ABOUT THE POSITION
The Director, Adult and Continuing Education will be responsible for overseeing the planning, development, implementation, and evaluation of adult education programs and ensures high-quality learning experiences for diverse adult learners. The Director will collaborate with internal and external stakeholders, manage resource perform financial grant reporting, provide professional development, and engage in strategic planning for adult education initiatives including enrollment management.
DISTINGUISHING CHARACTERISTICS
The Director of Adult and Continuing Education will serve as the administrator for the Long Beach Adult Education Consortium (CAEP) and oversee day-to-day operations, marketing, and community engagement for the successful implementation of CAEP funding. The incumbent will provide day-to-day leadership for adult education programs.

Duties
POSITION RESPONSIBILITIES

1. Adult Education Leadership:

Provides day-to-day leadership for adult education in the greater Long Beach area, fostering a high-performance, customer service-oriented environment.

Develops and implements strategic and long-range program planning for a comprehensive and integrated program.

Leads and collaborates on grant writing in support of adult learners.
-
Identifies and recommends opportunities for faculty and staff to develop new programs and services meeting the evolving needs of adult learners.

Serves as a districtwide resource on indirect matriculants, offering expertise on their demographics, enrollment, and special needs to faculty and departments.

Collaborates with faculty and departments districtwide to ensure that system designs are informed by the specific needs of adult learners.
2. Consortium and Grant Administration:
- Serves as the administrator for the Long Beach Adult Education Consortium (CAEP), overseeing day-to-day operations, marketing, and community engagement for the successful implementation of CAEP funding.
- Manages CAEP funds including fiscal and narrative reporting, and compliance with expenditure guidance.
- Plans, develops, and administers unit budgets, monitoring fund use for compliance and grant deliverables.
- Maintains fiscal and expenditure controls to ensure adherence to regulations, procedures, and audit standards.
3. Marketing:
- Collaborates with Communications to create and execute marketing plans aimed at increasing enrollment and persistence of adult learners.
4. Community Collaboration:
- Maintains proactive liaisons with Long Beach Unified School District and community partners to enhance collaboration in adult education.
- Provides leadership in working with public and private organizations to advance adult education opportunities.
5. Collaborative Governance:
- Works collaboratively with administrators, faculty, staff, and College committees to ensure grant initiatives align with community needs, instructional programs, and District goals within a participatory governance environment.
6. Adherence to Policies:
- Stays informed about current adult education trends and practices, ensuring compliance with District policies and regulations.
7. Performs other related duties as assigned.
Qualifications
MININUM QUALIFICATIONS:
- Master's degree from an accredited institution, or possession of a valid California Community College Supervisory Credential, AND
- One year of formal training, internship, or leadership experience reasonably related to the administrative assignment, AND
- Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
DESIRABLE QUALIFICATIONS:
- Master's degree public administration, educational leadership, or a related field
- Three (3) years progressively responsible experience related to workforce vocational training and/or California Adult Education Program
Knowledge of:

Adult learners, including indirect matriculants, their needs and the research that supports best practices for student success in higher education. Basic marketing tactics to target adult learners.

Emerging career and technical education programs, including labor market conditions and emerging industry workforce training needs, related industry certifications; and business and industry workforce training programs.

Principles of effective project and training program management, including process development, process improvement; budget and grant planning, development, management and fiscal accountability, to meet funding outcomes, program deliverables within budget constraints; development and analyses; staff supervision, team building and cross functional team participation, delegation, and management.

Federal, state and local agencies regulations for program management, program requirements and procedures, and applicable program and budget compliance.

Principles and practices of contract management, specifically of consultants and vendors; District policies and procedures related to assigned areas of responsibility.

Methodologies and approaches for high-level customer service, program marketing, outreach and participant recruitment.

Office management practices, processes and procedures; advance use and operation of a computer, databases, and other office standard software (Microsoft Office Word, Excel, PowerPoint, internet, search engines, social media, etc.), and principles of data management.

Research methodologies and data analysis techniques to assist in report development and writing; principles of grant writing techniques, requirements, proposal development, program cost estimation, and evaluation methodologies; complex grant report development, writing, and presentation skills.

The diverse socioeconomic, cultural, ethnic and disability backgrounds of the local regional population.

Ability to:

Plan, manage, implement and evaluate daily operations, activities and services of large-scale and complex community college projects and programs; make sound decisions to achieve goals and objectives within a prescribed timeframe, meet schedules and deadlines and deliver quality work on time; organize, set priorities and exercise sound independent judgment within areas of responsibility.

Effectively apply the principles and practices of project management, tracking and major milestones; employee supervision, training, evaluation and development.

Interpret, apply, explain and appropriately apply federal, state and local laws and regulations to program administration, implementation; manage activities and funds within District and funder policies and procedures.

Develop appropriate data collection systems and processes; analyze, evaluate, and interpret appropriate and applicable program data, in both statistical and narrative form.

Develop and build partnerships, work collaboratively, and maintain effective working relationships with industry and community leaders, vendors, chambers of commerce, economic development organizations, District personnel, faculty, administrators, and staff; interface with diverse business and industry groups and clients, community leaders, program partners, independent program consultant/trainers, the general public and others encountered in the course of work requirements.

Negotiate and develop program activities with multiple stakeholders to ensure agreement and consensus; understand, interpret and respond to internal and external customer needs and expectations, and provide high-level of customer service.

Exercise sound independent judgment within general program and policy guidelines, solve problems creatively, resolve difficult program issues and situations to the satisfaction and completion of all parties; exercise tact and diplomacy in dealing with sensitive and complex issues and situations and maintain confidentiality, including issues related to personnel.

Prepare clear, concise and comprehensive both program and grant reports, correspondence and other documents; communicate effectively, both orally and in writing to both internal and external program stakeholders and participants; develop and make effective oral presentations to a variety of audiences with differing levels of knowledge regarding technical subject matters such as advanced transportation, engineering technologies, supply chain logistics and other technical areas as assigned.

Identify and develop grant resources, sources, partnerships, and collaborations to further grant deliverables and objectives.

Requires a valid California drivers license and the ability to maintain insurability under the Districts vehicle insurance policy.
