SR. Grants & Contracts Analyst
Job Description
We are seeking a Sr. Grants & Contracts Analyst for the Department of International Health in the School of Public Health. The Sr. Grants and Contracts Analyst will provide dedicated professional level sponsored funds management for more than 80% of time with specific responsibility for pre-award and post-award functions that include, but may not be limited to: Proposal preparation, submission, budget development, payroll management, student hiring, management, effort, subaward, service contract set up, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. Works independently on a variety of grants/contracts that range from simple to moderately complex. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure timely, effective, and efficient functioning of sponsored funding. Make significant decisions that impact the financial status of the unit/department on a regular and continuous basis. This position operates where there is significant budget and financial work in the area to require other staff, e.g. analysts, managers and administrators in budget and finance analysis and planning.
Specific Duties and Responsibilities
- Pre-award activities include proposal preparation, budget development, completing sponsored paperwork, creating proposal record, working with all sub sites to acquire required forms for subawards, application of appropriate indirect costs rates and cost calculations, assisting with budget justification assembling and setting up delivery for grant package to submit to sponsor.
- Post-award activities include coordination in the preparation and implementation of administrative processes related to sponsored projects.
- Duties include preparing overall spending and financial reports, monitoring monthly expenditures subawards, budget projections, payroll, and expenditure transfers. Reconcile project and cash advance. Pre-review and post-review of effort forms.
- Preparation and maintenance of subawards, independent contractors, and service contracts from start to finish.
- Prepare, develop, and review investigator financial reports using SAP and other institutional reporting systems to analyze and identify issues with expenses charged to the award to reduce the risk of over-expenditure for IIP faculty.
- Meet with faculty on a regular basis regarding the status of grants/accounts.
- Prepare 12- month salary support projections for all faculty PIs / support staff and identify potential support gaps.
- Advise faculty and staff on changes in sponsored research policies.
- Manage accounts to ensure grants and contracts are expended according to sponsoring organizations requirements and University guidelines.
- Create and maintain positive communication and working relationships with all areas within JHU, Sponsored Projects, Office of Research Administration, and Controllers Office.
- Review documents for financial, administrative, and operational compliance. Independently perform a variety of administrative and financial functions. Perform all other duties as assigned.
- Payroll management: salary allocation. Maintains system to track faculty/staff payroll information and generate reports/ implements system to monitor/resolve payroll issues: control salary, salary distribution/supplements/merit increases/terminate payroll. Monitor and retrieve overpayments.
- Processes payroll transfers, overtime, and casual employees time sheet.
- Assist with coordinating placement of temporary staff and international hires as needed.
- Process student hiring request.
Minimum Qualifications
- Bachelor's Degree.
- Four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting.
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Bachelor's Degree.
- Three years of administrative/budgeting experience.
- Be able to use Word, Excel, and PowerPoint.
- Proficient in upholding a high level of confidentiality through adherence to established protocols and guidelines.
- Adept in effectively communicating through strong oral and writing skills.
- Knowledge of accounting and budgeting theory practices required.
- Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred.
- Ability to make independent judgments and to act on decisions on a daily basis.
- Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
- Knowledge of external Federal guidelines/procedures for grants and contracts.
- Experience scheduling appointments and meetings.

Role/Level/Range: ATP/04/PD
Starting Salary Range: $62,900 - $110,100 Annually (Commensurate with experience)
Employee group: Full Time
Schedule: Monday- Friday 8:30am-5:00pm
