Whatcom Community College invites applications for a Program Specialist 4 (Job Code 107K) Curriculum & Enrollment Specialist position in the College's Instruction Office. This position works under administrative direction with responsibility for planning and achieving program goals. Employee collaborates with Registrar, Business Office Manager, Fiscal Analyst 4, HR Director, VPs, Deans, Department Chairs, discipline leads and program coordinators to accomplish program goals. This position assesses Instructional program needs and develops specialized procedures for meeting those needs by interpreting and adhering to SBCTC guidelines, WACs, SMS guidelines, the Faculty Negotiated Agreement and institutional policies and guidelines. Employee advises staff, faculty and administrators on issues related to the program.

Responsibilities

Reporting to the Vice President for Instruction, typical duties include, but are not limited to:

  • Develop, establish, and advise college personnel on course and class schedule development issues using independent judgment and decision-making authority, and consult with the appropriate administrators on areas of concern.
  • Attend college governance meetings and advise on program issues. Analyze problem areas within programs and recommend corrective action with appropriate documentation and analysis.
  • Gather or supervise compilation of information from multiple sources pertaining to instructional programs or space allocation and refer pertinent information to the appropriate administrator.
  • Collaborate with the registrar and business office on course schedule management issues pertaining to fee calculation to ensure accurate tuition and fee charges, and compliance with state and federal regulations.
  • Collaborate with necessary personnel on and off campus regarding course coding issues to ensure the accuracy of our quarterly class coding for MIS reporting and FTE calculations.
  • Manage the college's approved curriculum with knowledge of institutional policies, ctcLink guidelines, SBCTC policies & procedures and auditor requirements.
  • Gather and process faculty contracts and process course load distributions into appropriate software.
  • Manage electronic catalog course information and prerequisite checking functions in ctcLink and provide administrative support for the College's Curriculum Committee as needed.
  • Assist with budget requests and provide advice and information pertaining to instructional programs; review income/expense, statistical, and budget status reports and advise appropriate administrators of program financial status and problem areas.

Qualifications

Minimum Qualifications:

  • Bachelors Degree.
  • Two years of experience in a related field.
  • Supervisory experience.

OR equivalent combination of education and experience.

Preferred Qualifications

  • Extensive knowledge of Student Management System used by Community Colleges of Washington (ctcLink).
  • Ability to lead the implementation of change necessary to innovate processes and procedures to best serve the college community.
  • Ability to compile, analyze and make projections based on historical data to assist with budget forecasting, space planning and schedule planning.
  • Experience in a community college/higher education work environment.
  • Actively contribute to a work environment that embraces diversity and uses diverse perspectives to enhance the attainment of organizational goals. Treats everyone with respect and dignity and appreciates the differences in people.
  • Good project management and time management skills.
  • Excellent written and oral communication skills.

Salary

Salary and Appointment:

  • Range 56, full-time Classified salary starting at $4,968.00 per month with periodic increments to $6,510.00 per month.

Benefit Package:

  • Accrues 8 hours per month of sick leave and 11.33 hours per month vacation leave with periodic vacation accrual increases based on longevity.
