The Human Resources Director shall plan, organize, and control all activities of the Human Resources Department. The Human Resources Director will adhere to the policies as specified by the Alabama Community College System Board of Trustees, Federal and State regulations, and the Drake State Community & Technical College Faculty and Staff Handbook.Salary: Appropriate placement on the Alabama Community College System Board of Trustees

Salary Range $46,852.00 - $94,892.64 (12 months, Exempt)
Salary step placement is based on experience per Drake State's practice for awarding salary step credits.
Work Hours: 8:00 am - 5:30 pm Monday - Thursday and 8:00 am 12:00 pm Friday
Essential Duties and Responsibilities
Essential Duties and Responsibilities
In addition to adhering to the general guidelines as specified by the Faculty/Staff Handbook, the President, the Executive Director of Fiscal Affairs and Administrative Services, and the Alabama Community College System Board of Trustees, responsibilities will include the following:
- Plans, organizes and controls all activities of the Human Resources Department. Participates in developing department goals, objectives, and systems.
- Maintain accurate information on all active faculty, administrative/staff personnel and ensure the security and confidentiality of all personnel files and documents.
- Work closely with Payroll personnel to ensure that all procedures relevant to personnel are maintained.
- Prepare and distribute letters of appointments on all administrative/staff, faculty, and adjunct personnel.
- Prepare and distribute professional service contracts.
- Conduct exit interviews, employee relations, counseling, and new employee orientation.
- Prepare and manage the budget for the Human Resources Office.
- Maintain all search files according to the ACCS Uniform Guidelines.
- Ensure that the employment procedures follow the policies and guidelines set by the ACCS Uniform Guidelines.
- Coordinate the employment process by:
- Responding to employment inquiries by phone or written correspondence.
- Posting employment information on the Colleges website, the Internet, and job boards.
- Creating and distributing job announcements.
- Preparing advertisements for positions and advertising appropriately.
- Receiving and filing applications for job openings.
- Verifying references, past employment, and credentials of applicants.
- Notifying applicants of the status of their application.
- Meeting with the committee chairperson to review the process and review search policies and guidelines.
- Setting up interviews.
- Participate in and represent the College in the ACCS Human Resources association and the local community.
- Conduct confidential assessments and investigations.
- Coordinate and monitor the performance evaluation process and revise as necessary.
- Responsible for benefits administration.
- Manages the FMLA process to ensure compliance.
- Show evidence of maintaining and expanding professional competence through activities such as continuing or in-service education, membership in professional organizations, and participation in related community activities.
- Develop, recommend and implement personnel policies and procedures; prepares and maintain handbook on policies and procedures.
- Establish and maintain department records and reports.
- Participate in administrative staff meetings and attends other annual meetings and seminars.
- Responsible for maintaining the Colleges organization chart.
- Responsible for updating and distribution of the College directory.

Qualifications
REQUIRED QUALIFICATIONS:
- Bachelors Degree in Human Resources Management or a related field from a regionally accredited institution
- Documented experience in Post-secondarys Human Resources policies and procedures preferred
- A minimum of 5-years of experience working in Human Resources
- Demonstrated ability to interpret, synthesize, and apply policies and procedures
- Experience in successful project management and implementation
- Excellent computer skills
- Documented Banner 9 experience preferred
- Effective communication, interpersonal, and presentation skills

Sick Leave
All regular full-time non-instructional staff earns one day of sick leave which is the equivalent of 8 hours of sick leave per month. Unused sick leave is rolled over to the following year. Upon retirement, employees are allowed to convert unused sick time into service time for the purpose of retirement. Retirement
The TRS was established in 1939 to provide benefits to qualified persons employed by state-supported educational institutions. Responsibility for the management and administration of the TRS is vested in its Board of Control. The Boards of Control elect the Secretary-Treasurer who serves as the Chief Executive Officer of the RSA and is responsible for the day-to-day management of the RSA. The TRS is a defined benefit plan qualified under Section 401(a) of the Internal Revenue Code. All regular full-time and part-time employees (non-temporary and non- student) who work at least 20 hours per week are required to participate in The Teachers' Retirement System of Alabama.
Tier I - Pays 7.50% monthly. State matches 12.59% (effective 10/01/22)
Tier II – Pays 6.20% monthly. State matches 11.44% (effective 10/01/22)

Health Insurance
PEEHIP, established in 1983, provides health insurance benefits for active and retired education employees and is governed by the PEEHIP Board of Control.
