The Position

Skyline College in San Bruno, California seeks a full-time, tenure-track Child Development Laboratory Center Coordinator to direct and coordinate the programs, services, and activities of the Skyline College Child Development Lab Center (CDLC) and to provide coordination with the instructional program staff in the Education/Child Development (EDU/CD) departments at Skyline. The ideal candidate will share the College’s commitment to educating a racially and socioeconomically diverse student population.

The Skyline College Child Development Lab Center provides a comprehensive child development program, open to children of students, faculty, and staff of the San Mateo County Community College District. The position reports to the Dean of Business, Education, and Professional Programs and is a 10-month faculty position. The position may require a portion of the classroom workload and perform other professional duties as required by contract, collective bargaining agreement, and general program and institutional needs.

Duties and Responsibilities

The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. The omission of specific statements of duties does not exclude them from the position if the scope of work is similar, related, or a logical assignment to this classification.
  1. Direct and coordinate all aspects of the Child Development Lab Center, including planning, administration, admissions, referrals, facility maintenance, and regulatory compliance
  2. Administer the CDLC program in accordance with the standards and policies included in Title 5 and Funding Terms and Conditions of the California Department of Education Child Development Division; Department of Social Services, Community Care Licensing, Title 22; Child and Adult Care Food Program; and other state and federal regulations pertaining to health and safety standards, food and nutrition, and emergency procedures
  3. Manage fiscal resources, including development, maintenance, and reporting of all state/federal contracts and other funding sources and regulating agencies
  4. Develop, analyze, and manage annual operating budget and seek external funding
  5. Coordinate selection, supervision, and evaluation of staff
  6. Ensure program development implementation in accordance with exemplary practices in early childhood education, which are developmentally appropriate and culturally, linguistically, and individually responsive
  7. Plan, implement, and supervise staff development and provide leadership to staff, students, and volunteers
  8. Compile data for and use appropriate computer software to complete a variety of statistical and other reports as required by the college, District, and state
  9. Plan, implement, and supervise a family engagement program that is culturally responsive and provides families with opportunities for meaningful involvement
  10. Collaborate with EDU/CD instructional faculty to maintain coordination between ECE instructional curriculum and the Child Development Lab Center program. Collaborate with EDU/CD and other instructional faculty at the three colleges to provide practicum opportunities for students
  11. Coordinate with other campus and District programs: i.e., CalWORKS, EOPS, Multicultural Center, and other campus and community programs related to children and families
  12. Foster engagement and collaboration between CDLC staff and the campus community by participating in college-wide professional development opportunities and events
  13. Serve as a member of college committees as assigned
  14. Participate in professional development opportunities, activities, and events

Minimum Qualifications

  • Possession of a Master’s degree or above in child development, early childhood education, human development, home economics/ family and consumer studies with a specialization in child development/early childhood education, or educational psychology with a specialization in child development/early childhood education OR Bachelor’s degree in any of the above AND Master’s degree or above in social work, educational supervision, elementary education, special education, psychology, bilingual/bi-cultural education, life management/ home economics, family life studies, or family and consumer studies OR the equivalent (see below)
  • Possession of a valid Commission on Teacher Credentialing Child Development Program Director Permit
  • Demonstrated experience directing a child care program that includes hiring, supervising staff, planning comprehensive children’s programs, working with families and volunteers, managing budgets, and developing outreach working with children, families, and staff in a child development center
  • Knowledge of relevant and current laws, including Title 5 and Title 22, as well as other rules and regulations, which ensure that site operations and personnel are in compliance
  • Knowledge of the range of Early Childhood Education programs, including the ages of children served
  • Possession of a current CPR and first aid card (or ability to obtain them upon hire)
  • Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff

Degree Equivalence
The applicant possesses a degree(s) with similar content to those listed for the relevant discipline. The name of the degree is close to that specified on the Disciplines List but the degree either has a different title or area of expertise or the coursework is slightly different.

Academic Background Equivalence
Related to disciplines in which a Master’s Degree is not generally expected or available. The applicant must have completed at least 24 semester units of coursework in the academic field and must possess at least the equivalent level of achievement and the equivalent in breadth, depth of understanding, and rigor in each of the following:

i) a broad cultural education usually met by the general education requirements for any Bachelor’s or Associate’s Degree, and

ii) a detailed study of the discipline in breadth, depth, and rigor, usually met by course work required for the degree major.

Professional Achievement Equivalence
The applicant must have completed the General Education requirements for that degree and show evidence of outstanding professional achievement and/or substantial training in the requested field. The applicant must submit substantial evidence, which demonstrates that his/her preparation, teaching experience, work experience, and ability are equivalent to those expected from a person who meets the minimum qualifications.

Knowledge, Skills and Abilities

The screening committee will select interview candidates from among those applicants who, in addition to meeting the requirements, give evidence of any or all of the following:
  1. Understanding of and commitment to the role and purpose of the community college
  2. Experience and/or knowledge of directing a child development program that includes exemplary practices in early childhood education, which are developmentally appropriate and culturally and linguistically responsive
  3. Experience as an ECE instructor and/or director of a child development program at a community college
  4. Skill in planning, implementing, and supervising a family engagement program that is culturally responsive and provides families with opportunities for meaningful involvement
  5. Knowledge of Program for Infant/Toddler Care (PITC) training and/or philosophy
  6. Comprehensive knowledge, understanding, and application of California Department of Education’s Early Education and Support Division regulations, procedures, and policies
  7. Skill in organizing fundraising campaigns
  8. Successful grant writing experience
  9. Ability to plan and manage complex budgets with diverse funding sources
  10. Skill in fiscal management, long and short-range planning, and community college operations
  11. Ability to manage time and work effectively in a demanding environment
  12. Skill in effective verbal and written communication
  13. Ability to work collaboratively and participate in shared decision making
  14. Skill in conflict resolution and mediation
  15. Skill in effective personnel management, including leading and motivating staff, that fosters positive relations and promotes a sense of community in the Center

Preferred Qualifications

  • Recent experience working with racially minoritized and other disproportionately-impacted children and adult students in the classroom and an understanding of how historical patterns of exclusion of these groups within higher education and particular fields shape patterns of participation and outcomes
  • Willingness to examine and remediate one’s instructional, relational, and classroom practices to more effectively engage and support racially minoritized and other disproportionately impacted students
  • Experience and skill with addressing inequity in the classroom and on campus
  • Experience and expertise in culturally-responsive teaching in early childhood education
  • Demonstrated ability to address equity gaps within early childhood education classrooms
  • Demonstrated knowledge of the implications of the Hispanic-Serving Institution designation for institutional, departmental and instructional practices
  • Ability to communicate in Spanish, Cantonese, Mandarin, Tagalog, or other second languages prominent in the college services area
