Essential Functions of Position

General Purpose
Under general direction of the Vice President or Dean, Students, plans, organizes, directs and integrates the operations of the colleges Disabled Students Programs and Services (DSP&S); determines program needs, formulates action plans and works with faculty and staff to provide auxiliary aids and accommo­dations to students with verified disabilities to support educational goals; develops and monitors the program budget; ensures the college and related centers comply with state and federal regulations and requirements; and performs related duties as assigned.

Distinguishing Characteristics
A Director, DSP&S is differentiated from other academic directors by its responsibility for the manage­ment and oversight of the activities, services and staff of the DSP&S program and associated student centers. Incumbents ensure students with disabilities have equitable access to instruction, enrollment services, financial aid and student success initiatives and may act as the colleges 508 Compliance Officer. The incumbent has full management responsibility for the program and has broad planning and administration duties.

Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.

1. Plans, organizes, directs, controls, integrates and evaluates the work of the DSP&S programs; with employees, develops, implements and monitors work plans to achieve goals and objectives; contri­butes to development of and monitors performance against the annual program budget; identifies and assists with the solicitation of grants and other sources of funding; manages and directs the develop­ment, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.

2. Participates in the selection of full-time and adjunct faculty in coordination with the department, selection advisory committees and the Human Resources Department; conducts and/or facilitates new employee orientations; encourages faculty in their continuing professional development; works to promote and maintain a collegial environment; serves as a mediator in the adjudication of faculty, staff, student and community conflict-resolution and grievance processes.

3. Directs and manages the performance of assigned employees; directs and oversees the selection of employees; establishes performance requirements and professional develop­ment targets for direct reports; regularly monitors performance and provides coaching for perform­ance improvement and development including timely performance evaluations; ensures accurate reporting of absence time; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Board Policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements.

4. Provides day-to-day leadership and works with employees to ensure a high-performance, service-oriented work environment that supports achievement of the programs and colleges mission, objec­tives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environ­ment.

5. Participates in the development and implementation of District/college strategic plans, goals and objectives; leads and directs program employees in the devel­opment and application of new method­ologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in program work processes.

6. Ensures college compliance with all federal and state regulations regarding equitable student access to facilities and instructional programs; initiates, complies with and maintains all DSP&S-related records and data required by the California Community College Chancellors Office and other regula­tory agencies.

7. Develops and implements strategies and plans to provide support services, auxiliary aids, interpreter services and accommoda­tions to students with verified physical, psychological, learning or other disabilities and evaluates the effectiveness; ensures college outreach and student support plans, initiatives, activities and materials facilitate equitable access to students with disabilities; advocates and recommends system improve­ments to better support students with disabilities.

8. Anticipates the unique disabilities requirements of veterans of military service and develops an appropriate service response in collaboration with psychological services, veterans services, and community-based service providers.

9. Acts as a resource to identify architectural and accessibility-related barriers on the college campus and in associated educational centers; provides input into the planning and development of facilities including building access, space configuration, tech­nology and furnishings and ensures conformance to ADA accessibility requirements.

10. With employees, provides for diagnostic assessment of student support needs and development of the most effective courses of action to meet individual student requirements and preferences; coor­dinates with faculty on accommodations and resolves problems and differences.

11. Through employees, ensures faculty are provided professional development opportunities, resources and support to properly adapt course curricula, visual and written materials and teaching methods to serve the learning needs of disabled students; provides counsel and assistance in determining alter­native media to use in communicating course content most effectively; oversees the transcription of materials to braille, closed captioning and other alternative media as needed.

12. Plans, organizes and manages the effective delivery of DSP&S instructional programs; recommends faculty teaching assignments and moni­tors teaching loads; creates and works with faculty to maintain an assessment plan to measure program courses for learning outcomes; leads and works with admin­istrators and faculty in conducting curriculum and overall program review, evaluation and planning to ensure the currency and relevance of curriculum in meeting the needs of students.

13. Oversees the selection, purchase, inventory, maintenance and usage of assistive equipment and software.

14. Develops and manages District-wide software, tools, databases and program-tracking mechanisms to ensure consistency of student experience and reporting across colleges; develops and analyzes reports to assess the effectiveness of programs and services.

15. Makes presentations to diverse audiences, including to the Board of Trustees and to other board-level groups.

16. Recommends, develops, implements, and revises policies, procedures and operational guidelines to improve and/or clarify processes.

17. Interprets, applies and ensures compliance with all federal and state laws, applicable program poli­cies, procedures, guidelines and reporting requirements; remains current on applicable legislative decisions and developments; ensures accuracy and validity of program tracking and data; develops, maintains and audits spreadsheets, databases and reports; utilizes third-party portals and databases to research and track student information.

18. Represents the college and participates in state and national program training and development and professional group meetings; makes presentations to various groups within the District, other educa­tional institutions, community organizations and governmental agencies; participates in advocacy efforts for program funding and participant resources and oversees the development of grant appli­cations and administration of grants.

19. Serves on or leads committees, workgroups and task forces, and represents the District/college at local, regional, state and national conferences, meetings, workshops and training seminars.

Other Duties
1. Participates in participatory governance processes and initiatives.

2. Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.

3. Performs related duties as assigned.

Minimum Qualifications

Education and Experience
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.

Must meet the minimum qualifications for a DSP&S counselor or instructor, or for an educational admin­istrator.

DSP&S Counselor Minimum Qualifications
  • A masters degree in rehabilitation counseling;or 
  • A masters degree in counseling, guidance counseling, student personnel, clinical or counseling psycholo­gy, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, or a bachelors degree in marriage and family therapy or in marriage, family and child counseling, and possession of a license as a Marriage and Family Therapist (MFT); and
    • Fifteen or more semester units in upper division or graduate-level course work specifically related to people with disabilities; or
    • Completion of six semester units, or the equivalent of a graduate-level counseling practicum or coun­seling field work courses, in a post-secondary Disabled Students Programs and Services (DSP&S) Program or in a program dealing predominantly or exclusively with people with disabili­ties; or
    • Two years of full-time experience, or the equivalent in one or more of the following:
      • (A) Counseling for students with disabilities; or
      • (B) Counseling in industry, government, public agencies, military or private social welfare organi­za­tions in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent.

DSP&S Instructor Minimum Qualifications
  • A masters degree in the category of disability, special education, education, psychology, educational psychology, or rehabilitation counseling; and
    • Fifteen semester units of upper division or graduate study in the area of disability, to include but not limited to:
      • (A) Learning disabilities;
      • (B) Developmental disabilities;
      • © Deaf and hearing impaired;
      • (D) Physical disabilities; or
      • (E) Adapted computer technology.

Educational Administrator Minimum Qualifications
  • A masters degree from an accredited college or university and one year of formal training, internship or leadership experience reasonably related to the administrators administrative assignment; or
  • Possession of a valid California Community College Supervisory Credential; and
    • Two (2) years of full-time experience or the equivalent within the last four (4) years in one or more of the follow­ing fields:
      1. Instruction or counseling or both in a higher education program for students with disabilities;
      2. Administration of a program for students with disabilities in an institution of higher education;
      3. Teaching, counseling, or administration in secondary education, working predominantly or exclu­sively in programs for students with disabilities; or
      4. Administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predomin­antly or exclusively related to persons with disabilities.

Licenses, Certifications and Other Requirements
A valid California drivers license and the ability to maintain insurability under the Districts vehicle insur­ance program.

Desirable Qualifications

Experience and skill with addressing issues of equity; recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes; willingness to examine and remediate ones relational practices to more effectively engage and support racially minoritized students; and a commitment to participatory governance, consensus building, and team approach to management.

Knowledge, Skills and Abilities

Knowledge of:
1. Advanced knowledge of principles, practices and techniques of program, administrative and organi­zational analysis, planning and management applicable to supporting educational programs for individuals with disabilities.

2. Applicable federal, state and local laws, rules and regulations, including the Family Educational Rights and Privacy Act, Title 5, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973.

3. Community college curriculum development process and procedures, organization, operations, policies and objectives.

4. Populations of individuals with disabilities, including disability classifications and characteristics.

5. Academic and vocational counseling principles and practices.

6. Trends and developments in alternate media and assistive and adaptive technology tools, equipment and software available to address the specific needs of students with disabilities in a college environ­ment.

7. Community and other resources available to provide support for individuals with disabilities.

8. Principles and practices of instructional program development and administration including methods of instruction and the application and use of educational tech­nologies.

9. District/college student recordkeeping practices, procedures and systems for processing and main­taining student information.

10. Principles and practices of sound business communication including proper English usage, grammar, spelling, and punctuation.

11. Principles and practices of public administration, including budgeting, purchasing and maintaining public records.

12. Research methods and analysis techniques.

13. Principles and practices of effective management and supervision.

14. Principles and practices of strategic planning.

15. Basic principles and practices of organizational improvement and culture change.

16. Safety policies and safe work practices applicable to the work being performed, including those required in crisis or threat situations.

17. Board Policies, Administrative Regulations, Human Resources procedures, Personnel Commission Rules, and collective bargaining agreements.

18. Community college and its mission and goals.

8. Plan and direct the operations and services of the DSP&S program.

9. Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.

10. Assess the learning support needs and level of technology skills of disabled students to determine the most appropriate support plan and assistive technology to meet their individual needs and prefer­ences.

11. Work collaboratively with other District/college directors and managers and the community and provide expert advice and counsel that will lead to solutions to complex student issues.

12. Advocate for resources, physical infrastructure changes and equitable inclusion on behalf of disabled students.

13. Analyze and make sound recommendations on complex community college educational and com­munity needs, educational programming and partnership issues within areas of responsibility.

14. Organize, set priorities and exercise expert, independent judgment within areas of responsibility.

15. Develop and implement appropriate procedures and controls.

16. Understand, interpret, explain and apply applicable laws, codes and ordinances.

17. Represent the college effectively in dealings with students, employees and other colleges.

18. Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.

19. Operate a computer and use standard business software.

20. Make presentations and present proposals and recommendations clearly, logically and persuasively to diverse audiences.

21. Communicate effectively, both orally and in writing, and practice active listening.

22. Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.

23. Establish and maintain effective working relationships with all those encountered in the course of work.

Conditions of Employment

220 duty days and 24 vacation days for a total of 244 days.

Salary and Benefits

$132,127 – $148,710 based on education and experience. A doctoral stipend of $2,419 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance for employees. Employees are also members of the California State Teachers Retirement System (CalSTRS).

Selection Procedure

Applications will be screened by Human Resources for completeness and to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection advisory committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.

The selection advisory committee will rate responses to the interview questions, teaching demonstration, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President and College President for final interviews.

A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.
