This class is responsible for directing the activities, programs, and projects of College-wide administrative departments, functions, or programs. Incumbents work in an administrative- related department or function that enables the College to function fiscally, operationally, or administratively. Incumbents are responsible for managing professional work, recommending, developing, and managing multiple budgets, and working with multiple departments to achieve strategic objectives. Incumbents have supervisory responsibilities and are predominantly involved in strategy formation and external relations.

Minimum Education and/or Training and Experience
Masters degree in related field and seven years of related experience, including a minimum of five years in management; or equivalent combination of education and experience.

Preferred Education and/or Training and Experience
Higher education experience; community college experience; senior leadership experience; MBA preferred

Classification Duties
  • Provide overall leadership and direction for assigned departments by planning, coordinating, directing, evaluating, implementing, and/or revising overall administrative operations, policies, procedures, and activities of the College; ensuring appropriate and/or adequate supply of services, resources, equipment, staff, and staffing levels for all College programs/departments; and ensuring all College processes, operations, and activities are in accordance with Federal/State laws and regulations and Colleges organizational strategy and goals (E8)
  • Direct and manage professional staff, including prioritizing and assigning work; conducting performance evaluations; processing employee concerns; providing technical expertise and guidance; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and implementing hiring, termination, and disciplinary procedures (E8)
  • Collaborate with the President to plan, develop, and administer the College budget; work may involve performing budgetary analysts and making related recommendations; monitoring and/or approving operational expenditures; and reviewing and approving justifications for budget items; may identify and pursue alternative funding sources, and allocate and manage resources accordingly (E8)
  • Coordinate with the President and other administrators, and internal and external departments, personnel, and agencies; participate in meetings, conferences, and committees, to achieve College-wide strategic goals, including identifying growth opportunities, and establishing and supporting strategic partnerships; represent the Colleges interests; and review, analyze, and make decisions on College policies, procedures, programs, and initiatives (E8)
  • Review, complete, process, forward, and/or maintain a variety of forms, statistical and fiscal reports, correspondence, requests, handbooks, and/or other documentation, using technical, general, and College programmatic and operation knowledge (E8)
  • Perform other related duties of a comparable level/type as assigned.

Position Duties
  • Selection – Subject to approval by the Board of Trustees, a Vice President of Finance and Administration shall be appointed by the President. This person shall serve as a line officer and shall be directly responsible to the President.
  • Duties and Responsibilities – The Vice President of Finance and Administration shall:
    • Be responsible to the President of the College for all financial and business functions of the District.
    • Serve as a member of the Presidents Cabinet and participate in the development, dissemination and implementation of College policy, regulations, procedures, and the strategic plan. Build evidence that demonstrates how Finance and Administration has supported the strategic plan and the appropriate Board and institutional priorities. Formulate strategic vision for facilities and technology plan, financial controls, and fiscal stability that is distinct and accountable.
    • Serve as financial agent of the District.
    • Execute all contracts/agreements/documents on behalf of Jefferson College.
    • Oversee the preparation of monthly and annual financial statements for the Board of Trustees, the President of the College, and various state and federal agencies.
    • Direct and manage the operation of the Business Office through appropriate director(s), ensuring proper system of accounting, internal control, purchasing and budgetary control.
    • Direct and manage the operation and maintenance of the physical plant, grounds, and other facilities through appropriate director(s).
    • Administer the contracts for the operation of the College bookstore, food services, and other auxiliary services through appropriate director(s), and manage the Colleges Contract Database.
    • Direct and manage the operation and functions of mail distribution, duplication of printed materials, and Central Office Supplies through the appropriate director(s).
    • Direct and manage the Colleges information technology functions through appropriate director(s).
    • Direct and manage the Colleges safety, security. and police functions.
    • Serve as the College risk management officer assuming adequate liability and property insurance coverage for all College property, personnel and athletic teams including liability insurance for officers and Trustees of the College.
    • Ensure appropriate accounting is maintained on all District property.
    • Oversee the use of College facilities by community groups and administer the collection of fees and other charges.
    • Assure compliance with the Colleges travel and vehicle rental policies and oversee the use of College vehicles in accordance with policies and procedures.
    • Provide leadership for the Finance and Administration division and campus-wide in support of the Strategic Plan.
    • Select, supervise and evaluate directors and managers of the administrative functions reporting to the Vice President of Finance and Administration.
    • Serve as administrative liaison to appropriate institutional committees and constituent groups as assigned by the President.
    • Attend College functions including student activities, cultural events, music performances, athletic events, etc.
    • Participate in community and/or civic organizations, preferably in a leadership role.
    • Develop and implement appropriate administrative policies and procedures in support of the Mission of the College.
    • Coordinate the preparation and distribution of the annual audit as prepared by independent auditors to ensure compliance with Government Accounting Standards Board policies and procedures.
    • Prepare a budget request for the Finance and Administration area in a time frame as directed by the President.
    • Establish an annual operating budget in cooperation with the Presidents Cabinet and submit it to the President of the College for approval by the Board of Trustees.
    • Prepare institutional reports as required by the President.
    • Perform other duties assigned by the President of the College.
