Work Schedule:Full Time-(requires extensive travel to all site locations as well as community and employer partners.)
Salary Range:$77,257 - $98,788
FLSA Status:Exempt
Summary
The Executive Director develops and manages the vision and direction of the Center for Innovation and Learning programs, identifies unmet industry and business needs, and leads the discussion with internal stakeholders to recommend, develop and implement key programs and initiatives to grow workforce development programs to meet the needs of business and industry. The position leads efforts to develop and/or strengthen the relationship(s) between the college and external stakeholders, including industry/business, government, and military entities, public and private secondary and postsecondary schools, and other interested entities. The Executive Director provides day-to-day leadership and management of The Center for Innovation and Learning programs, courses, and functions, ensuring programs are in step with current and future directions of business and industry.
Supervises and evaluates, Workforce and Community Outreach Administrators, Amazon Project Director, Manufacturing Coordinator, Business Development Specialist, Director of Career Development, CDL providers and support personnel. Reports to the Dean of Education, Arts, Computer Science, Online Learning, and The Center for Innovation and Learning.

Duties and Responsibilities

Essential Duties and Responsibilities


  • Builds partnerships across the college and within the community, spearheads college initiatives, promotes educational innovation, and is responsible for the administration of workforce contract training, noncredit courses, employer engagement, and specialized programming.
  • Responsible for CDL, Amazon, Mobile Units, Non-credit – Credit Pathway, CPT Logistics/Manufacturing, WIB, Outreach and partnership development, noncredit open enrollment (current EMT, Phlebotomy, Healthcare Office Coord and expand to new open enrollment), Career Services
  • Grow enrollment and income, trained on Sales Force, provide full and complete information to other departments and supervisor
  • Identify new opportunities to increase offerings, and lead the execution of communication strategy for outreach to employers.
  • Maintains and grows enrollment and revenue related to workforce development.
  • Oversees and guides customized and contract training funds and programming, Community Education, CDL Training, Amazon Partnership and other employer-related programs and services.
  • Provides leadership of the Center for Innovation and Learning initiatives and will build and maintain relationships with local employers, government and non-profit agencies and economic development organizations.
  • Will collaborate closely with colleagues to develop new pathways, options, and stackable credentials from non-credit to credit offerings.
  • Identifies and expands economic development opportunities targeting local, regional, state, and national firms that strive to address community training needs.
  • Participates in local and state workforce activities that promote economic development and assists in the creation of high quality and innovative training.
  • Seeks out relevant workforce community partnerships that will strengthen and expand workforce training, noncredit programming, mobile lab unit expansion, and noncredit to credit pathways.
  • Research, analyze and position the College to respond to community needs and the market for workforce education, training and consulting.
  • Provides effective leadership in developing comprehensive training programs and technology-based learning while also implementing and evaluating programmatic outcomes.
  • Provides effective leadership to the Career Development Center.
  • Grows opportunities for students to participate in comprehensive Career Development and experiential learning such as pre-apprenticeships.
  • Network with alumni and other sources within specific area (particularly industries, non-profit and/or government) to strengthen and broaden relationships that support students.
  • Ensures the division is in compliance with federal, state and local program regulations and guidelines. Works with the Office of Institutional Effectiveness for all compliance regulations.
  • Maintains key contact with the LV Workforce Investment Board, ensuring the onsite space is staffed to achieve workforce training contracts.
  • Responsible for developing and expanding noncredit course and program offerings. Ensures that communication with academic deans occurs to expand noncredit to credit pathways.
  • Monitors scheduling and staffing of all noncredit courses in collaboration with the academic deans of all schools, online learning, concurrent enrollment, and enrollment management. Ensures that noncredit offerings are comprehensively and timely placed onto the college website. Work closely with College Relations to market The Center for Innovation and Learning programming.
  • Arranges for staff professional development, particularly in sales, database development, project management, grant writing, and interdisciplinary learning, with emphasis on continuous improvement of technical skills and curricular innovations.
  • Recommend, design, develop and implement procedures and initiatives endeavoring to promote success and continually improve the divisions programs.
  • Prepare and administer the departmental budgets, develop programming which is profitable, and maintain a model which is self-sustaining outside of college operational funds.
  • Establish comprehensive tracking system for all programs and develop quarterly reporting system that includes enrollment, waitlists, revenue.
  • Assure grants, contractual budgets and other funds are used appropriately within the guidelines of funding sources and the Colleges policies and procedures.
  • Negotiate and approve grants, contract proposal and pricing for service provisions with client organizations.
  • Negotiate and approve service delivery agreements made with instructor/consultants and companies working at the College as trainer/consultants ensuring programs and services meet planned objectives, on time, and within budget.
  • Manage contracts with third party providers such as Amazon, CDL.
  • Responsible for providing assistance for accreditation reports including the Middle States.
  • Extensive travel to all site locations as well as community and employer partners.
  • Develop and maintain an operational manual.
  • Performs other duties as assigned by the dean.

  • Bachelors degree in a related field from a regionally accredited college or university.
Certifications
  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)
Work Experience
  • Five years administrative experience in education or training including experience at a managerial or supervisory level or equivalent experience.
  • Must possess a strong knowledge of the community and demonstrated community involvement.
Knowledge, Skills, Abilities
  • Must have strong experience in computer applications.
  • Must demonstrate experience in working with faculty to develop innovative programs, write grants, increase student success/retention, and fashion articulation agreements.
  • Must have well-developed leadership and interpersonal skills in addition to embracing diversity in the college community.
  • Must demonstrate analytical, communication, and organizational skills as demonstrated by an ability to use data lead change effectively.
  • Must possess a strong understanding of and commitment to the mission and philosophy of the comprehensive community college.
  • Must possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge.
  • Must possess a strong knowledge of the community and community involvement.
Preferred
  • Masters degree from a regionally accredited college of university.
  • Experience in collegiate teaching.
  • Experience working in a collective bargaining environment.

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to handle or feel; reach with hands and arms; talk and hear. The employee may regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and distance vision.
Work Environment
The noise level in the work environment is usually quiet to moderate.
