Position Summary/Purpose of Position:

The Associate Director of Research Administration plays a pivotal role as the primary administrator overseeing sponsored research initiatives within the Department of Civil and Environmental Engineering (CEE) at the A. James Clark School of Engineering, along with its affiliated units, the Maryland Transportation Institute (MTI) and the Center for Advanced Transportation Technology (CATT). Reporting directly to the Director of Operations within CEE, this position carries the responsibility of managing the entire lifecycle of sponsored projects, including pre- and post-award processes, financial oversight and reporting, compliance with sponsored research regulations, and coordination of effort reporting. The Associate Director for Finance and Research Services will also help with forecasting and reconciliation on state and foundation accounts. Additionally, the Associate Director is tasked with generating data reports and spearheading special projects as needed in this area.

As an integral part of Team Civil, the Associate Director oversees the management of a substantial portfolio, coordinating an annual research expenditure of over $50 million from diverse funding sources (federal, state, corporate and foundation) for post-award activities. Supervisory duties entail leading a team of four exempt staff members distributed across CEE, MTI, and CATT who assist in research and financial pre and post award activities.

Minimum Qualifications:

Education:
Bachelors Degree.

Experience:
  • Seven to ten years of experience in federal grant management.
  • At least three years of supervisory experience.

Knowledge, Skills, and Abilities:
  • Proven expertise with research administration; specifically proposal development and routings, budget projections, and post award grant administration.
  • Solid foundation and working understanding of regulations including Uniform Guidance, the Federal Acquisition Regulation, UMD policies, and sponsor policies as needed.
  • Ability to handle sensitive and confidential matters with discretion and tact.
  • Communicate effectively orally and in writing.
  • Excellent interpersonal and organizational skills and meticulous attention to detail.
  • Possess analytical skills to review expenditures and revenues and prepare financial expenditure forecasts.
  • High proficiency with MS Office Suite, especially Microsoft Excel (to include pivot tables and formulas)
  • Ability to handle multiple, sometimes competing priorities, and provide excellent outcomes within required time frames.
  • Demonstrated analytical skills, proactive problem-solving abilities and responsiveness to the needs of the of the PIs and Research Faculty.
  • Strong critical thinking skills (especially in situations where no clear precedent exists).
  • In-depth knowledge of sponsor terms and conditions, with a focus on federal, state, and other funding.

Preferences:

Preferences:
  • Degree concentration in business administration, accounting, or relevant field.
  • Post-graduate qualification or certificate in research administration, accounting, or a relevant field.
  • Contract and grant management experience in an academic environment.
  • Extensive knowledge of the University of Maryland policies and procedures in the areas of travel, personnel, and purchasing.
  • Extensive experience and working knowledge with Kuali Research, BA3/BA4 (Departments Shadow Accounting System), and KFS (Universitys Official Accounting System), ELF (Universitys Travel System), PCMS (Universitys Purchase Card Management System), etc.

Frequently communicates with faculty, staff and students who have inquiries at the front office desk. Must be able to exchange accurate information in these situations.

Occasional travel required for conferences, events, and meetings.
