Job Description


POSITION OVERVIEW
Under the general direction of the Vice President of Student Services, the Dean of Student Development oversees the Office of Student Development. This position is responsible for fostering and supporting safe, inclusive, and equitable learning conditions for all students (credit and noncredit).
The Dean of Student Development is a highly visible leader who actively demonstrates a commitment to equity and inclusion; engages in self-reflection and continuous improvement regarding individuals and their cultural competence; exercises responsibility and accountability for actions; views all students as equally capable and worthy of our care, time and energy; and demonstrates appreciation and respect for others' perspectives and lived experiences.
The Dean of Student Development also serves as the campus Deputy Title IX Officer and is responsible for resolving student/student Title 5 and Title IX complaints.


REPRESENTATIVE DUTIES Student Development

  • Serves as the college's Student Conduct Officer, responsible for adjudicating violations of the Standards of Student Conduct.
  • Provides leadership for planning the Commencement Program, the Student Activities Office, Associated Student Government, Inter-Club Council, Student Leadership Institute, and other student leadership programs.
  • Coordinates across the college to develop and expand students' growth, learning, and leadership opportunities.
  • Identify and onboard student leaders to participate in governance committees and college and district activities where students' voices are critically important.
  • Plans, develops, and evaluates all assigned programs and services and has substantial responsibility for college special events and related programs.
  • Serves as the Chair of the Crisis, Assessment, Response, and Evaluation (CARE) Team and is responsible for overall case management and training of team members.
  • Serves as a member of the District Behavioral Assessment Team (in conjunction with RSCCD Safety and Security).
  • Serves as a Campus Security Authority (CSA) as outlined by the Jeanne Clery Act.
  • Reviews assigned programs, services, activities, and expenditures for compliance with applicable state and federal law, regulations and guidelines, District policy, procedures, and responsiveness to the needs of a culturally diverse community.
  • Creates collateral materials outlining campus grievance and reporting processes.
  • Plans and recommends resource allocations that support student services.
  • Oversees the operation of the college's basic needs center.
  • Perform other related duties as assigned.

 

Civil Rights, Title 5 and Title IX

  • Serves as the campus Deputy Title IX Officer.
  • Oversees the resolution of all student/student complaints received under civil rights, Title 5 and Title IX, ensuring a timely, thorough, impartial, and equitable process for all parties including but not limited to take full ownership of overseeing intake, investigations, alternative dispute resolution, and administrative determination with a college civil rights, Title 5 and Title IX team.
  • Committed to the principles of due process, equity, and respect.
  • Develops and updates training as well as outreach while collaborating with stakeholders to develop and implement ongoing awareness and education events and activities.
  • Participates proactively as part of all civil rights and Title IX efforts by representing the college.
  • Serves as the campus subject-matter expert on compliance with student discrimination, harassment, retaliation, civil rights and Title 5/Title IX cases.
  • Conducts intake meetings with individuals reporting prohibited conduct under civil rights, Title 5 and Title IX.
  • Coordinate, monitor, and implement supportive measures and implements necessary interim measures.
  • Provides comprehensive, timely, trauma-informed response and support services to students reporting sexual misconduct, stalking, and intimate partner violence.
  • Facilitates informal resolution agreements for student/student civil rights, Title 5 and Title IX complaints.
  • Pens comprehensive reports of findings of fact and recommendations for appropriate remedies within mandatory deadlines.
  • Produces and crafts analytics relating to reporting/resolution data for the college.
  • Leads and communicates information about implementing and supporting campus efforts related to Title 5 and Title IX, civil rights, Student Rights and Responsibilities, and Bias Incidents.
  • Administers policies and procedures about civil rights, Title 5 and Title IX.
  • Produces compliance-related documents and reports of high quality.
  • Identifies and successfully addresses gaps in existing processes at the campus level.
  • Perform other duties as assigned.

Personnel

  • Responsible for or effectively recommending the hire, transfer, assignment, discipline, training, professional development, direction, and evaluation of work of all personnel in the unit.
  • Administers collective bargaining agreements, complies with District policies, rules, and regulations regarding personnel, evaluates the performance of assigned staff, and provides direction and assistance wherever a need for improvement is identified.

Students

  • Responsible for handling student personnel, program, and staff-related complaints and resolving conflicts regarding all program areas.
  • Interprets and recommends policies and programs to address student needs in areas of responsibility.

Budget/Funding

  • Responsible for timely and accurate preparation, submission, and administration of the budget for assigned programs and functions.
  • Responsible for reporting and accounting for categorical funding of programs and related reports.
  • Seeks additional and alternative funding for programs and activities.

Planning

  • Responsible for planning courses, special events, and programs.
  • Schedules classes and work schedules in response to demand.
  • Develops annual budget, goals, activities, and outcomes for all Student Development functions.

Community Contact/RepresentationMust be a highly visible educational leader seeking significant leadership positions in community institutions, activities, community support organizations, and on state and national boards and committees to articulate, enhance, and improve college programs, offerings, funding, and assets.
Other Professional ResponsibilitiesResponsible for advising, chairing, and supervising service area, college/district-wide committees, and task forces.
Organizational RelationshipsThis position reports to the campus Vice President of Student Services. Regarding Title 5 and Title IX responsibilities, this position reports to the Assistant Vice Chancellor, People & Culture.
KNOWLEDGE AND ABILITIES Thorough Knowledge of:

  • Strong knowledge of applicable state and federal laws and policies, including California Education Code, due process, Title IX, Title 5, the Jeanne Clery Act, the Violence Against Women Act Reauthorization of 2013 (VAWA), and the Campus Sexual Violence Elimination Act (Campus SaVE).
  • Methods and techniques of trauma-informed practices under California Education Code, Section 67386 (b) (12) and other legal requirements.
  • Principles and practices of investigations and conflict resolution.
  • Case management software, such as Advocate/Maxient.
  • Modern office practices and procedures.?

Ability to:

  • Use data to assess and evaluate programs to make data-driven decisions.
  • Apply RSCCD's policies regarding Title 5 and Title IX.
  • Excel in case management software, such as Advocate/Maxient.
  • Prevent and resolve conflicts and problems.
  • Plan, measure and evaluate programs.
  • Supervise staff.
  • Quickly analyze, effectively interpret, and apply laws, rules, and regulations.
