Position Summary

Reporting to the Director of Capital Projects, the Capital Project and Construction Manager is responsible for overseeing the planning, coordination, and execution of capital construction and renovation projects at the college. The position works closely with the capital project management team members to plan and design capital construction and renovation projects; provide direction to college staff, contractors, or consultants regarding the completion of small construction and renovation projects; manage assigned project budgets and construction schedules effectively; and assist with the development, planning, and implementation of major capital projects. In addition, the manager will assist the Director of Capital Projects and Planning with the development of the Facilities Master Plan, the Capital Improvement Plan, and State of Maryland capital budget submissions. This role ensures that all projects are completed on time, within budget, and in compliance with safety and regulatory standards.

30% Oversees the development of construction or renovation projects
- Under the direction of the Director of Capital Projects and Planning, works with project management team members managing the planning, budgeting, scheduling, execution and design of new construction and renovation projects and with planning and design for smaller projects to be performed by the college's in-house Facilities Management team.
- Participates in strategic planning and design meetings with academic and administrative leadership to determine or validate project priorities.
- Works with the Procurement Department to determine relevant procurement methodology for each project and assists in the procurement process as required.
- When appropriate, solicits competitive bid construction proposals from contractors, receives and evaluates bids, and makes recommendations for selection. Selects and manages contractors, architects, engineers, and other external partners. Oversee contract negotiations and ensure project compliance.
- Assists with the preparation of materials necessary to support construction and renovation contracts and furniture and equipment purchases.
- Identify and mitigate risks associated with capital projects. Develop contingency plans as needed to ensure project completion.
20% Provides direction to staff, contractors or consultants regarding the administration of minor construction and renovation projects- Oversees construction contract administration process including monitoring status of submittal documents, requests for information, schedules, invoice, or payment applications, change order proposals, compliance with contract documents, non-compliance and corrective action requirements for assigned projects.
- Provides guidance and direction regarding integration of work with and management of disruptions to college facilities, information technology, space use, and academic planning and scheduling.
- Attends construction conferences and routine project progress meetings with architecture and engineering consulting team members, contractors, regulatory and/or utility authorities.
- Supervises work performed by college or separate College contractors.
- Supervises preparation of record close-out documentation including submittals, Operations & Maintenance manuals, warranties, guarantees and As-Built drawings and training of campus facilities management personnel.
- Integrate sustainability principles into capital projects, including energy efficiency and environmentally responsible materials and processes.
- Prepares and/or reviews project cost models, cost estimate worksheets, and any updates.
- Reviews and approves invoices and payment applications prior to disbursement. Oversees preparation of documentation authorizing final payments.
- Manages budget changes, including making recommendations pertaining to expenditure of contingencies. Negotiates change orders and oversees preparation of documentation for approval.
- Reviews baseline and progress schedules.
- Monitors progress for compliance with college schedule expectations. Advises on recovery schedules should project progress fall behind and ensure cost efficiency across all projects.
- Reviews documentation pertaining to the capital budget and five-year capital program.
- Assists with the development of the Facilities Master Plan.
- Assists with the preparation of materials - including requisitions, contracts, Board of Trustees agenda items and resolutions, or State capital budget submissions - necessary to support construction contract and furniture and equipment purchase award authorizations.
- Attends routine project progress meetings with architecture and engineering consulting team members, contractors, regulatory and/or utility authorities.
- Works with the Director of Capital Projects to collaborate with college leadership, faculty, staff, and external consultants to define project scopes and objectives.
10% Capital Project Administration- Develops, edits, and updates the colleges Capital Project Management and Oversight Manual
- Works with the Web team to develop and update the capital and construction related web pages to provide information to students, employees and the public about construction and renovations.

Minimum Education and Training
Required Education and Experience:
- Bachelor's degree in construction management, engineering, architecture, or related field. Masters degree preferred. Three or more years of experience in field related to construction/project management.
