Position Summary

Big Bend Community College (BBCC), a rural college serving vibrant, culturally rich communities in the Columbia Basin of Central Washington invites applications for a non-permanent, part-time (25-hour per week) Program Assistant in the college's TRiO Upward Bound program. This is an overtime eligible position.

Under general supervision, this position provides administrative support and office management for the TRIO Upward Bound program. Responsibilities include filing, answering phones, managing the database, general program and financial record-keeping, assistance with the completion of Department of Education performance reports and other related administrative support as required.

This position works collaboratively with others in a team environment towards completing program goals.

TRiO Upward Bound is federally funded from the U.S. Department of Education for $581,576 which covers 100% of the program costs. This year-round program provides academic support, college preparation, career awareness, and other support services to low-income and potential first-generation college students. It is designed to help students become more successful in high school and prepare to enter and successfully complete postsecondary education. The program works with the following four target high schools within Central Washington: Moses Lake, Warden, Othello, and Royal High School.

For six weeks, TRiO Upward Bound operates an intensive residential summer academy for 45 students on the BBCC campus. Students participate in high school or college classes during the day and tutoring sessions during the evening including organized recreation and enrichment activities. The program also offers day trips, tours, and weekend field trips designed to promote personal and social growth. This position reports to the Director of TRiO Upward Bound.

Essential Job Duties

ESSENTIAL JOB DUTIES:
Primary essential duties and responsibilities include but will not be limited to the following:

  • Provide outstanding customer service to program participants, parents, and stakeholders.
  • Assist in maintaining and monitoring program budget; develop and maintain internal fiscal procedures for budget reconciliation and record keeping.
  • Organize and maintain student files and other program records used to complete performance reports and ensure grant compliance.
  • Manage database and maintain hard copy files of all former and currently enrolled students.
  • Track program graduates using National Clearinghouse and other forms of contact.
  • Order and maintain stock of office supplies. Prepare and track purchase orders, invoices, vouchers, student stipends, and travel requisitions.
  • Maintain textbook and office equipment inventories.
  • Participate in monthly Saturday enrichment events and weekly team meetings.
  • Coordinate logistical arrangements for program events and activities such as meetings, conferences, and field trips.
  • Assist with supervision of high school students on academic year and summer field trips.
  • Assist in summer academy by making various reservations including classrooms and meeting spaces, field trip accommodations, ordering and distributing meals, and purchasing materials and supplies.
  • Assist with data collection and completion of the APR (Annual Performance Report) and federal grant application.
  • Ensure confidentiality of student information following the federal Family Education Rights and Privacy Act (FERPA), financial aid guidelines, and college regulations.
  • Properly review, document, and archive materials received for student educational and financial aid records.
  • Schedule student appointments with TRiO Upward Bound Advisors.
  • Submit timesheets and leave requests by required deadlines. Complete and submit quarterly time and effort reports.
  • Assist with department-related webpage by developing and implementing a schedule of regular content review and updates, ensuring the public has access to current information and accessible forms.
  • Organize office space and make it a welcoming and student friendly environment; maintain bulletin board and storage rooms.

OTHER WORK RESPONSIBILITIES:

  • Maintain professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensure no injuries to self or others by following safe work practices and policies. This includes, but is not limited to: security and safety, understanding of SDS, equipment, infection control, fire, disaster, safe lifting and body mechanics.
  • Ensure compliance with college policies and procedures and state and federal regulations.
  • Conduct self in a professional manner and ensures the interaction with team members and other support groups is conducted in a courteous and efficient manner conducive to the colleges values.
  • Perform related duties and other responsibilities as may be required.

DUTIES OF THE POSITION REQUIRE EXPERIENCE AND KNOWLEDGE IN:

  • Proficiency with Microsoft Office Suite.
  • Experience with including prioritizing tasks, keeping track of information or work in progress, ensuring accuracy, multi-tasking, handling interruptions effectively meeting competing deadlines.

DUTIES OF THE POSITION REQUIRE THE ABILITY TO:

  • Ability to work a minimum of one (1) Saturday per month and some evenings during the academic year and irregular days/hours during the six-week residential summer academy.
  • Think critically and problem solve and respond to difficult situations.
  • Learn new processes and applications.
  • Communicate effectively orally and in writing, including the ability to engage in one-on-one conversations with students, parents, and the general public.
  • Maintain a high level of confidentiality.
  • Work with diverse populations.
  • Work independently and reliably. Regular and consistent attendance is expected.
  • Multi-task in a fast-paced environment; prioritize multiple tasks and projects to meet deadlines.
  • Demonstrate competency in ability to provide service in a multicultural environment.

REQUIRED WORK SCHEDULE AND WORK ENVIRONMENT:
Work is sedentary in nature with frequent repetitive hand and wrist motions. Frequent use of computer and exposure to terminal screens in performing work assignments. Frequent need for oral and auditory communications. Occasionally kneel, stoop, crouch, crawl, reach, and lift and carry up to 25 lbs., unassisted.

Ability to communicate using verbal and/or written skills for accurate exchange of information with faculty, staff, professionals, students, and the public.

Basic work schedule is 5 hours daily beginning at 9:00 am, Monday-Friday. Hours and start time may change during the six-week summer academy. Ability to work a minimum of one (1) Saturday per month and some evenings during the academic year and irregular days/hours during the six-week residential summer academy. Hours may be adjusted to meet the needs of the department.

Minimum & Desirable Qualifications

MINIMUM QUALIFICATIONS:

At time of application, all candidates must possess the following:

  • High school diploma or equivalent AND two (2) years of full-time clerical experience OR an equivalent combination of education and relevant work experience.
  • Experience using computers, spreadsheets, data entry and retrieval systems, and word processing software including Excel, Word, Outlook, Google Workspace, Adobe, and Zoom to accomplish daily work.
  • Experience or participation with persons from diverse backgrounds such as sexual orientation, racial, ethnic, religious, linguistic, gender, age, socio-economic, physical, and learning abilities, and a commitment to an inclusive and equitable working / learning environment.

DESIRABLE QUALIFICATIONS:

  • Associates degree or higher from a regionally accredited institution.
  • Experience working in TRiO Programs and/or a background similar to the target population.
  • Experience working with high school and/or college students along with their parents/families.
  • Experience with learning management systems and/or databases such as Blumen, Student Access, HP-UX/Legacy, ctcLink, Skyward, or Canvas.
  • Previous experience working in grant-funded programs.
  • Bilingual fluency English/Spanish.
  • Bicultural experience.
