Directs and manages daily financial operations in the Bursar Office. Oversees cash management and investment and prepares year end accounting schedules for external audit review.

POSITION SUMMARY

  • Provides strategic leadership and direction of the College's student financial services through the Office of the Bursar, promoting data accuracy and continuous improvement in processes and services.
  • Manages and oversees College policies regarding the administration of tuition and fees, including collection, refunds, financial aid disbursements, and addressing student enquiries.
  • Promote a service-centered environment that prioritizes the delivery of exceptional customer service to students and the college community.
  • Monitors and reports on tuition cash balances and collaborate with the CFO and/or designee to coordinate investments of excess funds from operations to maximize returns according to Board policy and guidelines.
  • Works with the Controller to implement and monitor financial controls, promoting compliance with established controls, and proactively working to achieve continuous improvement in operational efficiency and accounting system controls.
  • Develops a core set of goals, objectives, and outcomes for the Bursar's Office, including key performance indicators and measures to track annual performance against objectives; prepares and submits annual assessment report to the CFO; and fully engages with the College's outcome assessment initiatives.
  • Acts as performance manager for all direct reports, including the completion of written and verbal performance appraisals, approving staff time-off requests, and overseeing staff compliance with established HR policies, procedures, regulations, and requirements of collective bargaining agreements.
  • Monitors student account balances, ensure that collection policies and procedures are maintained and equitably applied, and student receivables are maintained at the lowest level possible.
  • Serves as the primary liaison with Payment Plan and Collection Agency partners to ensure maximum service levels to students and the College.
  • Coordinates with the Accounts Payable Manager to ensure timely processing of student refunds based on Title IV refund policies, institutional financial aid practices, and cash management best practices.
  • Pursues relevant professional development, develops professional relationships with peers and stakeholders at other NJ Community Colleges.
  • Performs additional tasks or duties as assigned by the CFO or designee.

SALARY AND BENEFITS

  • Annual Salary is $120,000.
  • NJ Educators Health Plan with free Vision and Dental. NJ State Pension plan.
  • 15 vacation days, 15 sick days, 4 personal days, 2 floating holidays, all designated holidays and 5 non-designated holidays a year. 3 Partial Sick Days.

QUALIFICATIONS AND SPECIAL SKILLS

Experience: Minimum of 5 years of experience in financial/business operations, including financial aid and collections, in an educational or public sector setting; demonstrated progressive supervisory experience.

Education: Bachelor's Degree (Master's preferred) in business, finance, accounting, or related field.

Demonstrates understanding of the community college mission, takes a student-centric stance on office operations, and collaborates effectively with peers and other stakeholders. Possess a working knowledge of student information system computer applications, preferably Colleague, and work with the IT department to implement efficiency changes. Has basic proficiency in the use of the Microsoft Office suite.
