Vice President of Administration:Under the general direction of the President, the Vice President of Administration will be responsible for leading the administrative services division of the college. The position oversees the overall cost-effective management of the Finance and Business Office, Facilities, Safety, Information Technology, capital projects, and bond campaigns. The Vice President of Administration is responsible to oversee compliance with internal and external accountability and reporting requirements; and works collaboratively with the President and campus leadership team to achieve mission fulfillment. The VP of Administration serves as a member of the Presidents Executive Cabinet and the College Leadership Team.

Essential Job Functions:

Key Areas

  • Oversee the administrative division functions of the college including Finance and the Business Office, Facilities, Safety, and Information Technology departments.
  • Serve on the President's Executive Cabinet and Leadership Team and participate in a transparent decision-making system that operates within a shared governance model.

Specific Duties

  • In collaboration with the President, Executive Cabinet, and the CFO, oversees the development and management of short- and long-term financial plans for the college, including prioritization of funding to align with the college's strategic plan and academic master plan.
  • Supervises the proper use of resources such as state operating funds, and contracts and grants, and Oregon state and federal procurement law.
  • Oversees business office operations staff to conduct financial planning and budgeting; accounting and business operations; financial reports and audits; treasury functions; procurement and contracting; payroll and benefit administration, and to allocate, monitor, and control assigned budgets and expenditures.
  • In collaboration with the Director of Facilities, oversee the development, review and administration of leases, licenses and rental agreements in a manner that safeguards the resources of the College and ensures that funds are used appropriately, efficiently and legally.
  • In collaboration with the Director of Facilities, oversee the operations, overall campus appearance, structural integrity, and safety of facilities and grounds.
  • Oversees that campus safety protocols; risk management; State and Federal reporting meet all compliance requirements.
  • Supports the President to monitor, review and approve capital projects.
  • Ensures adequate representation for the College to the community and other government jurisdictions in the areas of capital construction.
  • Oversees information technology department to ensure standards and processes for operational technology meet the Colleges present and future needs including hardware, software, cybersecurity, and cloud based applications.
  • Serves as a member of the President's Executive Cabinet, Leadership Team, and other college committees to assist in the development of effective policies, procedures and shared governance.
  • Contributes to a transparent decision-making system that maintains and improves the quality of educational offerings and services of the College within a shared governance model.
  • Models the college's core values and ensures equity and inclusion in all position responsibilities.
  • Supervises direct reports in Administration area: CFO, Director of IT, Director of Facilities, Director of Safety, and contractors as needed.
  • Assist with special projects and tasks as needed.

Knowledge, Skills, Abilities

  • Knowledge of community colleges, budgeting principles, and enterprise software.· Ability to communicate effectively with diverse audiences, build consensus, demonstrate cultural competency, represent an institutional perspective, and represent the college in a variety of settings.
  • Evidence of successful administrative leadership that demonstrates exceptional organizational, communication, interpersonal, budget management, negotiation and personnel management skills.
  • Ability to successfully implement College-wide change management programs and initiatives
  • Ability to effectively oversee short and long-term strategic plans, financial planning processes, and financial resources within an educational environment.
  • Ability to act in accordance with principles of shared governance.
  • Ability to apply an equity lens to the establishment of policies and procedures.
  • Evidence of problem-solving skills and innovative thinking.
  • Ability to effectively manage, motivate, and develop staff.

Qualifications:

Minimum Qualifications:

  • Masters degree in Business Administration, Pubic Administration, Finance, Human Resources, Leadership or related field and 7 years executive level management experience required.

OR
Any satisfactory combination of work, education, training, or experience that provides evidence of an equivalent combination of education and experience to match the minimum qualifications.

  • Evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.

Preferred Qualifications

  • Background in Higher Education

Pay: $99,731.00 - $142,192.00 per year
