Chief of Police
Job Description
Reporting to the Vice President for Finance and Administration, the Chief of Police provides leadership, strategic planning, and administrative direction for Colleges Police Department and Office of Emergency Management and Safety.
Duties and Tasks:
- Support the mission and vision of the department and the College.
- Plans, organizes, and manages all functions and activities of the College Police Department, including patrol, investigations, and support services.
- Provide a full-service state law enforcement agency primarily responsible for the day-to-day safety and security of all students, faculty, staff, and visitors of the College.
- Develop and maintain crisis management programs and emergency response procedures.
- Coordinate with local first responders and emergency services.
- Prepare and manage the departments budget and resources.
- Oversee the department of 50+ sworn officers, supported by non-sworn security personnel, and dispatchers, operating 24 hours a day and 365 days a year.
- Oversee the Office of Emergency Management and Safety to ensure compliance with and response to all emergencies, to include the operation of the Emergency Operations Center
- Develop and implement policies and procedures to ensure compliance with federal, state, and local laws, as well as college regulations, including Clery compliance
- Establish and maintain professional standards for law enforcement officers.
- Foster cooperative working relationships with other college departments, local law enforcement agencies, and the public.
- Serve on all applicable college and campus level boards and committees.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
- Knowledge of legal processes, criminal justice system, law enforcement principles and techniques, and investigative procedures.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of people and resources.
- Knowledge of federal, state, and local laws, statutes, regulations, codes, and standards related to the area of responsibility.
- Strong administrative skills.
- Ability to develop and implement community policing strategies.
- Proficiency in emergency management and incident command systems.
- Excellent interpersonal, verbal, and written communication skills.
- Demonstrated ability to manage a diverse population and addressing performance and civility concerns promptly and within the appropriate policies and procedures.
- Demonstrated ability building relationships within the organization with key stakeholders and colleagues to meet business needs.
- Ability to work collaboratively and build strategic relations with colleagues, vendors, diverse communities and other stakeholders.
- Ability to develop and manage a budget within fiscal allocations.
- Extensive experience, to include supervisory, in law enforcement, including patrol and investigative roles.
- Progressive experience in command level assignments, such as division commander or deputy chief.
- Commitment to creating a safe and inclusive campus environment.
- Virginia law enforcement certification or the ability to obtain within six months of employment.
- Valid drivers license with a satisfactory driving record.
- Experience as a deputy chief, lieutenant or comparable level.
