Summary

Coordinates and performs human resources services for a College or the District in areas of employee recruitment, equal employment opportunity, diversity, employee status transactions and HRIS, employee communications, and monitoring of workers compensation. Distinguishing Career Features The Human Resources Recruitment Coordinator is a senior-level technical contributor within the human resources career path. The Human Resources Recruitment Coordinator is a subject matter specialist in employee recruiting and equal employment opportunity (EEO) and requires knowledge of a full range of human resources programs, services and subjects. May participate and assist with other HR programs having a College and/or District-wide span.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all the following types of duties, as assigned:

1. Coordinates and facilitates recruiting processes and participates in interview and selection committees at the College and/or District level. Once a position is approved, initiates internal and external recruiting activities.
 
2. Works with hiring managers to refine job announcements, establish the prescreening and interview criteria, refine job announcements/descriptions, and activate the search, application, and hiring processes.
 
3. Provides employment and general information about the College and District to prospective job applicants. Responds to inquiries of persons interested in employment, compiling and forwarding special information (e.g., brochures, maps, access details).
 
4. Implements, communicates, and maintains a recruitment process contributing to the identification of quality job candidates and responses to special needs. Participates in special and targeted recruitment processes to locate and attract specific subject skills or demographics. Consults with and advises hiring managers and interview panels on EEO and related diversity compliance for these processes.
 
5. Coordinates job candidate testing (as needed), prescreen, and interview panels. Assembles and distributes information to the hiring administrator. Facilitates interview scheduling and selection process. Selects and recommends test content.
 
6. Analyzes applicant prescreening results and makes initial recommendations based on qualifications and suitability for employment within District requirements and stated qualifications. Refers complex or sensitive outcomes to the Director.
 
7. Meets with new and transferring employees to facilitate orientations and completes new hire information needed to activate the employee in HRIS and payroll. Works with District specialists to verify compensation and benefits arrangements.
 
8. Serves as the campus representative and point-of-contact on matters relating to payroll, faculty assignments, benefits, leaves, worker's compensation, diversity, equal employment opportunity, access, and accommodations. Conducts regular orientations and trainings on regulations, policies, and District best practices for these items.
 
9. Maintains personnel records including control and storage of documents and files, conversion of files to support computer-aided retrieval, and day-to-day record maintenance.
 
10. Oversees and participates in setup of computerized employee files that include determination of pay and benefit levels. Transmits information to payroll for processing. Submits Electronic Personnel Action Form (EPAF).
 
11. Participates in, reviews and prepares reports of staffing, employee hours and attendance, and the Colleges internal assessments of HR program elements such as, employee use of paid leaves, and other benefits.
 
12. Coordinates the Worker's Compensation process for the College to include providing information to injured employees, submitting claims to Third Party Administrator, and providing documentation and information to District Risk Services.
 
13. Prepares draft position descriptions and recommendations for salary grade assignment subject to review by the Districts Compensation staff.
 
14. Participates in a variety of College and District-wide programs and projects as a representative of the department and campus.
 
15. Interprets policies and procedures on behalf of the department. Assists at the District- level with policy development and researching prevailing and emerging practice and trends.
 
16. Maintains up-to-date libraries of District, College, and HR information, descriptions, pay tables, and documents describing quality of work life and employee centered services for promotional materials.
 
17. Coordinates and participates in outreach activities such as workshops, job fairs, and other recruitment related events.
 
18. Provides human resources support to employees in the areas of administrative, classified, and certificated services. Facilitates documentation and verification of credentials, recruitment, employee orientation, and employee relations.
 
19. Utilize and maintains centralized applicant tracking management system; including managing entire full cycle recruitment process, releasing applicant pools, releasing applicant pools to hiring managers, administering and assisting users with the system in both the applicant and employee processing modules.
 
20. Maintains statistical and other data to support equal employment action plans. Compiles statistical reports concerning employment function activity such as recruitment, applicant flow, applicant demographics, pre-screening activities, interviews, and selection. May prepare reports to management and external regulatory agencies.
 
21. Assists with verifying backgrounds of job candidates by administering testing, facilitating committee assessment, and respond to committee and applicant inquiries.
 
22. Corresponds with job applicants on status of resume and application, employment opportunities, and status of active recruitment/selection processes. Composes letters regarding the employment process.
 
23. Prepares recommendations for employment. Issues notices of employment to successful candidates.
 
24. Provide work direction and guidance to office staff.
 
25. Performs other related duties as assigned that support the objective of the position.
 
26. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

 

Qualifications and Physical Demands

Knowledge and Skills

1. The position requires in depth technical knowledge of the best practices and procedures associated with human resources services in education or related public service.
2. Requires specialized knowledge of education code and EEO laws, regulations, and intent relating to the recruiting, on-boarding, and day-to-day activities of employees.
3. Requires basic knowledge of common provisions of employee benefit, workers compensation, and related plans offered to employees.
4. Requires working knowledge of personnel policies, rules, laws, and regulations.
5. Requires well-developed skills at using common computer-aided applications for office productivity and presentations.
6. Requires demonstrated skills at accessing and organizing data from relational databases, verifying numerical and demographic information, and entering information onto established data entry screens.
7. Requires well-developed knowledge of English language, punctuation, syntax, and grammar to prepare professional correspondence.
8. Requires enough math skills to perform standard business math calculations.
9. Requires enough human relation skills to convey technical concepts to others, to deal with sensitive and private information, to give instructions and orientations, and to facilitate discussions in individual and small group settings.

2. Requires the ability to coordinate full-cycle recruitment processes, prepare and deliver employee communications, prepare human resources-related reports, and develop recommendations on personnel actions that are fair and in the best interest of the College and District.
3. Requires the ability to learn and apply laws policies, procedures, and contractual agreements governing equal employment opportunity and workers compensation.
4. Requires the ability to perform research and analysis.
5. Requires the ability to learn, apply, and interpret District policies, procedures, and rules pertaining to human resources.
6. Requires the ability to plan, organize, and prioritize work processes in a high-volume environment in order to meet schedules and timelines.
7. Requires the ability to train others and facilitate small group discussions.
8. Requires the ability to communicate technical information and to interact with a wide variety of individuals inside and outside the organization.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
The position typically requires a Bachelors degree in business, human resources, or related discipline and five years of experience in a human resources function. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

Licenses and Certificates
May require a valid driver license. Working Conditions Work is performed indoors in an office environment with minimal health and safety considerations.

Conditions of Employment

 

This recruitment is for one permanent, full-time classified, 40 hour per week, 12-month per year position. The normal hours of work are Monday through Friday from 8:00am to 5:00pm. The effective date of employment will be arranged with the supervisor. This position is eligible for limited telecommuting options following successful completion of probation.

Comprehensive Medical, Dental and Vision
We know that the health of our employees and their families is a priority. That's why we offer extensive health care benefits to benefits-eligible employees. We offer the District's PPO plan as well as two HMO's, United Health Care and Kaiser Permanente. We also provide District-paid dental and vision insurance.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations

Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
