The application deadline for this position is 11:59PM EST on October 18, 2024.The SF College Purchasing Office is dedicated to assisting the Administrative Affairs Division by providing vital support services, promoting and supporting effective and efficient purchasing practices, assisting departments with college procurement, and acting as a liaison between SF and outside suppliers.
The Director for Purchasing and Auxiliary Services is responsible for the cost-effective procurement of materials, equipment, supplies, and designated services. This includes providing purchasing services to all departments and locations that are part of the college; negotiating purchase agreements for materials, equipment, supplies, and designated services; conducting research to maintain the most effective purchasing practices and procedures; and initiating necessary cost saving programs where feasible. Additionally, the Director is responsible for soliciting and monitoring various auxiliary contracts to ensure contract compliance and good value for the college.
Job Description
Responsibilities and Duties Include:
- Oversees the efficient and service-oriented operation of the Purchasing Department, completes annual performance evaluations of direct reports, and ensures appropriate facilities management, adequate human and physical resources, and proper safety and security measures.
- Solicits for and monitors auxiliary services agreements for the College, including the bookstore, beverage contract, vending, food court, and pay-for-print services.
- Reviews all purchase requisitions from all departments on campus to assure compliance with College Rules, state rules and laws, and federal rules and laws.
- Creates, reviews, and executes contracts for goods and services up to $325,000, with guidance from the College's Legal Counsel when appropriate.
- Conducts formal solicitations for goods and services over $35,000.
- Develops and implements new policies, procedures, and training in the Purchasing department and ensures that all related College Rules, policies, and procedures comply with state and federal law.
- Prepares the College's 1099 statements and reports expenditures to the Internal Revenue Service annually.
- Maintains and incorporates technology into the purchasing process.
- Administers the College's Purchasing Card Program, which includes monitoring cardholders and providing training when needed.
- Conducts trainings on Procurement Rules for faculty and staff as needed and initiates appropriate action against personnel who violate these rules.
- Serves as an integral member on several College Committees, such as secretary for the Bookstore Advisory Committee, Chair of the Food Service Advisory Committee, and a member of the Resource and Planning Council.
- Represents the Purchasing department at various College wide events, hiring committees, and external conferences.
- Serves as the point of contact for current and prospective vendors, meeting with them at request and when needed, and ensures a fair and open competition among vendors.
- Attends local or regional business purchasing conferences and trade fairs; visits other colleges and the University of Florida to solicit related information; and ensures a diverse group of vendors in the vendor system.
- Creates, analyzes, interprets, and negotiates contracts and agreements.
- Prepares monthly Purchasing reports for the Board of Trustees.
- Possesses a working knowledge of college, state, federal procurement laws and rules; procurement processes and procedures; accounting and business processes and procedures.
- Complies with all published College Rules, procedures, guidelines, and laws/regulations governing public employees, including but not limited to those related to document retention and destruction, FERPA, and confidentiality.
- Strictly honors the privacy, security, and confidentiality of sensitive information according to appropriate state, federal, and college regulations, policies, and procedures.
- Provides service excellence through courteous, informed, accessible, and professional engagement.
- Performs other duties as assigned.

QUALIFICATIONS
Required: A bachelor's degree in a field related to finance, accounting, procurement, etc., with four (4) years of related work experience and/or a combination of related education and work experience equal to eight (8) years, with prior supervisory experience, is required.
Additional Requirements: A criminal background check will be conducted.
Preferred: Certified Professional in Supply Management (CPSM) and/or Certified Public Procurement Officer (CPPO) and/or Certified Auxiliary Services Professional (CASP).
