data validation and reconciliation efforts to ensure District-wide data integrity; maintains the data warehouse server and software infrastructure.
  6. Leads and directs, in collaboration with members of the District Research Workgroup, development of automated reporting systems and tools and self-service data marts and data dashboards to facili­tate the availability of information and reports for planning, analysis and decision-making purposes; researches, identifies and imports data from multiple internal and external sources to meet research and planning requirements; interprets data and develops and communicates findings to meet the needs of a variety of audiences; posts data to the District Information Book.
  7. Maintains liaison with a variety of District/College departments including Admissions and Records and Financial Aid to ensure the integrity of student data; oversees resolution of discrepancies between District and State Chancellor’s Office data.
  8. Participates in establishing a District-wide research agenda; plans, organizes and coordinates comprehensive District-wide research and planning projects; collects and performs quantitative and qualitative analyses of complex data, interprets research results, and communicates findings and conclusions; prepares narrative and statistical reports and develops presentations of research find­ings and results appropriate to various audiences.
  9. Designs and conducts a variety of research surveys to support grant-funded initiatives; analyzes and compiles research data to provide evidence-based support for grant-funding applications and projects.
  10. Participates in providing District-level leadership and coordination of ongoing data analysis and other accreditation-related activities and continuous improvement efforts; assists the District Accreditation Liaison Officer and college institutional research employees in the development and writing of annual and periodic reports, materials and responses including the Institutional Self Evaluation Report required by the Accrediting Commission for Community and Junior Colleges (ACCJC); monitors and stays abreast of trends and state-wide initiatives related to accreditation and institutional effective­ness.
  11. Works closely with the Vice Chancellor, Educational Services & Institutional Effectiveness on devel­oping, implementing and revising the District Strategic Plan; works with constituent groups to identify goals and formulate and revise performance metrics; integrates and generates data for use in assessing goal accomplishment; ensures planning processes are evidence-based, integrated and aligned with accreditation and other planning-related requirements; assists the Vice Chancellor in tracking and reporting on annual strategic objectives.
  12. Works with other Institutional Research directors and staff to coordinate institutional research and planning initiatives among colleges and on a District-wide basis.
  13. Provides research data and support to the State Center Community College Foundation and the District Grants Office.
  14. Develops, recommends, evaluates, implements, and documents policies, standards, techniques, and procedures on data collection, accountability and data repositories and research and reporting activi­ties designed to improve efficiency and effectiveness of the services provided by the department; oversees training on research and data collection policies and procedures.
  15. Interprets, applies, and ensures compliance with applicable laws, codes and regulations; monitors and remains current on applicable legislative decisions and developments; serves as a resource for faculty and staff on research related literature and up-to-date research practices; serves as an institu­tional research liaison for various state and regional organizations to keep abreast of national, state and local institutional research issues and trends.
  16. Makes presentations to diverse audiences, including the Board of Trustees and to other board-level groups.
  17. Serves on committees and represents the District at local, regional, state and national conferences, meetings, workshops and training seminars.
Other Duties
  1. Participates in participatory governance processes and initiatives.
  2. Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
  3. Performs related duties as assigned.

Minimum Qualifications

Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices and

  • A master’s degree from an accredited college or university in social science, data science, mathematics, statistics, economics or other related research field, and four years of increasingly responsible experi­ence designing and administering institutional research and planning programs, including the uses of advanced information technology tools and state-of-the-art statistical software; or

  • Meet the state minimum qualifications for an educational administrator, which include a master’s degree and at least one year of formal training, internship or leadership experience reasonably related to the administrative assignment; or

  • Possess a valid California Community College Supervisory Credential.

Licenses, Certificates and Other Requirements
A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program.

Desirable Qualifications

Desirable Qualifications
Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate one’s relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management. Experience in teaching, curriculum development, and/or student support services are highly desirable.

  14. Principles and practices of public administration, including budgeting, purchasing and maintaining public records.
  15. Research methods and analysis techniques.
  16. Principles and practices of effective management and supervision.

Conditions of Employment

221 duty days and 24 vacation days for a total of 245 days. Prorated based on start date.

Salary and Benefits

An annual salary of $134,602 – $156,040 based on education and experience. A doctoral stipend of $2,270 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance for employees. Employees are also members of the California State Teachers’ Retirement System (CalSTRS).

Selection Procedure

Applications will initially be screened by Human Resources to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.

The selection committee will rate responses to the interview questions and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice Chancellor for final interviews.

A hiring recommendation will be made by the Vice Chancellor and forwarded to the Board of Trustees of State Center Community College District for final approval.
