We are seeking a highly organized and detail-oriented individual to join our Trails Trade School and Construction Technology team as an Apprenticeship and SOC Coordinator for the Trails and Trades Programs. In this role, the candidate will be responsible for coordinating and assisting with NWACCs apprenticeship programs and ensuring compliance with SOC codes; they will also advise students and coordinate student placement and keep this data for current and graduated students/alumni. This is a fully grant funding, 3 year position.

Finally, this candidate will get the exciting opportunity to research, strategize, implement, and execute a new standard occupational code for trail construction and maintenance to establish an apprenticeship for Trails Trades in Arkansas. This last piece is a grant metric and will require an innovative and entrepreneurial mindset.
 
Responsibilities:
 
A. Lead, Coordinate, Implement, Assess, and Report on the following process according the Department of Labor requirements for establishing a new SOC:
As the timeline to establish a new standard occupational code (SOC) can vary depending on a number of factors, and as the process can take several months to a year or more to complete, here are some of the key steps this coordinator will oversee in establishing a new SOC:
  • Research: The Department of Labor (DOL) typically conducts research to gather data on the occupation in question. This can involve collecting data on job duties, work environment, education and training requirements, skills and abilities, and salary and job outlook, so the APSOC coordinator much be ready to acquire, compile, and present this data.
  • Review and Analysis: Once the data has been collected, the DOL will review and analyze it to determine the appropriate classification for the occupation. This may involve consulting with industry experts, analyzing survey data, and reviewing other relevant sources of information, so the APSOC coordinator much be ready to acquire, compile, and present this data.
  • Drafting and Review: After the classification has been determined, the DOL will draft the new SOC code and accompanying materials. These materials may include a description of the occupation, a list of duties and responsibilities, and education and training requirements, so the APSOC coordinator much be ready to acquire, compile, and present this data.
  • Public Comment Period: The DOL typically provides a public comment period during which stakeholders and interested parties can provide feedback on the proposed SOC code. This feedback is then considered and incorporated as appropriate, so the APSOC coordinator much be ready to acquire, compile, and present this data.
  • Final Approval: After the public comment period has ended, the DOL will review and consider all feedback before making a final decision on the new SOC code. Once approved, the new code will be added to the SOC system, so the APSOC coordinator much be ready to acquire, compile, manage, and present this process and the data.
Work with current and future apprenticeship programs and NWACCs Director of Trades and Apprenticeships to accomplish the following:
  • Assist in administering Western Arkansas apprenticeship programs (WAAP), including anything needed in recruitment, selection, training, and assessment of apprentices.
  • Develop and/or assist with implementation of apprenticeship policies for any trails and cycling apprenticeships, procedures, and guidelines to ensure compliance with federal and state regulations.
  • Work closely with departments across the college to identify apprenticeship opportunities in application, registration, assessment, retention and completion, and ensure that apprentices receive the necessary training and support.
  • Manage the scheduling and delivery of training sessions for cycling and trades apprentices, ensuring that all sessions are following SOC codes.
  • Maintain accurate records of apprenticeship program activities and progress, including training, assessments, and certifications.
  • Develop and implement strategies for promoting apprenticeship programs and increasing awareness of their benefits.
  • Stay up-to-date with changes to SOC codes and other DOL and state regulatory requirements to ensure that the Western Arkansas apprenticeship programs are in compliance.
Participate in industry events and conferences to stay informed about emerging trends and best practices in apprenticeship programs, as well as to present and promote WAAP
 
Rate of pay: $42,000 - $50,000
 
Knowledge, Skills, and Abilities:
  • Ability to be punctual and self-motivated
  • Strong organizational and time-management skills, with the ability to prioritize tasks and work independently.
  • Excellent communication and interpersonal skills, with the ability to work effectively with students and faculty from diverse backgrounds.
  • Knowledge of safety protocols and procedures related to bicycle repair and maintenance.
  • Ability to lift and carry up to 50 pounds and to stand for extended periods of time.
  • Ability to work flexible hours, including evenings and weekends, as needed.
  • Ability to travel may be needed less than 10% of the time.

Qualifications:
  • Associates degree in business, human resources, or a related field. Higher degree preferred.
  • Minimum of 3 years of experience in managing apprenticeship programs or related experience in a human resources capacity.
  • Excellent organizational and project management skills, with the ability to manage multiple tasks simultaneously.
  • Strong interpersonal skills, with the ability to work effectively with people at all levels of the organization.
  • Excellent written and verbal communication skills.
  • Knowledge of federal and state regulations related to apprenticeship programs and SOC codes.
  • Proficient in Microsoft Office Suite and other relevant software applications.
