University of Hawai‘i, Kapi‘olani Community College, Human Resources Department is seeking applications for the Human Resources Specialist (Casual Hire). Important note: Applicants seeking short-term or part-time work with the University of Hawai'i may apply for Casual Hire positions, which include administrative, professional, and technical (APT) or instructional-type positions.  Because of the temporary nature of these appointments, Casual Hire employees are not eligible for most benefits as provided to regular BOR and Civil Service employees (i.e. paid holidays/leave). Casual Hire appointments may last for up to 89 days for full-time employees, and up to 1 calendar year for part-time employees.

Duties and Responsibilities:

  • Reviews requests for all appointments assigned such as instructional, non-instructional, casual, non-credit, and overload appointments for accuracy and completeness.  

  • Determines the correct method of payroll payment, e.g., lag, non-lag, after the fact, etc. Ensures that personnel transactions are processed and submitted to the payroll office to meet payroll deadlines.

  • Reviews and oversees the processing of appropriate supporting documents for new appointments, resignations, terminations, transfers, pay changes, account codes, and status changes.

  • Processes documents and ensures delivery to appropriate offices such as Payroll, Office of Human Resources, and other off-campus destinations as required.

  • Prepares manuals, guides for HR processes especially the Casual Hire recruitment process. 

  • Manages and maintains official personnel files which include file paperwork when directed. Disposes, archives, and/or transfers records in accordance with established policies and procedures.

  • Assists in the planning and coordination of various campus events for staff development.

  • Responds to inquiries and resolves any discrepancies as requested from employees and/or supervisors.

  • Reviews, processes, and/or distributes incoming mail to appropriate personnel.

  • Provide administrative support services to other HR Specialists and HR Manager. 

  • Other duties as assigned.

Minimum Qualifications:

  1. Possession of a baccalaureate degree in Business Administration, Human Resources Management or related field and 0 year(s) of progressively responsible professional experience with responsibilities for human resources management; or equivalent education/training or experience.

  2. Functional knowledge of principles, practices, and techniques in human resources management demonstrated by knowledge, understanding, and ability to apply concepts, terminology.

  3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources.

  4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the areas of human resources.

  5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.

  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

  7. Demonstrated ability to operate a personal computer and apply word processing software.

  8. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Desirable Qualifications:

  1. Demonstrated ability to learn Human Resources Information Systems.
  2. Experience using PeopleSoft, NeoGov, Microsoft Package, Google Suite, etc.
