Supervising Software Systems Engineer

Job Description

Definition

Plans, organizes, and supervises the work of an assigned technical team engaged in the analysis, installation, customization, optimization, troubleshooting, and monitoring of large scale, complex application and system software for the District; personally performs the most difficult and complex systems engineering work of the unit.

Typical Duties

Plans, assigns, and supervises the work of an assigned technical team engaged in the analysis, installation, customization, optimization, troubleshooting, and monitoring of complex application and system software such as Enterprise Resource Planning (ERP), database systems, computer operating systems, web servers, application development tools, and systems management tools and utilities.

Plans, assigns, and supervises the deployment of new servers, both physical and virtual, within on-premise data centers and cloud infrastructure.

Oversees the administration and management of existing server infrastructure, including physical hardware, virtualized environments, and cloud infrastructure.

Prioritizes, and assigns duties and tasks to team members; reviews completed work for compliance with work standards and policies.

Coordinates the technical support and advice affecting application and system software projects to the colleges and to the Office of Information Technology.

Coordinates the installation of systems management software to monitor systems activities at multiple sites.

Coordinates the implementation and monitoring of system security controls.

Provides direction to team members regarding work priorities and systems engineering work; personally, performs the more difficult and complex systems engineering work.

Researches and evaluates software technologies; recommends acquisitions as appropriate based on cost-benefit analyses and District standards.

Coordinates systems capacity planning studies.

Ensures that system disaster recovery tests are conducted on a regularly scheduled basis.

Ensures that software systems work is coordinated with applications systems work to maximize efficiency of the District's computer and network systems.

Maintains effective and cooperative working relationships with administrators, staff, project consultants, and vendors.

Consults with computer manufacturers regarding the more difficult hardware/software interface problems.

Coordinates and participates in the preparation and maintenance of application and system software documentation.

Assists in providing on-the-job training to assigned staff relative to software and new technological processes.

Conducts regular appraisals of team member performances; issues timely performance evaluations; and devises strategies and plans to improve performance, as required.

Develops user training on applicable information technology areas.

Monitors District contracts for software packages and services to assure fulfillment of contract terms.

May act for the Chief Information Technology Manager, Engineering and Technology Services Delivery on designed matters in their absence.

Performs related duties as assigned.

Distinguishing Characteristics

A Supervising Software Systems Engineer plans, assigns, and supervises the work of an assigned technical team responsible for analyzing, installing, customizing, optimizing, troubleshooting, and monitoring large scale, complex application and system software for the District. An employee of this class personally performs the most difficult and complex systems engineering work of the unit and ensures that the team meets high-level technical goals and objectives with maximum effectiveness and efficiency.

A Chief Information Technology Manager, Engineering and Technology Services Delivery is responsible for planning, coordinating, and managing the District-wide operations of application and system software, technology services support, server infrastructure, and technology project management.

A Software Systems Engineer is a member of a technical team responsible for analyzing, installing, customizing, optimizing, troubleshooting, and monitoring large scale, complex application and system software for the District. An employee of this class receives assignments that are geared towards meeting high-level technical goals and objectives and assuring implementation of software that meets those objectives with maximum effectiveness and efficiency.

Supervision

General supervision is received from a Chief Information Technology Manager, Engineering and Technology Services Delivery. General supervision is exercised over assigned technical staff assigned to the team.

Class Qualifications

Knowledge of:

Technology and methodology of current application and system software

Application and system software analysis, testing, and maintenance

Server Infrastructure Administration in both physical and virtualized environments such as VMWare, Hyper-V, etc.

Server based Operating Systems such as Windows Server OS, Linux Redhat, Unix, etc.

Command language scripting in Unix, MS-Windows, PowerShell, etc.

Programming languages such as PeopleCode, PL/SQL, MS-SQL, etc.

Enterprise Resource Planning (ERP) systems such as SAP, Peoplesoft, Oracle, etc.

Database systems such as Oracle/Rbd, SQL Server, MySQL, etc.

Foundational principles of ITIL

System security and access control

Principles of central user administration, system security, and software transport management

Principles of supervision, team building, and training

Principles of systems documentation

Principles, procedures, and methods used in data acquisition, storage, structuring, and retrieval

Characteristics and capabilities of servers, networks, and other related equipment

New trends in the field of information technology

Ability to:

Plan, assign, and supervise an assigned technical team

Prioritize, organize, and assign multiple technical projects and ensure that project schedules and deadlines are met

Respond to the more difficult and complex application and system software problems and develop appropriate solutions

Prepare clear, concise, and comprehensive guidelines, procedures, documentation, and training materials

Analyze and interpret highly complex systems and procedures

Achieve maximum utilization and efficiency of system resources by using software in the most efficient manner

Express difficult and complex technical concepts in oral and written communications

Provide technical assistance and training to staff and users

Consistently use and promote professional standards and practices related to assignments

Maintain a focus on details, quality, and precision in the performance of duties

Actively contribute to a culture of constructive collaboration and innovation with colleagues

Establish effective working relationships with District administrators, staff, system users, vendors, and project consultants

Stay abreast of current trends and technical advancements in the assigned area

Entrance Qualifications

Education and Experience:

A bachelor’s degree from a recognized college or university, preferably with a major in computer science, computer information systems, management information systems, computer engineering, or a related field AND four years of recent, full-time, paid experience in the analysis, design, and implementation of large scale, complex application and/or system software. Experience in a supervisory or project leader capacity is desirable. Experience with an Enterprise Resource Planning (ERP) system is desirable.
