Basic Function
Representative Duties
2. Performs financial analysis; identifies discrepancies; researches, reconciles, and resolves account fund irregularities or concerns. E
3. Processes employee payroll taxes in accordance with established payroll schedules; reviews, reconciles, and ensures payroll taxes are accurate and consistent with Los Angeles County Office of Education (LACOE), Internal Revenue Service (IRS), and Social Security Administration (SSA); prepares, coordinates, and submits W2 and W3C revisions and files to the SSA. E
4. Assists department managers with the development of college budgets, special funds, and accounts; works with managers overseeing special grants to develop and adjust budgets related to special grants, as needed. E
5. Assists with the development of accounting and fiscal services procedures to ensure accounting activities are accurate and compliant with fiscal management processes. E
6. Prepares, generates, audits, and distributes and/or submits various forms, documents, and reports for District offices and/or departments, government agencies, grants, special funds, and project accounting according to required filing timelines; identifies discrepancies, makes necessary changes and/or updates; ensures reporting accuracy, completeness, and compliance; submits reports to external agencies as required. E
7. Participates in month-end and year-end closing activities including accruals, General Ledger (GL) entries, and accounts payable and receivable reconciliations. E
8. Analyzes reporting and accounting requirements of state, federal, and/or locally funded programs; develops procedures to monitor and audit assigned accounts; ensures compliance with budget and fiscal guidelines, policies, and procedures. E
9. Partners with District departments to support, advise, facilitate, and process various requests including but not limited to travel and conference requests, claims, accounts payable transactions, expenditures, and reimbursements, etc. for assigned special funds and accounts. E
10. Organizes fiscal record keeping to ensure financial control and successful audits. E
11. Directs assigned departments to follow payment procedures and processes related to cashier and bursars office activities; responds to inquiries related to student accounts, resolves payment problems, issues, and/or concerns. E
12. Develops procedures necessary for computerized processing and fiscal management of various accounting department functions. E
13. Tracks and monitors various assigned funds, special funds, and accounts; monitors expenditures and a variety of accounting activities; maintains, reviews, and reconciles financial and bank statements advises departments of account and/or fund status. E
14. Ensures expenditures are compliant with legislative and Board of Trustees rules, regulations, policies, and procedures. E
15. Monitors various accounting activities related to federal funds, special fund accounts, debt collections, and receipt of District and/or college program invoices and payments, such as EOPs & Care and the Veterans Administration (VA); prepares lists of debt collections, sets up installment plans, and monitors received payments; sets up, updates, posts, and tracks fees, waivers, and exceptions in Districts database. E
16. Partners with management to assist with establishing goals, objectives, measurements, and information systems required to achieve accounting responsibilities and requirements. E
17. Initiates and maintains communications with internal departments and staff, educational institutions, external organizations, and agencies. E
18. Updates and maintains accurate and compliant records, files, and file sharing processes. E
19. Collaborates and communicates with college departments and staff, other community colleges, universities, external community, and public agencies, as needed. E
20. Monitors a variety of special funds, accounts, and/or budgets; monitors short-and long-term changes required by investment accounts; supports and works with District and college departments to ensure requested and/or required reports are prepared and distributed to appropriate personnel for their internal review and processes. E
21. Recommends changes to operational procedures to promote improvements, increase cost effectiveness, and efficient processes. E
22. Assists with establishing department goals, objectives, measurements, and information systems that support accounting team day-to-day activities. E
23. Performs a variety of clerical and administrative responsibilities in support of the departments day-to-day activities and/or operations utilizing a variety of communication modalities including but not limited to answers and responds to phone calls, emails, text messages, and chat platforms; opens, screens, and distributes mail and correspondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion of requests; may perform simple repairs or maintenance to standard office equipment. E
24. Serves and participates in a variety of college and department committees, as requested. E
25. Performs related duties that support the overall objective of the position. E

Education and Experience
- Bachelors Degree in Accounting, Finance, or related discipline; AND
- Four (4) years of progressively responsible experience in accounting.
- Or, any combination of education and experience which would provide the required qualifications for the position.
Foreign Degrees
Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.
License Certificates/Credentials
- Possession of, or ability to obtain, a valid drivers license.
- May be required to travel for various off-site meetings, trainings, conferences, and or events in support of the overall objective of the position.

Distinguishable Characteristics
The Accountant is distinguished from the Assistant Accountant in that the latter is the entry-level classification within the Accountant series. The Assistant Accountant performs simple, basic, general, and routine fiscal and accounting activities including the preparation and reconciliation of special reports and accounting functions; assists with reconciliation activities within the Districts financial system and prepares simple financial reports and journal entries. The Assistant Accountant works under is provided with work guidance under general supervision and exercises limited independent judgement within established guidelines, policies, and procedures. Work performed by the Assistant Accountant is routinely verified for accuracy and compliance with established procedures and guidelines.
The Accountant is distinguished from the Accountant II in that the latter is the professional level classification within the Accountant series. The Accountant II performs professional accounting and financial functions requiring specialized knowledge of the Districts finance and accounting processes and procedures. The Accountant II is expected to perform the assigned responsibilities in an accurate and timely manner to meet expected, timeline and/or deadline driven processes; exercises initiative in resolving problems related to the assigned essential responsibilities of the classification. The Accountant II works under limited supervision and exercises independent judgement in carrying out the assigned duties of the classification.

Employees are frequently required to walk and stand and occasionally lift up to 20 pounds.
