Business Analyst, Student Financial Assistance

Job Description

The Student Financial Assistance Business Analyst provides leadership and oversees all technical aspects of financial aid delivery including configuration and operation of Ellucian's Banner Student Financial Aid module and other technologies that are used in the administration of student financial assistance. The work includes analysis, design, development, integration, testing, implementation, enhancement and maintenance of complex administrative financial aid software systems to meet compliance requirements, support efficiency, identify innovation, and enrich the Oakton student experience. This position creates documentation, trains staff, and serves as the liaison with Information Technology (IT).

Characteristic Duties and Responsibilities:

  • Plan, analyze, develop and implement technology and automated processes that support Student Financial Assistance program delivery, compliance, enrollment, and student success. This includes, but is not limited to, importing and exporting of record data, document tracking, budgeting, packaging, communicating and disbursing of financial aid.
  • Design, build and modify queries and reports (including analysis and coding), using the appropriate programming language such as Structured Query Language (SQL) and reporting tools such as ARGOS. Prepare data and provide information on business processes, data definitions and data layout for projection and modeling studies, trend analyses and survey completion for the Integrated Postsecondary Education Data System (IPEDS), Illinois Board of Higher Education (IBHE) and Fiscal Operations Report and Application to Participate (FISAP), etc.
  • Serve as financial aid content expert and liaison with the IT Department. Maintain Banner financial aid rules and Population Selections. Complete the annual Banner "New Year Rollover" process.
  • Train individuals and groups on the proper usage of Banner Student Financial Aid and other related technologies. Communicate and collaborate with individual staff members, other Business Analysts, Software Developers, and other technical teams to provide technical support for the delivery and compliance of financial aid, including special programs and targeted student groups.
  • Oversee system upgrades, system improvement, and data processes as required. Test and validate data/processes to ensure the delivery of accurate, timely, and consistent quality data. Troubleshoot any technical problems with the Banner software by utilizing Banner product manuals, Ellucian customer support site, user supports groups and other available resources.
  • As directed, assist with the administration, management, and supervision of the Office of Student Financial Assistance to make certain that technology is used correctly and efficiently. Research, participate in professional development, and communicate new features of Banner Student Financial Aid and unused tool functionality.
  • Maintain the computer run schedule for production of reports, batch maintenance programs, scheduled jobs, and electronic data exchanges with federal and state agencies. Keep staff and IT informed of changes in system function.
  • Assist in audits, program review, and reconciliation processes. Provide research assistance on financial aid regulations and provide recommendations regarding policy and compliance.
  • Prepare and maintain system and user documentation and procedures, including program operating procedures, program changes and other relevant information to accompany designs and changes to codes developed or modified.
  • Maintain high standards of data quality and integration with other applications. Provide recommendations for security and monitor fraud.
  • Maintain the highest level of ethical behavior and refrain from conflicts of interest or the perception thereof. Protect the privacy of financial aid applicants and data in accordance with all state and federal status and regulations including FERPA and the Higher Education Act.
  • Facilitate a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
  • As directed, advise students on financial assistance, including options to pay for tuition and educational expenses. Assist students with Oakton's enrollment processes.
  • Perform other job-related duties as assigned.

 


Job Requirements:


Qualifications and Working Conditions:

  • Bachelor's degree is required, preferably in math, computer science, or computer related field, or equivalent combination and experience from which comparable knowledge and skills can be acquired is necessary.
  • Two years of programming business systems administration, or equivalent combination of work and education. Experience with designing, creating, and maintaining databases is required.
  • Experience documenting technical plans and developing project plans is preferred. Experience developing training materials for end-users is preferred.
  • Experience creating queries for reports, analysis, and interpretation of data is required. Experience creating SQL queries is preferred.
  • Financial aid experience is preferred. Experience with the Banner Financial Aid module is preferred. The Department also uses the following software: CampusLogic, OnBase, EDconnect, Common Origination and Disbursement (COD), and National Student Loan Data System (NSLDS).
  • Ability to analyze policies and procedures to identify technical solutions.
  • A high level of interpersonal and communication skills are required. Must be able to explain policies and communicate, verbally and written, with others in situations requiring sensitivity and tact.
  • Demonstrated ability to plan, coordinate, prioritize, and effectively execute multiple initiatives, programs, and services to meet established deadlines is preferred.
  • Ability to interact professionally and respectfully with people of different levels of education, cultural backgrounds, and life experiences.

Physical Demands and Working Conditions:

Light lifting up to 10 lbs and light carrying up to 10 lbs. Ability to reach above shoulder. Periods of time spent sitting, standing, walking, kneeling, bending and stooping. Mobility to move from building to building on-campus and to visit off-campus entities. Work is performed in a general office environment and sedentary in nature. Little or no exposure to adverse working conditions. Ability to work nights and weekends as needed.

Supervision Received:

Administrative supervision is received from the Dean of Enrollment Management. Functional supervision is received by the Sr. Manager of Financial Assistance and Scholarships.

Supervision Exercised:

Functional supervision may be exercised over financial aid employees and student employees.

HOURS: 8:15 am - 5:00 pm (Hours may vary during peak periods or due to the needs of the College)

SALARY: $67,440

Based on the needs of the college and with Administrator approval, some positions at the college may have a hybrid schedule option available after 30 working days.
