Definition
Provides complex technical support functions related to the installation, customization, testing, and debugging of the Districts local and wide area enterprise networks; assists in monitoring network performance and responding to service requests to resolve platform and service performance disruptions; and implements and supports of internetworking infrastructure systems throughout the District.
Typical Duties
Provides complex technical support related to the installation, customization, upgrade, and maintenance of District network systems, including LANs, WANs, internet, security, and wireless.
Troubleshoots enterprise routing and switching environments, virtual private networking (VPN), wireless networking, and voice communications infrastructure/systems including Voice Over IP and assists in configuration tasks.
Plans and implements standard based data, voice, and video solutions.
Monitors network performance and utilizes a variety of diagnostic tools to analyze and monitor systems technical performance including, but not limited to, speed, capacity, and transaction distortion.
Installs and monitors network data and telecommunications hardware and software such Dynamic Host Configuration Protocol (DHCP) or Proxy.
Implements and maintains security configurations in firewalls, Intrusion Protection Systems (IPS), routers, switches, Virtual Private Network (VPN) appliances and communications circuits.
Installs and uses systems management software to monitor network activities at multiple sites.
Interfaces with technology peers, vendors, and support staff to coordinate activities, exchange information, and solve campus network issues and concerns.
Participates in periodic systems backups and recovery tests involving network hardware and software.
Researches and makes recommendations on products and services related to network systems.
Creates and maintains documentation related to daily activity logs, network configuration, network mapping, processes, and service records.
Participates in developing network systems procedures and standards.
Trains staff with lower-level skills on network operating procedures.
Attends and participates in meetings, conferences, and seminars related to network technology to maintain current knowledge of technological advances in the field.
Performs related duties as assigned.
Distinguishing Characteristics
A Network Engineer provides complex technical support functions related to the installation, customization, testing, and debugging of the Districts local and wide area enterprise networks; assists in monitoring network performance and responding to service requests to resolve platform and service performance disruptions; and implements and supports internetworking infrastructure systems throughout the District.
A Senior Network Engineer provides innovative and highly complex technical support functions related to the installation, customization, testing, and debugging of the Districts local and wide area enterprise networks; assists in monitoring network performance and responds to the more complex service requests to resolve platform and service performance disruptions; implements and supports internetworking infrastructure systems throughout the District; and provides technical direction to network staff on a project -by-project basis.
A Network Architect plans, designs, and documents, the physical components, functional organization, configuration, and operating protocols and standards of highly complex enterprise networks Districtwide including data, voice, audio/video and physical security systems; leads the implementation of infrastructure projects, monitoring of network performance, and response to platform and service performance disruptions; manages internetworking infrastructure systems throughout the District; and drives continuous improvements and growth in network technologies, internet routing, and virtual private networks
Supervision
General supervision is received from information technology management staff. Functional supervision may be received from a Network Architect. Technical assistance is provided to staff with lower-level technical skills.
Class Qualifications
Knowledge of:
Principles of local and wide area network design, network development, implementation, and administration
Network systems, protocols, and standards such as: TCP/IP, HTTP, HTTPS, DHCP, NAT, 802.1x, MPLS, OSPF, BGP, QoS, multicast, DWDM/CDWM, IPSEC & SSL VPN, GRE tunnels, HSRP, DHCP, DNS, ARP, SNMP, WAN optimization, and IPv4 and IPv6 dual stack architecture, implementation, best practices, and transition techniques
Network security and access control such as Intrusion Protection Systems (IPS), Virtual Private Network (VPN) appliances
Large complex enterprise wireless infrastructure and technology including IEEE 802.1x authentication, mobility, captive portal, and BYOD
Data Center network architecture and technologies including but not limited to Layer 2 and Layer 3 switches, cloud networking, 802.1q VLAN Trunking, Spanning-tree, and Load Balancers VoIP architecture and technologies
Fault isolation, testing procedures, and network mapping and diagramming tools
Operation and application of a wide variety of network software
Network management, network availability, and capacity planning tools
Fiber and copper cabling design, topology, specifications and best practices of the District communication systems
Communications network architectures, programmable protocol analyzers, and communications hardware
Methods and techniques of technical documentation and record keeping
New trends and developments in computer and network technology
Principles of training
Ability to:
Install, customize, test and debug a variety of network systems
Contribute to network design enhancements
Monitor network performance and security and devise solutions when problems occur
Modify and implement network software configurations
Analyze network systems problems and devise solutions
Produce and maintain documentation of complex network implementations
Formulate and express ideas clearly and effectively orally and in writing
Conduct assessment and document large complex enterprise networks
Transcribe project technical requirements into system documentation
Perform sizing and capacity assessments
Complete performance analytics
Perform root cause analysis, forecasting, and trend analysis
Troubleshoot and test fiber and copper cabling systems; replace or repair fiber and copper patch cables as needed
Respond to emergency service calls to resolve platform and/or service performance disruptions as needed
Utilize diagnostic test procedures and tools
Write technical specifications and network diagrams, and other technical reports in understandable terms

Entrance Qualifications
Education and Experience:
A bachelors degree from a recognized college or university, preferably with a major in computer science, computer information systems, management information systems, computer engineering, or a related field
AND
Two years of recent, full-time, paid, professional-level experience in the installation and maintenance of computer networks in large enterprise environments supporting LAN/WAN, web, mobile, and cloud platforms. Qualifying experience must have included the management of routers, firewalls, and switches. Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.
Vendor training courses in router and firewall management is highly desirable. Experience in multi-vendor and/or higher education environments is desirable.
Certification:
The following certification or an equivalent must be obtained within six months of employment and remain current thereafter:
- Certified Cisco Network Associate (CCNA)
Special:
A valid Class "C" California driver's license is required.
Travel to locations throughout the District is required.
