The Administrative & Business Services Department of the Long Beach Community College District is seeking highly qualified individuals for a current opportunity as a Director, Administrative and Business Services! This individual will be responsible for managing and integrating a program of broad, comprehensive administrative and business services for the District, including the development, release, and management of the Request for Proposal/Quote (RFP/Q) and public works bid processes, district-wide legal coordination and management, contracts management, mail and reprographics services, and auxiliary services (bookstore, food service, and other operations).
 
We are looking for someone who has obtained a bachelors degree in business administration, public administration, legal studies or a closely related field; and six (6) years of increasingly responsible experience within the fields of business administration, purchasing, public agency contract administration or other related field, with two (2) of those years serving in a supervisory or management capacity; or an equivalent combination of training and experience. Experience in an academic institution or public agency is preferred.

AT-A-GLANCE POSITION INFORMATION
 
  • Type of position: Full time (40 hours/week)
  • Position Status: Permanent
  • Schedule: The position is from Monday-Friday 8am – 5pm
  • Location: Will support both campuses, but could be located at either the Liberal Arts Campus (LAC) or Pacific Coast Campus (PCC)
  • Salary: Range MGMT 13 $137,885.00 - $ 187,868.00 Annually
  • Eligibility list: Will be valid for 6 months once approved or ratified by the Personnel Commission. We reserve the right to use the established eligibility list for vacancies (permanent and temporary) in this classification as well as related classifications.
  • Advanced salary placement: Generally, new employees start at the first step on the salary schedule. Advanced salary placement may be considered on a case-by-case basis.

Duties

 

Duties Section:
GENERAL PURPOSE
Under policy direction, plans, organizes, integrates and directs the Districts purchasing, contracts, public works procurement, public works claims administration, legal claims and correspondence management, and auxiliary 501(c)(3) business operations and activities. Directs and manages District-wide support services including purchasing, public works procurement, contracts administration, mail and reprographics services and auxiliary business services. Provides professional assistance and support to District management and the Board of Trustees on purchasing, contracting, auxiliary business services and other policy and planning matters and performs related duties as assigned.

Qualifications

 MINIMUM QUALIFICATIONS FOR THIS POSITION:

Education, Training and Experience:
Bachelors degree in business administration, public administration, legal studies or a closely related field; and six (6) years of increasingly responsible experience within the fields of business administration, purchasing, public agency contract administration or other related field, with two (2) of those years serving in a supervisory or management capacity; or an equivalent combination of training and experience. Experience in an academic institution or public agency is preferred.

Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the Districts vehicle insurance policy.
 
Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be assessed to determine those who meet and exceed requirements and are deemed most competitive amongst the applicant pool to proceed.

Selection Process:
The following examination segments are pass/fail and may be utilized during the selection process:
  • screening of the applicant's training, background, and experience

  • Screening of applicants training, education and experience:Applications will be screened for qualifications.
    • Application and Supplemental Application Scoring, 25%: Tentatively scheduled for the week of May 20, 2024
    • Qualifications Appraisal Interview (may be via Zoom or in-person), 75%: Tentatively scheduled on or about May 28-30, 2024
    • Final interview (in-person only): Tentatively scheduled on or about June 4-6, 2024

Test parts are determined by the size and competitiveness of the candidate pool.
Only the most highly qualified candidates will be invited to continue in the examination process. Successful candidates who pass all parts of the examination process will be placed on the eligibility list in order of their relative merit as determined by these competitive examinations.
