Payroll Analyst (HR Analyst II)

Develops, administers, and delivers a comprehensive program of human resource and payroll services to the employee population, college management, and the public that adheres to human resources policies, rules, practices, and laws. Ensures that the workplace is administered consistently and creatively in keeping with State, VCCS, and college requirements and needs. Responsible for computing and expending payroll for all wage, work-study students, credit, and non-credit adjunct faculty payrolls collegewide. Performs payroll-related reconciliations, adjustments and completes necessary reports. Manages all full-time non-exempt time and labor processes including overtime and Holiday pay. System administrator for HCM time, labor, and absence management. Provides exemplary customer services regarding payroll and leave accounting to all college employees. Also assists in the design, development, and delivery of customer-focused human resource and payroll programs that foster excellence and equity across all dimensions of the Colleges mission, vision, and values.

- A strong understanding of payroll or financial processes, such as deductions, tax regulations, wage calculations, and compliance requirements.
- Proficiency in handling large volumes of data, ensuring accuracy and confidentiality in managing employee records and payroll information.
- Ability to analyze data, identify trends, and generate reports to assess payroll and absence-related metrics, such as attendance patterns, leave utilization, etc.
- Maintain a high level of integrity and confidentiality when handling sensitive payroll and employee information.
- Ability to communicate effectively with team members, employees, and other departments regarding payroll matters and absence management policies.
- Considerable knowledge of human resource management principles and practices.
