Senior Benefits Specialist - Talent Engagement

Job Description

We are looking for a Senior Specialist to be a part of our Benefits team who will be a part of the HCC Mosaic and advance the institution’s proud tradition of excellence in academics, student life and community service.

Job Summary

Administer all leaves plans in accordance with HCC policy and procedure, ensures processes comply with federal regulations and serves as primary contact with vendors in regards to company benefit plans.

ESSENTIAL FUNCTIONS

Serve as the primary contact for all benefits questions; including but not limited to: benefit plan, welfare, retirement, and leaves.   Research, interpret, respond and resolve inquiries/concerns from employees and managers regarding benefit and leave questions, and issues or Talent Engagement (TE) benefits policies and procedures.

In collaboration with payroll, monitor PeopleSoft Time and Labor reports and process the appropriate docking when an employee’s leave balances are exhausted or if an ineligible type of leave used.  Verify, calculate and correct timekeeping records, and act as the Benefits liaison with Time & Labor staff to correct pay records based on leave.

Communicate with vendors regarding company benefit plan issues and assist in development of employee benefits communication materials, resources, and presentations.

Assist with benefits presentations to managers and supervisors that effectively promote and support understanding of the various leave plans and coding decisions.

Assist Benefits Manager to facilitate the annual benefits open enrollment process (including the review of marketing materials, OE presentations, and onsite meetings) and ensure that all annual enrollment documents are distributed accordingly.  Serve as a backup to the Benefits Manager to conduct Benefits New Hire Orientation.

Process all documents related to the administration of assigned leave plans (employee requests, medical support orders).

Administer leaves (i.e. FML, Military, Administrative etc.), assist in reconciliations, and counsel management and managers on leave recordkeeping and programs. Assist in developing compliance with local, state, and federal regulations and audit measures. 

Maintain confidential protected health information, and advise manager of any protected period and coding options (FML, Military, Administrative, uncompensated leave policies and procedures).

Verify eligibility, make determination of type of leave, calculate leave length, notify employee and manager of determination, enter decision in HCC and ERS PeopleSoft as appropriate, and forward separate rights and responsibilities.  If employee is eligible for protected leave, send appropriate application paperwork and track receipt of responses.

Monitor maximum duration of leave allowed under federal and HCC policy, support the return to work process.

May provide or request supervisory assistance in follow-up counseling and benefits review to supervisors, employees, timekeepers, Sr. Partner Talent Relations and TE managers as needed.

As assigned, assist with creating, running and analyzing PeopleSoft queries and reports to ensure employee benefit premium collections match billed ERS charges and ensure compliance with HCC leave policy and procedure.

Work on special projects in support of Benefits objectives; to include but not limited to: annual enrollment activities, information database development, leave program problem resolution, subject matter research, and development, coordination and implementation of new programs and related policies.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS

Education & Experience

  • Bachelor’s degree in Talent Engagement, Business Administration or related field required
  • Associate’s degree or equivalent certification plus 4 years of human resources experience may be considered in lieu of required degree
  • 3 years experience working with Benefits with a large employer (500+ employees) required

Licensing & Certification

  • Valid Texas Driver License

Working Conditions

General office.  May frequently be required to walk; stand; sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision and distance vision.  Use of personal computing equipment, telephone, multi-functioning printer, photocopier, file cabinets, and calculator.  Manual dexterity, ability to lift up to 25 pounds, ability to reach and bend, and use 2-step stool while safely lifting and lowering boxes.  Ability to travel to and from meetings, training sessions or other business-related events.  May be required to work after hours to include weekends and holidays.
