Position Summary/Purpose of Position:

The HR & Payroll Program Manager manages and communicates HR, payroll, benefits, and appointment processes for all faculty, staff, and students within the School of Architecture, Planning & Preservation.
The position is responsible for:
  • Hiring and onboarding new employees, including establishing and overseeing processes
  • Developing and maintaining HR and payroll processes for the School and communicating with others within the School who are involved in those processes
  • Managing offer letter and contract process for all employee categories
  • Overseeing and processing all visas, including J1, H-1B, and Permanent Residency and ensuring cases are in compliance with UMD and USCIS policies
  • Managing payroll processes, ensuring PHR appointments are set up accurately and resolving discrepancies as they arise
  • Advising the Schools community and senior leadership team on personnel policies and issues

Minimum Qualifications:

Education:
Bachelors degree

Experience:
Five (5) years of experience in HR and payroll

Knowledge, Skills, & Abilities:
  • Excellent interpersonal, oral, and written communication skills and demonstrated commitment to exceptional customer service.
  • Exceptional organizational skills and proven ability to independently manage multiple competing priorities and adhere to deadlines
  • Excellent analytical and creative problem-solving skills
  • Exceptional attention to detail and accuracy
  • Ability to work independently and collaboratively within a team
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint), Google Suite (Calendar, Doc, Sheet, Meet), Zoom, Adobe Acrobat

Preferences:

Preferences:
  • Knowledge of UMD personnel and payroll policies and procedures
  • Experience with UMD HR and payroll systems, including PHR, eTerp, iTerp, I-9/E-Verify
  • Experience with visa processing
  • Knowledge of UMD academic appointment policies and procedures for Tenure Track and Professional Track faculty
  • Experience with UMD financial systems, including Kuali Financial System and BA4
